Position Overview and Responsibilities:
The Department is seeking a highly motivated professional to serve as a Health Insurance Contract Professional (Contract Professional). The selected candidate will manage an assigned portfolio of contracts administered by the Division of State Group Insurance and serve as a subject matter expert. The contracts may include, but are not limited to, health, pharmacy benefit plans, dental, vision, supplemental benefits, shared savings programs, analytical or consulting services, and other benefits contracts. The Contract Professional will be required to ensure consistent application of policies, terms and directives within the Division of State Group Insurance (DSGI) under the delegated authority from the Chief of Contracts. The incumbent must possess a general knowledge of the applicable state and federal laws, contract management principles, and policies and procedures governing state employee benefit programs. These policies and procedures significantly impact how carrier (vendor) contracts and programs are managed and administered. This position requires a high degree of confidentiality, accuracy, independent judgement, and adherence to timeframes.

Specific responsibilities for this position will include, but not be limited to, the following:

Contract Management:
• Manages an assigned portfolio of health, pharmacy benefit plans, dental, vision, supplemental benefits, or other benefits contracts to ensure full compliance with contractual requirements, Division policies, Florida Statutes, rules, and procedures.
• Serves as the primary operational liaison with carriers, third-party administrators, managed care organizations, and other contracted vendors.
• Establishes and maintains comprehensive contract monitoring processes to track vendor deliverables, reporting requirements, performance standards, implementation activities, contractual obligations, and customer service benchmarks. Reviews monthly, quarterly, and annual vendor performance reports and evaluates performance against contractual requirements.
• Analyzes performance guarantee results, identifies deficiencies, calculates contractual liquidated damages or financial consequences, and coordinates Corrective Action Plans (CAPs) through complete remediation.
• Reviews, validates, and processes vendor invoices, premium reconciliations, and other financial submissions in accordance with contract requirements and applicable prompt-payment standards of Section 215.422, Florida Statutes.
• Formulates, refines, and drafts formal contract amendments, policy endorsements, and administrative renewal agreements in coordination with legal counsel.
• Schedules, coordinates, and leads vendor performance review meetings, presenting performance evaluations to executive leadership.
• Identifies significant vendor performance, compliance, operational, or financial issues and develops recommendations for consideration by the Chief of Contracts.
• Reviews and approves vendor member communication materials, plan documents, plan documents, educational materials, digital media, and related communications for compliance with contractual and program requirements and to ensure conformity with state standards and the Florida Insurance Code.
• Develops and drafts technical specifications, scopes of work, performance guarantees, service requirements, and other program-specific procurement components for assigned contracts and provides them to the Procurement Specialist for incorporation into the applicable solicitation or procurement process.

Other Duties:
Provides cross-functional support to other DSGI work units for special projects, initiatives, and peak workload periods as required to support the Division’s operational needs. Provides prompt, professional, accurate, and courteous customer service in response to all inquiries and requests for information received by DSGI.

Knowledge, Skills, and Abilities:
• Knowledge of Florida Statutes, and policies and procedures governing the state group insurance programs, including Chapter 60P, Florida Administrative Code.
• Knowledge of Federal laws, rules and regulations governing or affecting state group insurance programs including, but not limited to Section 125 of the IRS Code, COBRA, Medicare, ACA and HIPAA.
• Knowledge of Florida Insurance Code and/or Florida procurement laws and/or employee group benefits.
• Ability to work with a variety of stakeholders in sometimes-difficult situations while maintaining professionalism and world-class customer service.
• Strong written and oral communication skills.
• Strong organizational skills.
• Proficiency in Microsoft Office Suite (e.g., Outlook, SharePoint, Microsoft Word, Excel, PowerPoint).
• Ability to work effectively within a team-based work group that consists of state employees, contractors, procurement respondents, and attorneys.
• Ability to utilize problem-solving techniques.
• Ability to effectively and efficiently work both independently and as a contributing member of a team.
• Ability to plan, organize and prioritize own and other’s work assignments to meet deadlines.

Minimum Qualifications:
• Minimum of three years of experience in contract management, grant management, employee group benefits program administration, or human resources benefits administration.
• Demonstrated experience managing short- and long-term projects with numerous tasks and owners.
• Demonstrated ability to effectively communicate complex information to stakeholders of various levels.
• Ability to effectively use office production software (e.g., Outlook, SharePoint, Microsoft Word, Excel, PowerPoint).
• Florida Certified Contract Manager (FCCM) or the ability to obtain within the first six months of employment is required.
