SUMMARY OF DUTIES
Reports to the Manager of Departmental Planning, Performance & Continuous Improvement, designs, delivers, and manages learning programs and digital training content that build organizational capacity and proficiency in the use of Infor EAM and related asset management processes. Establishes authority, ownership, and leadership over EAM e-learning workstreams and builds long-term sustainability and consistency of e-learning practices by championing the creation of standardized resources, processes, and templates.
Performance will be measured through achievement of defined training and adoption metrics, including maintaining a ≥ 90% completion rate for all assigned EAM training modules, achieving ≥ 85% learner satisfaction or confidence ratings post-training, ensuring training materials are updated within ten business days of system changes, contributing to a 15% annual reduction in EAM-related help-desk tickets attributed to user errors, and ensuring 100% of new employees complete required EAM onboarding within 30 days of hire.
GENERAL DUTIES
Develops, creates, delivers and maintains learning materials and programs to build organizational capability in the use of the City’s EAM system (Hexagon/Octave) and related business processes across multiple divisions throughout the organization. This role supports knowledge retention across all staff levels and enables continuous learning as the City of Hamilton’s EAM system evolves by ensuring consistent onboarding, skills development, and knowledge retention for staff across all divisions.
Supports corporate outcomes in workforce development, digital adoption, and continuous improvement through delivery of high-quality, accessible training and communications.
Champion the creation of standardized resources, processes, and templates.
Support and build the capacity of Public Works staff and other stakeholders in instructional design and e-learning concepts.
Recommend and develop programs aligned to EAM system needs and strategies.
Delivers quality services in a timely and cost-effective manner.
Organizational Interactions
Partners with EAM Superusers, HR (for Learning Management System integration), IT (for system access and e-learning delivery), and various Divisions (to identify training needs and priorities).
Coordinates with Hexagon/Octave, training consultants, and implementation partners to update learning content and ensure system changes are reflected in training.
Organizational outcomes include confident, capable, and consistent use of the EAM system across the organization, leading to higher data quality, operational efficiency, and continuous improvement.
All EAM roles contribute directly to the City’s Asset Management and Transformation outcomes by:
- Enhancing data quality and reliability across all infrastructure classes.
- Supporting compliance with legislative and corporate AM standards.
- Driving efficient service delivery through optimized system and process performance.
- Building organizational capacity and continuous learning within EAM and AM functions.
- Develops, delivers and maintains online learning modules, videos, and SOPs for system use.
- Coordinate onboarding, refresher, and role-specific training paths within the Learning Management System (LMS).
- Work with Superusers and divisional leads to identify and address training gaps and needs.
- Maintain training records in the Corporate Learning Management System (LMS), track participation, completion rates, and learner feedback for performance reporting.
- Support change initiatives with educational, communication and learning materials and tools.
- Participate in cross-functional collaboration and communication including continuous improvement and standardization. Performs other duties as assigned which are related to responsibilities of the job.
Work closely with subject matter experts on content creation (storyboards, scripts) for training resources.
Apply creative thinking and domain expertise for innovative training programs.
Develop virtual instructor-led learning courses and migrate them into the self-led environment.
Conduct Quality Assurance (QA) reviews, provide documented feedback.
Lead divisional training champions, monitor delivery, ensure completion by group.
Setup of learning platforms, environments, and training data.
Conduct assessments and performance audits to measure effectiveness to better understand the issues that are supporting and/or hindering high performance.
Performs other duties as assigned which are related to responsibilities of the job.
QUALIFICATIONS
- University degree in Adult Education, Instructional Design or equivalent education with extensive experience in instructional design and training delivery role, or related field.
- Certification in CTDP (Certified Training and Development Practitioner) or CPTM (Certified Professional in Training Management) preferred.
- Three to five years’ experience developing eLearning and VILT content.
- Advanced knowledge of content authoring and multi-media software (Articulate Storyline, Camtasia, Adobe CC, Vyond, web-based authoring tools). Familiarity with Photoshop is an asset with technical writing and video editing experience preferred.
- Demonstrated hands-on experience with e-learning authoring, such as Uperform, creating storyboards, quizzes, and multimedia applications including creating and integrating graphics, audio, video files and publishing SCORM or xAPI-compliant e-learning content.
- Experience collaborating on large IT transformation projects with multiple stakeholders (internal or external) and project elements.
- Knowledge of program evaluation methods to develop performance measures and report on program outcomes.
- Professional certifications in Asset Management are an asset. Must have asset management software experience. Considerable municipal experience will be considered.
- Demonstrated experience with e-learning authoring tools (e.g., Articulate 360, Adobe Captivate, Camtasia, Moodle, etc.).
- Strong understanding of instructional design and adult learning principles.
- Familiarity with Infor EAM Hexagon/Octave modules, workflows, processes, and user roles.
- Excellent communication, facilitation, and project management skills.
- Strong interpersonal skills, ability to influence, resolve conflicts, and collaborative.
- Strong track record of on-time, on-budget and fully adopted delivery.
- Intermediate working knowledge of Microsoft Access, Word, Excel and PowerPoint.
- Must possess a Class “G” Driver’s License.
Working Conditions
- This position has variety of remote, hybrid and on-site expectations.
- Office locations and fieldwork involvement may change depending on assignments.
- Use of municipal vehicles, field devices and mobile apps is required.
- On call or after-hours support may be required up to 10% of the time.
THIS POSITION REQUIRES A VALID CLASS "G” DRIVER'S LICENCE AND PROOF THEREOF IS REQUIRED AFTER HIRE.
