POSITION SPECIFICS ​

Penn State Human Resources is seeking a team-oriented self-starter to join the talent acquisition organization.  The Recruiter- Senior Supervisor will report to the Manager Full-Time Talent Acquisition and will be embedded in The Applied Research Laboratory (ARL). This is a dual-role position responsible for supervising, mentoring, and guiding a team of Recruiters and Talent Acquisition Specialists throughout the full talent acquisition life cycle. The role will also manage a requisition workload and serve as a talent advisor to hiring managers, with a strong focus on sourcing candidates and building talent pipelines. This role is a member of the talent acquisition leadership team and is responsible for ensuring individual contributor SLAs are achieved as well as resolving escalated issues from team members.

ARL is an integral part of one of the leading research universities in the nation and serves as a  University Center of Excellence in Defense science, systems, and technologies with a focus in naval missions and related areas. As  UARC (University Affiliated Research Center), ARL maintains a long-term strategic relationship with the U.S. Navy and provides support to the Navy, the Intel Community (IC), and other federal government customers.  ARL is comprised of over 1,700 employees located at multiple locations throughout the United States. You will lead a team that is responsible for the continuing evolution of ARL’s talent acquisition program that is focused on providing expertise in the areas of active recruitment and sourcing, and act as an advisor to ARL managers throughout the hiring process.

You will:

- Ensure recruiters and specialists are managing job requisitions and staff searches to milestones and metrics.
- Mentor and guide team members to maximize individual and team performance.
- Facilitate team and individual meetings that focus on increasing the efficiency of processes and improving the effectiveness of strategic recruiting actions.
- Compile, analyze, and capture insights from recruiters, customers, and data to inform process and strategy improvements.
- Develop creative strategies for hard to fill positions.
- Collaborate with hiring managers to understand their recruitment needs; identify and develop key skill requirements for all recruitment efforts.
- Identify and source talent utilizing various sourcing channels, including but not limited to, LinkedIn, social media, professional networks, job boards, and referrals.
- Provide ongoing development of best practices by identifying trends and developments in the field of talent acquisition to support the future development of talent acquisition strategies.
- Expand branding of ARL while continuing to proactively fill talent pipelines using both traditional and social media platforms, referrals, candidate engagement, networking, conferences, etc.
- Negotiate between candidates, hiring managers, and ARL human resources to expedite the hire process by sharing feedback, including relocation and salary expectations.

Required:

- Experienced talent acquisition professional with excellent time management skills and the ability to deliver high-quality candidates.
- Demonstrated ability to manage and mentor direct reports throughout the full recruiting lifecycle, including identifying performance concerns and providing timely coaching and guidance.
- Understanding of strategic and transactional recruitment principles and be able to apply data to drive individual and team talent acquisition performance.
- Demonstrated knowledge of broad concepts, laws, regulations, policies and procedures related to human resources and talent acquisition processes.
- Ability to build and establish a positive team culture that increases performance, cohesion, and employee engagement.
- Ability to liaise with and influence unit leadership, unit HR, HR Tech, and TA Leadership to resolve second tier strategy, process or technology issues.
- Ability to identify and solution technology and business process challenges.
- Ability to adapt and change in a fast-paced environment.
- Comfortable in a high volume/high demand environment with difficult to fill positions.
- Possess effective oral and written communication skills, including consultative skills with the ability to understand the needs and urgency of an assigned customer base.
- Excellent judgment, self-management, and customer service.
- Proficient in Microsoft Word, Excel, and Outlook.

Preferred:

- Experience with Workday, Yello, JIRA, LinkedIn Recruiter, or similar recruitment tools.
- Experience with high-volume recruitment of Defense science systems and technologies technical professionals (Research and Development Engineers, Research Faculty, Cyber Security, Information Technology, etc.)

This position offers a flexible work arrangement that combines remote and on-campus work in State College, PA. Questions related to flexible work should be directed to the hiring manager during the interview process.  You will be required to travel for networking and events.

Employees must be eligible to obtain a government security clearance, participate in the ARL drug testing program, and comply with electronic and physical monitoring requirements applicable to federal contractors. ARL operates in a secure information environment involving Unclassified, Controlled Unclassified Information (CUI), and Classified information. Personal electronic devices brought onsite must be registered and may be restricted from certain areas. You must be a U.S. citizen to apply.

SALARY & BENEFITS
The salary range for this position, including all possible grades, is $65,508.00 - $94,980.00.
