Job Summary:
The Government Digital Transformation Client (GDT) Project Manager plans, coordinates, and delivers complex projects supporting organizational and client objectives. This position leads cross-functional teams through project initiation, planning, execution, monitoring, control, and closure. The Project Manager manages project scope, schedules, budgets, resources, risks, quality, governance, and stakeholder communications. This position supports projects involving government services, technology implementations, vendors, and regulated environments. Success requires strong leadership, communication, problem-solving, organization, accountability, and the ability to manage multiple priorities in a dynamic environment.
Job Duties:
- Leads projects through the full project lifecycle including initiation, planning, execution, monitoring, control, and closure
- Develops and maintains project charters, plans, schedules, budgets, resource plans, and communication plans
- Defines project scope, objectives, deliverables, milestones, and success criteria with stakeholders
- Coordinates project activities and aligns deliverables with organizational goals and strategic initiatives
- Monitors project progress against approved timelines, milestones, budgets, and performance targets
- Facilitates project status meetings, planning sessions, governance meetings, and stakeholder reviews
- Builds and maintains relationships with clients, project sponsors, leadership, team members, vendors, and subject matter experts
- Serves as the primary point of contact for project communications
- Communicates project status, risks, issues, dependencies, decisions, and recommendations to stakeholders and leadership
- Facilitates collaboration across business, operational, technical, and client teams
- Identifies, assesses, tracks, and mitigates project risks and issues
- Develops contingency plans, corrective actions, and escalation recommendations
- Escalates critical risks, issues, and decisions through established governance channels
- Documents and communicates project decisions, assumptions, dependencies, and action items
- Coordinates internal staff, contractors, vendors, and subject matter experts
- Monitors project budgets, expenditures, forecasts, and financial performance
- Manages scope changes through established change control and governance processes
- Supports resource forecasting and capacity planning activities
- Ensures compliance with organizational project management standards, methodologies, policies, and procedures
- Supports quality assurance activities, project reviews, and control assessments
- Maintains complete and accurate project documentation and records
- Tracks and reports project performance metrics and key performance indicators
- Applies Agile, Scrum, Waterfall, or hybrid project management methodologies
- Identifies opportunities to improve project delivery processes, tools, and methodologies
- Participates in project management initiatives, best-practice development, lessons-learned activities, and knowledge-sharing sessions

Qualifications, Knowledge, Skills and Abilities:
Education:
- Bachelor’s degree in Business Administration, Information Technology, Project Management, or Public Administration, required
Experience:
- Five (5) or more years of project management experience, required
- Experience leading complex, cross-functional projects, required
- Experience managing multiple projects simultaneously, required
- Experience supporting government services, healthcare, commercial, or regulated-industry projects, required
- Experience managing technology implementation projects, required
- Experience leading vendor-managed projects, required
- Experience managing project scope, schedule, budget, quality, risks, and stakeholder expectations, required
- Experience applying Agile, Scrum, Waterfall, or hybrid project management methodologies, required
- Experience developing executive-level project reporting, required
- Experience with change management methodologies, preferred
License/Certifications:
- Project Management Professional (PMP) certification, preferred
- Certified ScrumMaster (CSM), PMI Agile Certified Practitioner (PMI-ACP), or comparable Agile certification, preferred
Software:
- Experience with project-specific systems, databases, and interfaces, preferred

Individual salaries that are offered to a candidate are determined after consideration of numerous factors including but not limited to the candidate’s qualifications, experience, skills, and geography.
National Range: $120,000 - $130,000
Maryland Range: $120,000 - $130,000
NYC/Long Island/Westchester Range: $120,000 - $130,000
