About this Role

The Relocation Agent is knowledgeable in, and experienced with, the implementation of the rules and regulations prescribed by the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970, as amended, and its implementing regulations at 49 CFR Part 24 (the “Uniform Act”). The Relocation Agent provides and completes relocation assistance services for residential, business, nonprofit organization (NPO), farm, and personal property displacees on projects with a qualifying federal nexus, acting as a trusted, client-facing liaison between property owners, tenants, businesses, agencies, and project stakeholders throughout the relocation process.
What You'll Do
Regulatory Foundation
- Apply the objectives and requirements of the Uniform Act and 49 CFR Part 24 consistently and accurately throughout every relocation assignment.
- Determine displacee eligibility and entitlements, and maintain complete, well-documented case files that will withstand federal, state, and agency audit and review.
Residential Relocation Assistance
- Search for and identify replacement housing that is comparable to the displacement dwelling.
- Conduct Decent, Safe, and Sanitary (DSS) inspections and determinations on replacement housing.
- Calculate and process replacement housing payments and rental assistance payments.
- Provide relocation advisory services and counseling to displaced individuals and families.
- Prepare inventories of personal property to be moved and secure competitive move bids.
- Monitor moves from start to finish and confirm successful, timely relocation.
- Complete all relocation-related notices, forms, claims, and advisory letters required by the assignment.
Business, Nonprofit, and Personal Property Relocation Assistance
- Search for and identify suitable replacement sites for displaced businesses, NPOs, and farms.
- Secure competitive move bids and prepare inventories of business and personal property to be relocated.
- Develop and monitor detailed move plans from initiation through completion.
- Distinguish real property fixtures from personal property in scoping the move.
- Apply and explain the applicable methods for compensating loss of personal property, including in-lieu payments where eligible.
- Segregate re-establishment expenses from move-related expenses in accordance with program requirements.
- Complete all relocation-related notices, forms, claims, and advisory letters required by the assignment.
Case & Client Management
- Document the progress of each assignment on a daily basis and maintain organized, audit-ready case files.
- Prepare and submit status, progress, and closeout reports as needed or required by the client or agency.
- Maintain professional, responsive relationships and communications with displacees, vendors, agencies, and clients throughout the life of the project.
- Develop and maintain realistic assignment schedules and proactively communicate changes to stakeholders.
- Identify practical, compliant solutions to the unique issues that arise when relocating a residence, business, NPO, farm, or personal property.
- Excellent written and verbal communication skills, including the ability to explain regulatory requirements clearly to non-technical audiences.
- Strong organizational skills with the ability to manage multiple concurrent case files and deadlines.
- Sound judgment and problem-solving ability, including the ability to think creatively to resolve non-standard relocation issues.
- Ability to maintain strict confidentiality of sensitive personal, financial, and business information.
- Ability to work effectively in a variety of field conditions and project settings.
- Strong interpersonal skills and the ability to build trust with displacees, vendors, and clients from diverse backgrounds.
- Proficiency with Microsoft Office and relocation case management or claims-tracking software.
What You'll Bring
- Prior experience performing relocation assistance under the Uniform Act (49 CFR Part 24) on federally funded or federally assisted projects; experience with state Uniform Act programs is a plus.
- Working knowledge of Decent, Safe, and Sanitary housing standards, replacement housing payment and rental assistance calculations, and personal property moving and compensation methods.
- Associate's or Bachelor's degree in a related field (e.g., real estate, business, public administration) preferred, or equivalent combination of education and relevant experience.
- Valid driver's license and acceptable driving record; ability to travel to and work at project sites, which may include outdoor and remote locations.
- Ability to read and interpret legal documents, appraisals, leases, and property records.
- Background check and, where required by the client or project, applicable security or site-access clearance.
- International Right of Way Association (IRWA) coursework relevant to relocation assistance, such as 500 (Introduction to Relocation), 501 (Residential Relocation Assistance), 502 (Nonresidential Relocation Assistance), and 505 (Advanced Residential Relocation Assistance).
- IRWA Right of Way Agent (RWA) or Right of Way Professional (RWP) designation, or progress toward the SR/WA (Senior Right of Way Professional) designation.
- Relocation Assistance Certification (RW-RAC) or comparable relocation certification.
- Regularly required to travel to and work at project sites, including construction, residential, and business locations, in a variety of weather and field conditions.
- Ability to walk uneven terrain, stand for extended periods, and occasionally lift or move materials up to 25 lbs. (e.g., files, equipment, or moving-related items) as needed for inspections.
- Extensive local driving is required; occasional overnight travel may be necessary depending on project location.
- Primarily a combination of field and office/remote work, with regular computer use for documentation, reporting, and case management.
