Parsons is looking for an amazingly talented Resident Engineer to join our Smart Infrastructure Group!

In this role you will get to manage the construction supervision of enhancement to existing Advanced Traffic Management System (ATMS) Platform project.

This project contractor scope will comprise the procurement, software development, execution, integration, testing, commissioning, and deployment of ATMS enhancements, C-ITS/C-V2X systems, AI/NLP capabilities, associated hardware and software infrastructure, and their integration with existing and new ITS field systems including CCTV, RVD, Bluetooth, RWIS, DMS, LCS and communications infrastructure.

The Resident Engineer will oversee daily construction and system implementation activities, ensuring the project is completed on time, within budget, and meets quality and safety standards, manage resources, coordinate with contractors and stakeholders, and ensure project success from start to finish.

What You'll Be Doing:

- Overseeing the daily activities and progress of construction, system deployment, software implementation, integration and testing activities to ensure successful execution.
- Managing and directing project teams, including Specialists, Engineers, Inspectors of Works, Testing & Commissioning personnel, and Quantity Surveyors.
- Ensuring that all construction, installation, software deployment, integration and commissioning activities are completed safely, on time, and within budget while adhering to the quality standards.
- Coordinating and collaborating with contractors, system integrators, software vendors, maintenance contractors and other project teams to ensure smooth project execution.
- Reviewing and approving technical submittals, shop drawings, Final System Design Documents (FSDD), testing documentation, software deliverables, and other project documentation.
- Managing Health & Safety and Environmental Protection standards during the construction and implementation phases.
- Handling project-related issues, mitigating risks, and providing proactive solutions to technical, operational, integration and stakeholder coordination challenges.
- Monitoring and managing technical and financial proposals, evaluating constructability, software deployment strategies, systems integration approaches and operational readiness.
- Ensuring effective communication among the project team, Client, maintenance contractors and external stakeholders.
- Coordinating with Client, Contractors, system suppliers, maintenance contractors and related authorities to facilitate testing, integration, commissioning and acceptance activities.

What Required Skills You'll Bring:

- Bachelor’s Degree in Electrical Engineering, Electronics Engineering, Computer Engineering, Telecommunications Engineering, Software Engineering, or related field from an accredited university.
- Minimum of 10 years post-graduate experience, with at least 7 years in a managerial or technical lead role in large-scale ITS, ATMS, Smart Mobility, Transportation Technology, Systems Integration, or Intelligent Transportation projects in the UAE.
- Demonstrated experience in handling technical and financial proposals, evaluating systems integration, software deployment, technology implementation, testing and commissioning activities.
- Prior hands-on experience with Advanced Traffic Management Systems (ATMS), ITS central systems, systems integration, software deployment, testing, commissioning and operational acceptance on similar projects.
- Proven experience in managing systems implementation projects.
- Ability to coordinate and communicate effectively with multiple contractors, maintenance providers, government entities and statutory authorities.
- Good understanding of ITS technologies including ATMS, CCTV, RVD, Bluetooth, RWIS, DMS, communications networks, software integration and related smart mobility technologies.
- Fluent in English, both written and spoken, with excellent technical writing skills and the ability to communicate effectively in both oral and written forms.
- Arabic language skills is an advantage.
- Strong leadership skills to manage and motivate a multidisciplinary team of engineers, specialists and technical staff.
- Proactive problem-solving ability and capacity to manage work across multiple technical disciplines and project interfaces.
- Computer skills are mandatory, with proficiency in relevant software tools for project management, systems integration, testing and construction supervision tasks.

What Desired Skills You'll Bring:

- Experience working on fast-track projects involving software, communications, ITS and smart mobility technologies.
- Experience with Advanced Traffic Management Systems (ATMS), C-ITS/C-V2X, AI/NLP solutions, Intelligent Transportation Systems (ITS), Control Centers, or similar technology-based infrastructure projects.
- Ability to adapt quickly to changing project requirements and provide innovative solutions in a timely manner.
