Position Summary

The Humanitarian Assistance Support Contract (HASC) combines deep institutional expertise, technical leadership, and a strong commitment to U.S. missions. Through HASC, Team Credence provides operational and administrative support to the U.S. Department of State (DOS) to coordinate humanitarian assistance, disaster response, and foreign assistance efforts across multiple bureaus, maintaining a 24/7 response capability.

The Bureau of Global Health Security and Diplomacy (GHSD) administers a substantial portion of its discretionary grant and cooperative agreement portfolio through an Annual Program Statement (APS). The APS is a bureau-wide solicitation framework governing the full federal assistance lifecycle: development and publication of Addenda; receipt and Technical Eligibility Review (TER) of Statements of Interest (SOIs); merit review and selection; Consultative Program Design (CPD); issuance of directed Notices of Funding Opportunity (NOFOs); review of full applications; and award.

The APS is implemented through multiple concurrent Addenda and country- or program-specific award processes. Its scale and pace require disciplined central tracking, document control, deadline management, applicant correspondence, and records management. Under the FAPD-approved GHSD APS Standard Operating Procedure (SOP), the FA Hub Program Analyst provides the administrative and analytical infrastructure that allows the APS Manager, Merit Review Panels (MRPs), technical offices, posts, and Grants Officers (GOs) to execute each stage consistently, transparently, and in accordance with the Federal Assistance Directive (FAD), 2 CFR 200, and Department policy.

Credence is seeking experienced APS Program Analyst to maintain the authoritative operational record for the APS, coordinate recurring review and award-development workflows, and provide timely, accurate information across simultaneous APS processes.

The objectives of APS Program Analyst are :

- Maintain a complete, accurate, and current bureau-wide record of all APS Addenda, SOIs, full applications, review stages, decisions, and awards
- Coordinate schedules, documentation, and communications across multiple concurrent APS processes
- Support consistent execution of TER, merit review, CPD, directed NOFO, full application review, and award transition activities
- Ensure APS files and applicant correspondence are controlled, traceable, procurement-sensitive, and archived in accordance with Department requirements
- Provide reliable analysis, status reporting, and process tools that enable the APS Manager and other authorized officials to identify delays, risks, and required actions

Responsibilities include, but are not limited to the duties listed below:

The APS Program Analyst will operate under the direction of the FA Hub APS Manager and in coordination with MRP Chairs and members, GOs, Grants Officer Representatives (GORs), technical offices, posts, and other authorized stakeholders. Responsibilities include, but are not limited to, the following:

APS Planning, Scheduling, and Addenda Support

- Maintain the APS Planning Tracker and integrated calendar for annual APS actions, quarterly Addenda, review milestones, CPD periods, directed NOFOs, full application deadlines, and anticipated awards
- Track dependencies, decision points, clearances, and responsible parties; issue reminders and follow up on overdue or at-risk actions
- Maintain current templates, checklists, standard correspondence, naming conventions, and folder structures approved for APS use
- Support administrative coordination of Addenda development, clearance, publication, amendments, and Q&A cycles, including version control and compilation of comments.
- Prepare routine status summaries, action lists, and process dashboards for the APS Manager and FA Hub leadership

Submission Intake and Technical Eligibility Review

- Monitor designated submission channels and coordinate retrieval of submissions from Grants.gov, MyGrants, or other approved Department systems
- Assign and maintain unique tracking numbers; log submission date, organization, Addendum or NOFO reference, file status, reviewer assignment, and disposition in the APS Master Tracker
- Conduct completeness and administrative checks using approved TER tools and criteria, and compile TER results for APS Manager review and certification
- Prepare TER summary sheets documenting totals received, pass/fail results, and standardized reasons for technical ineligibility
- Draft acknowledgment receipts and applicant notifications using approved templates; route correspondence for APS Manager and GO review or clearance, as required
- Maintain a complete, auditable record of original submissions, eligibility determinations, supporting documentation, and final correspondence

Merit Review and Selection Process Support

- Establish and maintain procurement-sensitive workspaces for each MRP and confirm that required conflict-of-interest and non-disclosure documentation is complete before access is provided
- Prepare review rosters, scoring workbooks, orientation materials, submission packages, and standardized Selection Memorandum templates
- Track completion of individual reviews, consensus sessions, scoring documentation, written strengths and weaknesses, and Selection Memoranda
- Maintain the APS Selection Log and reconcile panel decisions, leadership approvals, GO actions, and applicant notifications against the Master Tracker
- Provide real-time administrative and analytical support during consensus meetings, including document management, decision tracking, and quality checks for completeness and internal consistency
- Support controlled transmission of procurement-sensitive records only to authorized individuals

Consultative Program Design Support

- Coordinate CPD schedules, participant lists, invitations, pre-reads, approved facilitation materials, deliverable trackers, and secure document repositories
- Track completion and version history of CPD outputs, including workplans, budgets, risk matrices, timelines, security plans, pitch decks, and other required program design products
- Maintain records of decisions, open issues, and action items and ensure that materials required for revised Selection Memoranda and directed NOFOs are complete and readily accessible
- Support workshop logistics and documentation while maintaining neutrality and consistent treatment across participating applicants

Directed NOFO, Full Application, and Award Support

- Track preparation, review, clearance, issuance, and amendment of directed NOFOs and ensure the administrative record links each NOFO to the applicable approved selection and CPD documentation
- Log full applications, support TER and MRP document preparation, and track Award Recommendation Memoranda through required reviews and GO action
- Prepare applicant correspondence and award-process notifications using approved language and routing protocols
- Compile and archive final award documentation and support orderly handoff of complete records to the designated GOR and other authorized post-award officials
- Update the APS Master Tracker with final award data, including recipient, award number, value, period of performance, program area, geography, and responsible office.
- Data Quality, Records Management, and Continuous Improvement
- Serve as the day-to-day custodian of the APS Master Tracker, Planning Tracker, Selection Log, and associated process records
- Conduct routine data-quality checks and reconcile trackers against SharePoint, MyGrants, Grants.gov, selection records, and award documentation
- Maintain standardized electronic files and ensure required records are uploaded, named, versioned, and archived within established timelines
- Produce portfolio metrics and analyses, including submission volumes, eligibility outcomes, review status, processing time, applicant characteristics, award distribution, and recurring bottlenecks
- Identify process gaps and recommend practical improvements to templates, trackers, workflows, and internal guidance for APS Manager approval
- Support training, onboarding, and calibration activities by maintaining current job aids and process materials

Requirements

- Bachelor’s degree in public administration, international affairs, public health, business administration, data management, or a related field, or equivalent relevant professional experience
- At least five years of progressively responsible experience supporting U.S. government foreign assistance, grants, cooperative agreements, and/or contracts
- Demonstrated experience managing high-volume, deadline-driven workflows with multiple concurrent workstreams and interdependent stakeholders
- Strong proficiency in Microsoft Excel, including formulas, linked workbooks, data validation, filters, pivot tables, and quality control of large tracking datasets
- Advanced proficiency in Microsoft Word, Outlook, Teams, and SharePoint, including document formatting, mail merge, version control, permissions, and records organization
- Demonstrated ability to produce accurate trackers, correspondence, review materials, summaries, and decision-support products with close attention to detail
- Working knowledge of federal assistance processes and the solicitation-to-award lifecycle, including eligibility screening, merit review, selection documentation, and award records
- Ability to handle procurement-sensitive and other controlled information with discretion and to comply with conflict-of-interest, non-disclosure, and access-control requirements
- Strong written and oral communication skills and the judgment to distinguish routine process support from matters requiring elevation to the APS Manager or GO
- Ability to work independently, anticipate operational needs, prioritize competing deadlines, and maintain accuracy in a high-tempo environment
- French language fluency
- U.S. citizenship with the ability to obtain and maintain a Secret Clearance required.

Preferred Qualifications

- Experience supporting Department of State or another U.S. government foreign assistance program.
- Familiarity with the Department of State Federal Assistance Directive, 2 CFR 200, Grants.gov, MyGrants, and federal records-management requirements
- Experience supporting technical eligibility reviews, merit review panels, co-creation or consultative program design, NOFO development, or award recommendation processes
- Experience developing dashboards, automating routine reporting, or improving data and document workflows
- Knowledge of global health security, health diplomacy, or other international health and development programs
- Spanish language fluency

Reporting and Coordination

- Coordinates routinely with: FA Hub APS Manager , FA Hub leadership and team members; MRP Chairs and members
- Grants Officers and Grants Officer Representatives; GHSD technical offices and Front Office
- U.S. embassies and posts, as appropriate; CPD facilitators, subject-matter experts, and other authorized support personnel

Procurement Integrity and Guardrails

- The APS Program Analyst provides administrative, analytical, and process support. The individual must preserve the integrity of the competition, apply approved procedures consistently, and promptly elevate questions involving eligibility, policy, selection, or award authority.

The APS Program Analyst may:

- Apply approved administrative checklists and compile information for government review.
- Prepare trackers, correspondence, review packages, summaries, and draft process documentation.
- Coordinate schedules, records, controlled access, and routine communications.
- Identify discrepancies, missing documentation, approaching deadlines, and process risks for resolution by authorized officials.

The APS Program Analyst may not:

- Establish final federal program priorities or make policy determinations
- Make final eligibility, applicant selection, funding, cost allowability, or award decisions
- Change published evaluation criteria or direct MRP scoring or recommendations
- Provide preferential information, proposal advice, or assurances of funding to an applicant
- Approve, obligate, execute, modify, or terminate a federal award or perform any other inherently governmental function
- All work must comply with applicable conflict-of-interest requirements, non-disclosure agreements, procurement-sensitive communication protocols, records-management requirements, and access controls

Place of Performance

- Washington, DC / hybrid / remote with regular availability during Department of State business hours and in-person participation as required for merit review, CPD, and other APS activities.

Salary Range: $102,000–$158,000 per year. Actual compensation will be determined based on the selected candidate's experience, education, certifications, skills, and overall qualifications.
