The Opportunity:

CACI is seeking an accomplished Scrum Master & Requirements Analyst to support the Department of Homeland Security (DHS) Office of the Inspector General (OIG). You will have a unique opportunity to drive Agile delivery and translate complex mission needs into technical requirements for cutting-edge AI and data analytics capabilities that strengthen national security oversight operations.

As a Scrum Master & Requirements Analyst, you will serve dual roles as both an Agile facilitator and requirements translator, ensuring development teams deliver value through iterative, mission-focused releases. You will facilitate sprint ceremonies, remove impediments, and coach teams on Agile best practices while simultaneously eliciting, documenting, and refining requirements for OIGChat enhancements, data platform features, and AI pilot applications. From writing user stories and acceptance criteria to coordinating user acceptance testing and capturing lessons learned, you will bridge the gap between federal oversight professionals and technical delivery teams. Responsibilities:

·         Facilitate Agile/Scrum ceremonies including sprint planning, daily standups, sprint reviews, and retrospectives for cross-functional teams delivering AI applications, data platform capabilities, and mission-specific features

·         Elicit, document, and refine requirements through user interviews, workshops, and collaboration with Government Product Owners, translating mission needs into user stories, acceptance criteria, and technical specifications

·         Support Government Product Owners with backlog grooming, feature prioritization, roadmap planning, and release coordination to maximize value delivery aligned with DHS OIG oversight mission priorities

·         Coordinate comprehensive testing activities including test planning, user acceptance testing (UAT), defect tracking, and validation that delivered features meet functional, security, and usability requirements

·         Track and report on sprint progress, velocity, feature delivery, burndown metrics, and impediments using Agile tools (Jira, Azure DevOps, or equivalent) to provide transparency to stakeholders

·         Document and maintain deployment traceability, release notes, requirements traceability matrices, and feature design documentation to support compliance, knowledge transfer, and operational handoff

·         Facilitate Community of Practice meetings, capture action items, document user feedback and lessons learned, and translate insights into product backlog refinements and improvement recommendations

·         Support agile discovery for pilot applications including requirements workshops, prototyping validation, iterative refinement, and tracking pilot outcomes to inform enterprise implementation decisions

·         Coordinate surge support requests, analytical support assignments, and project-based work including requirements documentation, deliverable tracking, and sprint planning for specialized activities

·         Collaborate with Government stakeholders, technical teams, end users, and leadership to ensure alignment, manage expectations, remove impediments, and foster a culture of continuous improvement

Qualifications:

Required:

·         Bachelor's degree.  Will consider experience in lieu of degree

·         10 or more years of experience in Agile delivery, Scrum Master roles, business analysis, requirements analysis, or related field

·         Certified Scrum Master (CSM), Professional Scrum Master (PSM), or equivalent Agile certification demonstrating expertise in Scrum framework and Agile practices

·         Proven experience facilitating Agile/Scrum teams delivering complex technical solutions including software applications, data platforms, or enterprise systems

·         Strong requirements elicitation and documentation skills with demonstrated ability to write clear user stories, acceptance criteria, process flows, and functional specifications

·         Experience with Agile tools (Jira, Azure DevOps, Confluence) for backlog management, sprint tracking, reporting, and collaboration

·         Willing and able to obtain a Public Trust clearance

Desired:

·         Business analysis certification (CBAP, PMI-PBA) or additional Agile certifications (SAFe, Agile Coach) demonstrating advanced expertise

·         Experience supporting Agile delivery in federal government, particularly with mission-driven organizations such as law enforcement, inspectors general, audit agencies, or national security environments

·         Background working with AI/ML applications, data analytics platforms, or cloud-native solutions with understanding of technical complexity and cross-functional team dynamics

Pay Range :

There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is:
$103,800 - $218,100
