The Acquisition Manager earns a competitive salary of $79,029.74 -$100,762.92/per year based on experience and qualifications . A DAY IN THE LIFE OF AN ACQUISITION MANAGER
General Description
The purpose of th is job within the organization is to oversee the day-to-day operations of real estate services and management of real property and consultants including but not limited to land acquisition agents, appraisers, surveyors and legal counsel .
This job works independently, under limited supervision, reporting major activities through periodic meetings.
Essential Functions:
- Ensures all activities (property acquisition, land management, eminent domain/condemnations, Uniform Act, appraisals, surveys) are carried out in compliance with departmental policy, local, state and federal regulations and laws governing activities.
- Perform s activities related to City real estate and capital programs including land acquisition and disposition, lease negotiations, relocation and condemnation.
- Work s with all City Department levels relative to all City real property transaction and planning functions.
- Perform s or monitor s negotiations; approve s settlement payments for fee appraisers, title companies, fee attorneys, and contract right-of-way, environmental consultants.
- Performs review of right of way plans, utility adjustment plans and cost estimates, maps, surveys, field notes, property descriptions, appraisal reports, titles, deeds, legal and curative documents.
- Review s and process es real property and/or re location payment check request; m anage s surveying, demolition, appraisals contracts.
- Develop s C ity-wide policies, procedures, standards, objectives, schedules, and priorities for section operations that include right-of-way plans, descriptions and titles, appraisals, negotiations, property management and enhancements.
Additional Duties :
- Implements and interprets d epartment al policies and procedures as it relates to right of way negotiations, relocation, appraisals, utilities, acquisition.
- Establishes liaison with and manage activities between the department, general counsel, state/l ocal agencies and appropriate courts, utility companies, pipelines, and other entities having an interest in the property.
- Consult s and advise s administrative staff, general counsel and other department staff concerning litigation pertaining to real property matters.
- Meet s with property owners and/or other entities to negotiate real property acquisition.
- Review s plans for assigned projects; acquire s , write s , and maintain s legal documents pertaining to agreements and easements required for project completion .
- Develop s and execute s project schedule to accomplish work; d irect s and evaluate s consultants and contractors relative to all City real property transactions , if required .
- Attends pre-development and development r eview meetings to provide information on how development projects may be affected by the City's capital projects and the easement/right-of-way requirements of City projects as required.
- Reviews plats to ensure that the property needs of projects are addre ssed in the platting process.
- Assist s in development of department's position during litigation and act s as an expert witness in court proceedings.
- Recommend s strategies designed to support and enhance the C ity's real estate activities; c onduct s analyses and prepare s technical reports regarding appraisals, negotiations, relocation assistance and property disposition functions .
- Performs related work as assigned .
Minimum Education and Experience Requirements:
- Requires a Bachelor's Degree in business , real estate or closely related field.
- Requires four years real estate or closely related experience.

- Senior Right of Way Professional Designation (SR/WA)
