Responsibilities As a Technical Program Manager, you will play a critical role in the delivery and ongoing success of Microsoft’s sovereign cloud partnerships. You will serve as a key operational and technical interface between Microsoft and our partners, driving alignment and execution across capacity planning and management, service roadmap delivery, infrastructure readiness, and critical cloud dependencies. Working across partner organizations and Microsoft engineering, infrastructure, operations, finance, and business teams, you will translate demand and commitments into executable plans, proactively identify risks and constraints, and drive issues through resolution. Success requires strong technical and operational depth, disciplined program execution, and the ability to build trusted partner relationships while navigating complex dependencies and competing priorities. As part of a growing and highly visible team, your responsibilities will include:<ul><li style="font-family: arial, helvetica, sans-serif; font-size: 10pt;">Partner Relationship Management: Build and maintain trusted working relationships with sovereign cloud partners, serving as a key Microsoft point of coordination for capacity, service delivery, infrastructure, and operational priorities.</li><li style="font-family: arial, helvetica, sans-serif; font-size: 10pt;">Capacity Planning & Management: Drive end-to-end capacity planning across compute, storage, networking, and other infrastructure dependencies, aligning partner demand, forecasts, supply, and investment with customer and business needs.</li><li style="font-family: arial, helvetica, sans-serif; font-size: 10pt;">Service Roadmap Delivery: Coordinate delivery of committed service capabilities and roadmap milestones, driving alignment across engineering teams and partners on priorities, dependencies, readiness, and execution.</li><li style="font-family: arial, helvetica, sans-serif; font-size: 10pt;">Cross-Microsoft Orchestration: Connect partner needs with engineering, infrastructure, operations, finance, and business teams, ensuring clear ownership and coordinated execution across complex cross-organizational dependencies.</li><li style="font-family: arial, helvetica, sans-serif; font-size: 10pt;">Risk, Issue & Dependency Management: Proactively identify capacity constraints, infrastructure gaps, delivery risks, and blockers; drive mitigation plans, escalation, and decisions needed to protect partner and customer commitments.</li><li style="font-family: arial, helvetica, sans-serif; font-size: 10pt;">Planning, Insights & Executive Communications: Establish clear operating rhythms and use forecasts, delivery data, operational insights, and partner signals to provide transparent status, surface decisions, and inform investment and prioritization.</li><li style="font-family: arial, helvetica, sans-serif; font-size: 10pt;">Operational Excellence & Accountability: Drive disciplined execution against commitments, continuously improve planning and delivery processes, and create clarity and accountability across Microsoft and partner teams. </li></ul> Qualifications <div>Required Qualifications:</div><ul><li style="font-family:arial, helvetica, sans-serif;font-size:10.0pt">Bachelor's Degree AND 6+ years experience in engineering, product/technical program management, data analysis, or product development<ul><li style="font-family:arial, helvetica, sans-serif;font-size:10.0pt">OR equivalent experience.</li></ul></li><li style="font-family:arial, helvetica, sans-serif;font-size:10.0pt">3+ years experience managing large, complex, cross-functional and/or cross-team programs.</li><li style="font-family:arial, helvetica, sans-serif;font-size:10.0pt">1+ year(s) project or people management experience. </li></ul>Other Requirements:<ul><li style="font-family:arial, helvetica, sans-serif;font-size:10.0pt">Ability to meet Microsoft, customer and/or government security screening requirements are required for this role. These requirements include, but are not limited to the following specialized security screenings: <ul><li style="font-family:arial, helvetica, sans-serif;font-size:10.0pt">Microsoft Cloud Background Check: This position will be required to pass the Microsoft Cloud Background Check upon hire/transfer and every two years thereafter. </li></ul></li></ul>Preferred Qualifications:<ul><li style="font-family:arial, helvetica, sans-serif;font-size:10.0pt">10+ years of experience in engineering, infrastructure, product management, or technical program management, with demonstrated success delivering complex cloud or infrastructure programs.</li><li style="font-family:arial, helvetica, sans-serif;font-size:10.0pt">Strong technical depth in cloud infrastructure, capacity planning and management, hardware/infrastructure delivery, networking, and service operations, with the ability to go deep into constraints, dependencies, and solution options.</li><li style="font-family:arial, helvetica, sans-serif;font-size:10.0pt">Demonstrated ability to translate customer demand and service roadmaps into capacity, infrastructure, and execution plans, connecting long-range strategy to near-term delivery.</li><li style="font-family:arial, helvetica, sans-serif;font-size:10.0pt">Exceptional executive presence and partner management skills, with experience building trusted relationships with senior customer, partner, and Microsoft stakeholders while navigating difficult delivery, prioritization, and investment conversations.</li><li style="font-family:arial, helvetica, sans-serif;font-size:10.0pt">Proven ability to operate at both strategic and deeply technical levels, moving fluidly from executive discussions and business tradeoffs into detailed engineering and operational problem solving.</li><li style="font-family:arial, helvetica, sans-serif;font-size:10.0pt">Experience orchestrating complex delivery across engineering, infrastructure, supply chain, finance, operations, and partner organizations, with a strong bias toward ownership, problem solving, and driving issues to closure.</li><li style="font-family:arial, helvetica, sans-serif;font-size:10.0pt">Experience supporting sovereign, government, regulated, mission-critical, or highly constrained cloud environments where security, compliance, capacity, resiliency, and operational requirements materially influence technical and business decisions. </li><li style="font-family:arial, helvetica, sans-serif;font-size:10.0pt">You must be within 50 miles of Redmond, Washington or Reston, Virginia and willing to be in the office 3 days a week. </li></ul> Technical Program Management M5 - The typical base pay range for this role across the U.S. is USD $142,800 - $274,800 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $188,000 - $304,200 per year.
