Overview
The Work
The Regional Counterterrorism Program Advisor will provide critical expertise and support to civilian counterterrorism and countering violent extremism (CVE) capacity-building efforts. This position involves planning, managing, coordinating, overseeing, monitoring, and reporting on counterterrorism (CT) programs, focused on bolstering the capacity of criminal justice institutions including law enforcement, prosecutorial, judicial, and corrections sectors.
The Advisor plays a central role in developing and implementing civilian CT programs, ensuring they meet strategic objectives and align with broader foreign assistance priorities. This position requires close collaboration with U.S. government stakeholders, implementers, and host-nation counterparts.
MUST HAVE ACTIVE TS/SCI CLEARANCE.
Responsibilities
Key Responsibilities
Program Design, Oversight, and Management
- Design and manage a comprehensive suite of civilian CT and CVE programs, ensuring alignment with strategic objectives.
- Oversee full project lifecycles, including concept development, implementation, monitoring and evaluation, and closeout.
- Develop programmatic priorities, draft scopes of work, and support procurement documentation (e.g., contracts and grants).
Stakeholder Communication and Coordination
- Act as the primary point of contact at Post for civilian CT and CVE programming.
- Foster close relationships with senior host-nation officials to assess programmatic needs and ensure effective program delivery.
- Coordinate with international donors and partners to avoid duplication and strengthen program impact.
Performance Monitoring and Reporting
- Ensure compliance with U.S. policies and regulations in project implementation and reporting.
- Collect and analyze program data, produce reports that measure program performance and inform decision-making.
- Facilitate the review and approval of program work plans and other project documentation.
Policy Analysis and Technical Expertise
- Provide detailed analyses and recommendations on key programmatic issues, including capacity building, training, budgets, and sustainability.
- Ensure compliance with all legal requirements, including Leahy vetting for foreign participants in training.
- Synchronize civilian CT programs with related efforts, including those led by military actors or other entities.
Operational and Logistical Support
- Support the planning and logistics for visits by senior U.S. officials, including briefings and escort duties.
- Prepare background materials, talking points, and reports to support public engagements and program updates.
- Other duties as assigned.
Qualifications
Qualifications – Here’s What You Need
- At least seven (7) years:
Experience in planning, managing, coordinating, monitoring, or evaluating programs.
- Working in law enforcement, counterterrorism, border security, or other criminal justice sectors, preferably focused on counterterrorism.
- Proven ability to effectively engage with senior officials, both in government and other organizations, and work in multi-agency environments.
- Extensive experience designing and managing foreign assistance programs, especially in security sector capacity building.
- Demonstrated knowledge of procurement processes, grants, contracts, and compliance mechanisms.
- Experience collaborating with officials from diverse cultural backgrounds in complex, international settings.
- Strong ability to evaluate written materials and provide actionable recommendations to improve processes and operations.
- Top Secret SCI Security Clearance is required.
- Must be able to pass a background check. May require additional background checks as required by projects and/or clients at any time during employment.

- Ability to handle sensitive and confidential information appropriately
- Proficient in MS Office, Word, Outlook, PowerPoint, and Excel.
Preferred Qualifications:
- Experience working in Southeast Asia or similar environments.
- Master’s degree in a relevant field (e.g., international relations, public policy, criminal justice).
- Significant expertise delivering law enforcement training programs, especially with a focus on counterterrorism.
- Experience working with interagency teams in Embassy settings.

Reports to: Program Manager
Working Conditions
- Professional office environment, with the ability to work onsite in the main office.
- Position is based on a secure U.S. compound in Jakarta, Indonesia.
- Regional travel is required, sometimes to austere environments.
- Must be physically and mentally able to perform duties extended periods of time.
- Ability to use a computer and other office productivity tools with sufficient speed to meet the demands of this position.
- Must be able to establish a productive and professional workspace.
- Must be able to sit for long periods of time looking at computer screen.
- May be asked to work a flexible schedule which may include holidays.
