HSE Officer – PMC

Job Summary

We are seeking an experienced and proactive HSE Officer to support our Project Management Consultancy (PMC) team on a major project in Aswan, Egypt .

The HSE Officer will be responsible for implementing, monitoring and continuously improving Health, Safety and Environmental standards across the project site. The role will involve close coordination with the PMC team, contractors, subcontractors and other project stakeholders to ensure compliance with approved HSE plans, project requirements, applicable Egyptian legislation and international HSE standards.

The successful candidate should have strong site-based HSE experience, preferably within PMC, engineering consultancy, construction, infrastructure, energy or industrial projects , with proven ability to monitor contractor HSE performance and maintain a strong safety culture.

Key Responsibilities

1. HSE Management & Site Compliance

- Implement and monitor the project Health, Safety and Environmental Management Plan (HSEMP) .

- Ensure that project activities are performed in accordance with approved HSE procedures, policies and standards.

- Conduct regular site inspections, safety walks and compliance audits.

- Identify unsafe acts, unsafe conditions and potential hazards and ensure timely corrective actions.

- Monitor compliance with project HSE requirements by contractors and subcontractors.

- Verify that appropriate safety controls are implemented before and during site activities.

- Maintain a visible HSE presence at the project site.

2. Risk Assessment & Safety Planning

- Review and monitor Risk Assessments, Job Safety Analyses (JSA/JHA), Method Statements and Task Risk Assessments .

- Ensure hazards are properly identified and appropriate control measures are implemented.

- Participate in risk assessment workshops and HAZID/HAZOP-related activities where applicable.

- Review high-risk activities and verify that adequate control measures are in place.

- Monitor compliance with the hierarchy of controls.

3. Permit to Work

- Monitor the implementation of the project's Permit to Work (PTW) system.

- Verify permits before commencement of high-risk activities.

- Monitor activities involving:

Hot work

- Confined space entry

- Work at height

- Excavation

- Lifting operations

- Electrical work

- Isolation/LOTO

- Work near live systems

- Ensure permits are properly closed upon completion of work.

4. Contractor & Subcontractor HSE Management

- Monitor contractor and subcontractor HSE performance.

- Review contractor HSE plans, procedures, risk assessments and method statements.

- Conduct contractor HSE inspections and performance assessments.

- Follow up on HSE observations, non-conformities and corrective actions.

- Participate in contractor coordination meetings.

- Ensure contractor personnel receive required safety induction and training.

- Escalate repeated or serious HSE violations to the PMC HSE Manager/Project Management Team.

5. Site Inspections & Audits

- Conduct daily and weekly HSE inspections.

- Prepare inspection reports and maintain records of findings.

- Track corrective and preventive actions until closure.

- Participate in internal and external HSE audits.

- Identify trends and recurring safety issues and recommend preventive measures.

- Verify housekeeping, access/egress, signage, barricading and general site conditions.

6. Incident & Accident Investigation

- Immediately respond to accidents, incidents, near misses and unsafe occurrences.

- Support investigation of incidents and identify root causes.

- Prepare incident and near-miss reports.

- Recommend corrective and preventive actions.

- Monitor implementation and closure of investigation recommendations.

- Maintain accurate incident statistics and records.

7. Emergency Preparedness

- Support implementation of the project's Emergency Response Plan .

- Participate in emergency drills and exercises.

- Verify availability and accessibility of emergency equipment.

- Monitor emergency evacuation routes, muster points and emergency signage.

- Support emergency response teams during drills and actual incidents.

- Report deficiencies and ensure corrective actions are implemented.

8. Training & Safety Awareness

- Conduct or support:

HSE inductions

- Toolbox talks

- Safety briefings

- Awareness campaigns

- Job-specific safety training

- Promote a positive safety culture across the project.

- Ensure workers understand project HSE requirements.

- Maintain training and competency records.

9. Environmental Management

- Monitor compliance with project environmental requirements.

- Support implementation of environmental management procedures.

- Monitor:

Waste management

- Hazardous waste

- Spill prevention

- Chemical storage

- Dust and emissions

- Noise

- Water pollution

- Soil contamination

- Report environmental incidents and assist with corrective actions.

- Ensure proper segregation, storage and disposal of waste.

10. Documentation & Reporting

Prepare and maintain accurate HSE documentation, including:

- Daily HSE reports

- Weekly and monthly HSE reports

- HSE inspection reports

- Safety observation reports

- Incident/accident reports

- Near-miss reports

- Toolbox talk records

- Training records

- PTW records

- Risk assessment records

- Corrective action registers

- HSE statistics and KPI dashboards

- Audit reports

- Contractor HSE performance reports

Key HSE Performance Indicators

Monitor and report project HSE KPIs such as:

- Total Recordable Incident Rate (TRIR)

- Lost Time Injury Frequency Rate (LTIFR)

- Lost Time Injuries (LTI)

- Total Recordable Injuries (TRI)

- Near misses

- Safety observations

- HSE inspections completed

- Corrective action closure rate

- Training hours

- Toolbox talks conducted

- Permit compliance

- Environmental incidents

Qualifications

- Bachelor's degree or diploma in Engineering, Occupational Health & Safety, Environmental Science or a related discipline .

- NEBOSH IGC is mandatory/preferred , depending on project requirements.

- Additional HSE certifications such as IOSH, OSHA, ISO 45001, ISO 14001 or equivalent will be an advantage.

- Relevant professional HSE certification/membership is preferred.

Experience

- Minimum 5 years of relevant HSE experience .

- Proven experience in construction, engineering consultancy, PMC, infrastructure, industrial, energy or similar projects .

- PMC/consultancy experience will be highly advantageous.

- Experience working with contractors and subcontractors in a site-based environment.

- Experience with high-risk construction and industrial activities.

- Previous experience in Egypt or familiarity with Egyptian HSE requirements will be an advantage.

- The role requires regular presence in construction/project work areas.

- The position may require working extended hours depending on project requirements and critical activities.
