Description

Fermi America is seeking a DC Commercial Program Manager. This position sits on Fermi’s Commercial Team, not in the DC construction organization, and serves as the delivery voice inside tenant pursuits. Fermi sells powered land, powered shell, and turnkey data centers, in tenancies measured in hundreds of megawatts and billions of dollars. This role makes sure that what Fermi offers a prospect is something Fermi can actually deliver, at the capacity offered, on the dates offered, under the terms offered, whichever product the deal lands on.

Capacity dates, service levels, demarcation of responsibility, and delivery obligations are set during pursuit and negotiation, and they bind for the life of the agreement. This role validates each of those commitments against the delivery plan before Fermi agrees to them.

The role works across every active pursuit and the pipeline behind it. It owns the campus capacity and availability position used in commercial conversations, the delivery basis behind each offer, the coordination of technical and lender diligence, and the handoff into the delivery organization once an agreement executes.

This role reports to the Head of DC Service & Delivery and sits within Fermi’s Commercial organization under the Chief Commercial Officer. It works closely with the DC delivery organization, Program Controls, and counsel to assemble and defend the delivery position behind each pursuit.

Key Responsibilities

- Serve as the delivery voice inside tenant pursuits across all three Fermi products, powered land, powered shell, and turnkey, translating prospect requirements into a deliverable posture with the cost, schedule, and risk implications of each
- Own the campus capacity and availability position used in commercial conversations, including megawatts by building, energization dates, and uncommitted capacity
- Develop and maintain the delivery basis behind every commercial offer, including the schedule basis for a proposed ready-for-service date, the assumptions it depends on, and the conditions that would break it
- Test proposed commercial terms against delivery reality before they are committed, including capacity dates, service levels, late delivery exposure, access rights, and demarcation, and identify what Fermi cannot credibly meet
- Coordinate technical and commercial diligence for prospective tenants and for lender independent engineers, assembling input from technical, controls, construction, and operations
- Build and maintain the standard pursuit package, including delivery approach, execution model, organization and staffing plan, schedule basis, and track record
- Maintain the pipeline view and its delivery implications, identifying which pursuits would trigger staffing adds, long-lead procurement, or capacity conflicts if they close
- Support lease and agreement negotiation from the delivery side, providing the basis for dates, obligations, and demarcation positions to counsel and the commercial organization, and identifying terms Fermi cannot deliver against before they are agreed
- Own the pursuit-to-delivery handoff at execution, transferring the commercial commitments, delivery basis, assumptions, and open items to the accountable Director with named owners and dates
- Track each active pursuit against the milestones that matter to delivery, including agreement execution, financial close, and notice to proceed, and the lead time each one triggers
- Maintain the record of what Fermi has committed across executed agreements, so that new offers are made against remaining capacity and existing obligations
- Route tenant technical requirement changes to the DC Sr Technical Manager for the technical position, and assess the commercial and schedule consequence of each
- Provide delivery cost and schedule assumptions into commercial pricing models in coordination with Program Controls, so that pricing reflects the current delivery basis
- Prepare pursuit and pipeline reporting for the Head of DC Service & Delivery and the Commercial Team, including status, delivery exposure, and required decisions
- Capture lessons from each pursuit, won or lost, and update the standard pursuit package and delivery basis accordingly

AI-Enabled Execution Philosophy

Fermi America integrates artificial intelligence and advanced analytics into its core project delivery workflows. The DC Commercial Program Manager will be expected to embrace and champion this philosophy, including:

- Using AI to assemble diligence responses from prior submissions, technical documentation, and the program record
- Applying AI-assisted analysis of tenant requirement documents, requests for proposal, and agreement drafts to identify obligations that carry delivery risk before they are agreed
- Leveraging AI-driven comparison of proposed commercial terms against Fermi’s executed agreements to surface where a new deal diverges from precedent
- Supporting a capacity and availability view drawn automatically from schedule and delivery source systems
- Using AI to test consistency between commercial offers and the delivery plan of record
- Contributing pursuit outcomes and lessons learned into Fermi’s standard pursuit package and delivery basis

Requirements

- 12+ years in commercial operations, solutions engineering, business development support, or program management within data center, energy, or large capital infrastructure, including at least 6 years in the data center industry
- Demonstrated experience supporting large customer pursuits from qualification through agreement execution in a role accountable for the delivery position rather than for selling
- Fluency across data center product types, including powered land, powered shell, turnkey, and build-to-suit, and a working command of how each shifts cost, schedule, and risk between owner and tenant
- Ability to interrogate a construction schedule and a capacity plan, and to determine what commitments are credible
- Experience coordinating technical and commercial diligence, including customer technical diligence and lender or independent engineer review
- Familiarity with lease and services agreement structures, including capacity commitments, service levels, remedies, and demarcation of responsibility
- Experience assembling a position across engineering, construction, controls, and operations without holding authority over any of them
- Strong executive and customer-facing communication, credible in front of a prospective tenant and in front of Fermi leadership
- Willingness to raise and defend a position that conflicts with commercial objectives, supported by schedule and capacity evidence
- Bachelor’s degree in Engineering, Construction Management, Business, or related field

Preferred Qualifications

- Experience on the owner or developer side of hyperscale data center leasing, build-to-suit, or colocation
- Familiarity with tenant technical requirement sets from hyperscale operators
- Experience supporting project finance diligence and what lenders test in an owner’s ability to deliver
- Experience with capacity planning and availability management across a multi-building campus
- Working knowledge of Oracle Primavera P6 and enterprise delivery systems
- Familiarity with AI-powered analytics and document review platforms
- Comfort operating in a high-growth organization where the role will help define how pursuits are supported

Work Requirements

- This role is based in Dallas or potentially a remote role with up to 60 percent travel, including tenant and partner offices, diligence sessions, industry events, and regular presence at Fermi’s campus in Amarillo, TX
- Ability to host and participate in campus tours and site visits with prospective tenants, lenders, and partners, including walking active construction sites
- Willingness to wear required personal protective equipment (PPE) including hard hat, safety glasses, high-visibility vest, steel-toe boots, and hearing protection when on-site
- Flexibility to work extended hours during pursuit deadlines, diligence windows, and negotiation periods
