General Summary:
Develops, implements, and oversees agency-wide programs designed to protect assets, reduce costs, increase employee productivity, and maintain compliance with State and Federal regulations for Dallas Area Rapid Transit's (DART) Risk Management Division.
Essential Duties and Responsibilities:
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Directs and oversees the following areas: Operational and Construction Insurance Programs including Owners Controlled Insurance (OCIP) and Professional Liability programs, Medical Compliance, Substance Abuse, Liability Claims, and Integrated Disability Programs including Short & Long-Term Disability, Workers Compensation, Family Medical Leave, and third-party administrator management.
- Analyzes DART operations, capital projects, ongoing procurements, and proposed legal agreements to identify potential risks to Agency employees and assets.
- Ensures Medical Compliance related to physicals, drug testing, and special testing, making sure results are tracked, established goals are met, and program reports are filed on time.
- Monitors self-ensured liability claims to ensure proposed settlements meet Board-Approved settlement authority; obtains claims committee approvals as necessary.
- Oversees Short-Term Disability and Family Medical Leave program administration; makes sure purchased Long-Term Disability policies provide required coverage; coordinates with EEO regarding ADAAA and LTD.
- Determines appropriate strategies to reduce or eliminate risks based on Agency goals, DART policies, and industry best practices.
- Communicates to staff, insurance underwriters, consultants, governmental entities, the Board of Directors, and other entities regarding status of risk management programs.
- Determines funding levels and budgeting requirements for the Risk Management Division.
- Interviews, selects, supervises, develops, evaluates, counsels, and if necessary, recommends termination of subordinate personnel in accordance with established policies, procedures, and guidelines to include Equal Employment Opportunity and Affirmative Action (EEO/AA) program goals and objectives.
- Develops and implements policies and procedures and evaluates them for effectiveness.
- Arranges for an annual actuarial analysis to ensure Agency is accurately accounting for long-term claims liabilities.
- Advises on and interprets proposed and existing laws and regulations affecting agency operations.
- Performs other related duties as assigned.
MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.
- Bachelor’s degree from an accredited college or university in Risk Management, Insurance, Business Administration, Finance, or related field.
- Six (6) years progressively responsible experience in finance, risk management, or another related field, including areas such as liability claims management, workers compensation, DOT/FTA-mandated substance abuse testing programs, and Texas commercial motor vehicle driver regulations.
- Experience leading people, including managing and directing a professional staff.
- Experience leading change, including developing and implementing new policies and procedures.
- Experience building coalitions with supervisors, peers, and subordinates; experience working with a board of directors preferred but not required.
- Risk and Insurance Management Society (RIMS) Fellow designation preferred but not required.
- Knowledge of Federal, State, local regulations, and tort law affecting the agencys Risk Management programs.
- Knowledge of budget development/analysis and operational cost factors.
- Pass a physical (medical) examination that includes a drug screen in order to operate DART non-revenue vehicles.
- Proficiency on PC and knowledgeable of risk management, data analysis, and basic office software applications, and/or the ability to quickly learn and become proficient in new software systems specific to DART and risk management.
- Analytical and creative skills to find solutions to complex interpersonal, technical, and administrative problems.

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
