RSC2 is currently looking for a Business Analyst to join our growing team in the National Capital Region! The Business Analyst performs stakeholder, operational, policy, process, and data analysis supporting CISAs Acquisition Portfolio Planning, Integration, and Performance Management requirement. The Business Analyst supports the development of acquisition pathway processes and documentation, CISAs enterprise acquisition inventory and portfolio-management construct, an integrated implementation roadmap, and an Acquisition Portfolio Performance Management Process. The role collects, validates, reconciles, and analyzes information from disparate sources and converts findings into accurate, decision-ready products.
Responsibilities:
- Research Department of Homeland Security (DHS) acquisition policy, including Management Directive 102-01, and support analysis of the characteristics, criteria, activities, systems engineering activities, and supporting documentation associated with CISAs five acquisition pathways.
- Support development of reusable enterprise-level processes and templates for Acquisition Pathway Identification Criteria and the Acquisition Pathway Documentation and Activity List. Program-specific acquisition support is not required under this task order.
- Collect, validate, reconcile, and organize information supporting CISAs initial enterprise inventory of approximately 200 Information Technology (IT) and non-IT acquisition programs, contracts, systems, and investments.
- Review information from CISA acquisition, investment, contract, financial, program-management, and related repositories and identify missing, conflicting, duplicate, or incomplete data. CISA expects the portfolio inventory to be assembled from disparate sources.
- Help define consistent data fields, business rules, validation checks, classifications, and documentation standards for the acquisition inventory.
- Support definition of CISAs portfolio-management purpose, including mission objectives, scope, and governance authority.
- Analyze acquisition programs, contracts, systems, and investments and support development of a Portfolio Taxonomy organized by mission capability areas.
- Support development and application of assessment criteria for current and potential investments, including strategic alignment, business value, technical health, program health, and acquisition readiness.
- Analyze whether investments are materiel or non-materiel and support integration of acquisition pathway selection into the portfolio-management construct.
- Identify applicable stakeholders, roles, responsibilities, decision points, process dependencies, governance interfaces, controls, and handoffs for inclusion in the Portfolio Governance Process.
- Plan and support focused stakeholder interviews and data-collection meetings, as needed under the approved Project Management Plan, and document business needs, current-state processes, proposed future-state processes, decisions, findings, and action items. The role does not routinely facilitate executive workshops, governance boards, or portfolio reviews.
- Analyze current organizational capabilities, process gaps, dependencies, risks, resource considerations, and sequencing needs to support an integrated Portfolio Implementation Roadmap that accounts for organizational maturity.
- Support design and documentation of the Acquisition Portfolio Performance Management Process, including measures, inputs, criteria, review methods, decision rules, and escalation points addressing acquisition program cost, schedule, and technical performance and portfolio strategic value, available resources, and risk tolerance.
- Develop process maps, workflow diagrams, decision matrices, data dictionaries, gap analyses, options analyses, traceability products, findings, briefings, and other decision-support materials.
- Coordinate with the Senior Project Manager, Senior Business Process Analyst, Project Analyst, Information Technology Specialist, Technical Writer, and Requirements Analyst to maintain consistency among the four major task deliverables.
- Support internal quality-control reviews to ensure work products are complete, accurate, consistent, traceable, free of material errors, and submitted on time. The amended PWS establishes a 95 percent on-time-delivery standard and 98 percent report-accuracy standard.
- Support task identification, tracking, management, and reporting in accordance with the Project Management Plan and provide inputs to the project schedule and Weekly Status Reports.
- Prepare meeting materials, minutes, and action-item tracking when required to support acceptable deliverables and the approved Project Management Plan.
- Protect Government information and comply with applicable CISA cybersecurity, privacy, records-management, access, training, and data-management requirements.
- Deliver editable native source files and final documents in the formats and templates provided by CISA after award.
Qualifications/Requirements:
- Clearance: DHS/CISA High-Risk Public Trust eligible.
- Education: Bachelors degree in business administration, public administration, acquisition management, information systems, data analytics, economics, finance, operations research, industrial engineering, or a related discipline, or the standard equivalency.
- Certifications: Preferred certifications include Certified Business Analysis Professional (CBAP), PMI Professional in Business Analysis (PMI-PBA), Entry Certificate in Business Analysis (ECBA), Lean Six Sigma Green Belt, Business Process Model and Notation (BPMN) or comparable process-modeling training, Federal Acquisition Certification, Defense Acquisition Workforce Improvement Act credential, or another relevant business-analysis, process-improvement, portfolio-management, or federal acquisition credential.
- Experience: Minimum of four years of relevant business, process, operational, acquisition, program, portfolio, or data-analysis experience.
Experience eliciting, analyzing, documenting, validating, and tracing business needs, processes, data requirements, stakeholder inputs, assessment criteria, or decision requirements.
- Ability to collect and reconcile qualitative and quantitative information from multiple sources, identify gaps and inconsistencies, document assumptions, and develop objective findings and recommendations.
- Experience developing or supporting process maps, workflows, data dictionaries, decision matrices, gap analyses, business rules, assessment frameworks, procedures, or implementation-planning products.
- Experience organizing and analyzing complex inventories, portfolios, programs, contracts, systems, investments, or comparable data sets is preferred.
- Working knowledge of federal acquisition, program management, investment management, systems engineering, or portfolio-management concepts is preferred.
- Ability to interpret policies, procedures, and technical information and translate them into practical processes, criteria, templates, and decision-support products.
- Proficiency with Microsoft Word, Excel, PowerPoint, Teams, and SharePoint. Experience with Microsoft Visio, Power BI, or comparable process-mapping and analytical tools is preferred. Use of these tools supports analysis and product development but does not imply responsibility for developing or operating a portfolio dashboard.
- Strong analytical writing, presentation, facilitation, organization, and interpersonal communication skills.
- Ability to work collaboratively within a multidisciplinary, primarily remote team and manage multiple assignments, dependencies, and deadlines.
- Ability to produce complete, accurate, traceable, and decision-ready work products with limited supervision.
Work Location: Primarily remote at Contractor facilities, with potential onsite support within the National Capital Region approximately one to two days per month, if requested by CISA.

Salary at RSC2 is determined by various factors including but not limited to location, the particular combination of education, knowledge, skills, competencies, and experience as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $88,807 - $97,265 (annualized USD). The estimate displayed represents the typical total compensation range for this position. This position is contingent upon contract award and government funding.
