Hours: Part Time (20hrs/week) FLSA Status: Non-Exempt (Hourly)
Supervises: Housing Specialist and Program Assistant OSHA Exposure Category: III
Position Summary
The Program Coordinator provides day-to-day operational leadership and coordination for the HOME-ARP Homelessness Prevention Program. This position supports program implementation, service delivery, staff coordination, community partnerships, reporting, and compliance activities throughout the Commonwealth of the Northern Mariana Islands (CNMI) to ensure eligible households receive timely housing stabilization and supportive services. The Program Coordinator serves as the primary liaison between program staff, management, community stakeholders, and funders. The position provides direct supervision, oversight, and guidance to assigned program staff while helping ensure quality service delivery and compliance with applicable funding and agency requirements.
Essential Job Functions
- Coordinate daily operations of HOME-ARP program services and activities.
- Support implementation of program goals, objectives, workflows, and performance measures.
- Provide direct supervision, guidance, and support to program staff to ensure quality service delivery.
- Monitor participant enrollment, service utilization, and program outcomes.
- Ensure program compliance with HOME-ARP, HUD, agency, and contractual requirements.
- Review participant files for accuracy, completeness, and documentation requirements.
- Assist with development and implementation of policies, procedures, and quality assurance activities.
- Coordinate outreach and engagement efforts with landlords, housing providers, service providers, and community partners.
- Assist with budget monitoring, expenditure tracking, and resource utilization.
- Prepare reports, program narratives, and data submissions as required by management and funders.
- Participate in case staffing meetings and provide technical assistance to staff.
- Support staff training and onboarding activities.
- Maintain confidentiality and safeguard participant information in accordance with agency and funder requirements.
- Represent the agency at community meetings, coalitions, and stakeholder events.
- Perform other duties as assigned.
Qualifications
Minimum Qualifications
- Bachelor's degree in Social Work, Human Services, Public Administration, Psychology, Sociology, or a related field preferred.
- Minimum of two (2) years of experience in housing services, supportive services, case management, program coordination, or a related field.
- Valid driver's license, reliable transportation, and the ability to meet agency driving requirements, including maintaining an acceptable driving record.
- Experience with federally funded programs preferred.
- Lead-level or supervisory experience preferred.
Experience and Competencies
- Knowledge of community-based services, housing stabilization, and client-centered service delivery.
- Ability to review program documentation for accuracy, completeness, and compliance with program requirements.
- Strong organizational, communication, and problem-solving skills.
- Ability to coordinate multiple priorities and maintain accurate records.
- Proficiency with Microsoft Office and electronic data management systems.
- Ability to work collaboratively with staff, community partners, and stakeholders while maintaining confidentiality.
