Manager, Lifecycle Planning & Project Delivery

Reporting to the Facility Manager, the Manager, Lifecycle Planning & Project Delivery is responsible for the strategic planning, development, implementation, and execution of lifecycle, capital renewal, infrastructure, and operational projects at King Edward VII Memorial Hospital. The role provides leadership over lifecycle planning, project delivery, asset management, inventory management, vendor performance, capital forecasting, and project governance while ensuring safe execution, regulatory compliance, operational continuity, and positive financial outcomes.

The position acts as the primary liaison between Black & McDonald, the client, consultants, contractors, subcontractors, vendors, and project stakeholders for all lifecycle planning and project delivery activities.

Key Responsibilities

Lifecycle Planning & Asset Management

- Lead lifecycle planning, asset management, capital forecasting, and renewal programs.

- Maintain asset inventories, condition assessments, and lifecycle forecasts.

- Develop business cases and support capital planning and investment decisions.

Project Delivery

- Manage lifecycle, capital, infrastructure, and operational projects from planning through completion.

- Develop schedules, budgets, resource plans, and execution strategies.

- Ensure projects are delivered safely, on time, within budget, and with minimal operational disruption.

Client & Stakeholder Management

- Act as the primary liaison for lifecycle and project delivery activities.

- Build and maintain relationships with clients, consultants, contractors, and stakeholders.

- Lead project meetings, communications, and performance reporting.

Contract Administration & Compliance

- Manage project documentation, controls, governance, and contractual deliverables.

- Maintain P3 compliance, reporting, records, and audit-ready documentation.

- Support claims, contract administration, and regulatory compliance requirements.

Health, Safety & Risk Management

- Promote and enforce health, safety, environmental, and regulatory compliance.

- Lead risk mitigation, shutdown planning, and commissioning activities.

- Foster a strong safety culture across all projects and contractors.

Procurement & Vendor Management

- Lead procurement, tendering, contract awards, and vendor negotiations.

- Manage contractor and supplier performance to ensure quality, safety, and value.

Inventory & Financial Management

- Oversee critical inventory programs, budgeting, forecasting, and cost control.

- Manage project financial performance, change control, and capital expenditure planning.

Continuous Improvement

- Drive improvements in lifecycle planning, project delivery, asset performance, and operational efficiency.

- Promote best practices in project management, asset management, and healthcare facilities operations.

Qualifications & Experience

- Degree or diploma in Engineering, Facilities Management, Construction Management, Project Management, or a related discipline; equivalent experience considered.

- PMP designation or willingness to obtain is an asset.

- 5+ years of facilities, infrastructure, healthcare, or critical environment experience.

- 3+ years of project management experience delivering capital, lifecycle, or infrastructure projects.

- Strong knowledge of lifecycle planning, asset management, procurement, budgeting, contract administration, and stakeholder management.

- Healthcare, P3, or critical infrastructure experience is preferred.

Ability to obtain required security clearances and work occasional after-hours support as needed.
