Technical Program Manager

NikSoft is currently conducting a search for a professional and experienced Technical Program Manager to join our team. The purpose of this position is to provide programmatic leadership, technical oversight, risk management, and execution planning for a large government contract, supporting a multi-platform enterprise environment.

The selected candidate will have overall responsibility for contract execution and will be directly accountable for meeting all cost, schedule, and performance objectives. The ideal candidate must be highly organized, results-driven, and capable of maintaining visibility across multiple systems and services in a fast-paced environment.

Responsibilities:

- Programmatic Leadership: Serve as the primary Government point of contact for the contractor, providing strategic direction across a multi-platform enterprise environment to ensure delivery decisions are sound, contractually compliant, and aligned with mission objectives.

- Contract & Resource Management: Maintain full authority to act on all contract matters relating to daily operations, ensuring contractor resources are tightly aligned with Government priorities and technical requirements.

- Risk & Performance Accountability: Integrate technical risk management, execution planning, and stakeholder coordination to drive successful outcomes while addressing technical risks, delivery dependencies, and operational impacts in a timely manner.

- Engineering Coordination: Oversee task execution to ensure technical work is properly coordinated, appropriately staffed, and executed in accordance with established engineering practices; collaborate closely with the Technical Lead to properly sequence activities.

- Executive Reporting: Monitor progress against deadlines, standards, and cost targets to brief and advise Senior Leadership, Government executives, and the Contracting Officer (CO) on critical decision points.

Qualifications

Education:

- Bachelor's degree in Information Technology, Computer Science, Engineering, Business, or a related field (Required).

- Master's degree in a related discipline (Desirable).

Experience:

- Minimum 12 years of professional experience in information technology program/project management.

- Minimum 7 years of experience managing large federal IT programs or contracts supporting enterprise systems and platforms.

- Demonstrated experience managing programs involving multiple enterprise technologies, including:

- Cloud and platform environments

- Enterprise integration technologies (e.g., MuleSoft, Microservices, or similar solutions)

- Identity and access management systems

- Enterprise content management platforms

- Application hosting environments

- Enterprise database technologies

- Strong baseline of experience in personnel management, stakeholder engagement, and strategy development within large-scale enterprise IT or DoD environments.

Desired Certifications:

- Project Management Professional (PMP)

- Certified Information Systems Security Professional (CISSP) or equivalent security certification

- SAFe Agilist or equivalent Agile program leadership certification

- ITIL Foundation or higher (ITIL v3 Foundation preferred)

- Cloud or platform certifications relevant to enterprise environments (e.g., AWS, Azure, Salesforce)
