About this role
Established in 1951, the International Organization for Migration (IOM) is the leading intergovernmental organization in the field of migration and is committed to the principle that humane and orderly migration benefits migrants and society.
Under the overall supervision of the Senior Programme Officer (Protection) and the direct supervision of the Grants Management Officer, the incumbent will support the implementation of IOM Ethiopia’s Grants Mechanism and contribute to the effective management of grants provided to implementing partners across humanitarian, recovery, resilience, return and reintegration, and development programmes.
The incumbent will support the full grants lifecycle, including partner identification, due diligence, capacity assessment, grant implementation monitoring, compliance review, reporting, Return and Reintegration activities, partner capacity strengthening, risk monitoring, and documentation management. The position will serve as a focal point for day-to-day coordination with implementing partners and internal units, ensuring that grants are implemented in accordance with IOM policies, donor requirements, relevant internal instructions, and the Mission’s Grants Mechanism approach. The position will provide limited financial and budget-monitoring support while complementing, rather than duplicating, the functions assigned to grants finance personnel.
In particular, he/she will undertake the following responsibilities and accountabilities.
Required Qualifications and Experience
Education
- School diploma with six years of relevant experience; or,
- Bachelor’s degree in Political or Social Sciences, International Relations, Engineering, Architecture, Development Studies, Migration Studies, Human Rights, Law, Project Management or related fields from an accredited academic institution with four years of relevant professional experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
- Experience in grants management, partner implementation, return and reintegration, community-based programming, or humanitarian/development programming.
- Experience supporting project management processes, including work planning, implementation tracking, coordination of deliverables, risk follow-up and reporting against agreed timelines and outputs.
- Experience supporting partner due diligence, capacity assessment, risk monitoring, compliance follow-up and corrective action processes.
- Experience monitoring programme and budget implementation, reviewing supporting documentation, conducting field monitoring and documenting findings.
- Experience coordinating with government authorities, NGOs, community-based organizations, United Nations agencies and other institutional partners in multicultural settings.
- Experience working with migrants, refugees, internally displaced persons, victims of trafficking or other vulnerable groups, preferably within an international organization, UN agency, NGO, donor-funded programme or government institution
Skills
- Strong interpersonal, communication, facilitation, networking and stakeholder-coordination skills.
- Good understanding of grants management, programme-cycle management, partner engagement, compliance and risk management principles.
- Ability to review programme and financial documentation, identify gaps or inconsistencies, and prepare clear analytical, reporting and briefing materials.
- Strong organizational, record-management and information-management skills, including use of databases, trackers and structured electronic filing systems.
- Good knowledge of Microsoft Office applications, particularly Word, Excel, PowerPoint, Teams and SharePoint/OneDrive.
- Ability to manage competing priorities, meet deadlines and work effectively in multicultural and field-based environments.
Languages
All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).
For this position, fluency in English and Amharic is required (oral and written).
Working knowledge of other Ethiopia languages is an advantage.
