Summary of Duties and Responsibilities:
Under the supervision of the Director of Facilities & Grounds Maintenance, the Facilities Manager is responsible for planning, coordinating, and overseeing maintenance, repair, and facility operations for the organization's Behavioral Health division and rural locations. This position serves as the primary Facilities Manager for Behavioral Health facilities and is responsible for ensuring all assigned facilities are safe, compliant, operational, and maintained in accordance with organizational standards and applicable regulatory requirements.
The Facilities Manager oversees preventive and predictive maintenance programs, vendor management, regulatory compliance, life safety systems, and day-to-day facilities operations. This position provides leadership to departmental staff, assists in operational planning and decision-making, and collaborates with the Senior Facilities Manager, who oversees the organization's urban locations, to ensure consistent facilities management practices across all sites.

Primary Duties and Responsibilities:
1. Monitors and participates in operations in assigned sections, including inspecting projects and developing and implementing modifications and improvements to ensure safe work practices and standard operating procedures are followed.
2. Answers questions and provides information related to projects, resolves problems, responds to complaints, and provides technical expertise within assigned areas.
3. Interact professionally with patients, staff, vendors, contractors, and the public while maintaining effective working relationships.
4. Coordinates activities with other departments and programs, including scheduling work, resolving issues, and inspecting completed work.
5. Responds to facility emergencies as requested; coordinates activities with emergency responders and directs the utilization of resources to restore operations while ensuring the safety of patients, staff, and visitors.
6. Performs or coordinates a variety of maintenance and repair tasks based on experience, certifications, and operational needs.
7. Maintains facilities, storage areas, and workspaces in clean, organized, and safe conditions.
8. Maintains and repairs hand tools and power equipment to ensure safe and efficient operation.
9. Maintains accurate maintenance logs, inspection records, and equipment documentation.
10. Coordinates or performs the assembly, installation, relocation, and placement of equipment, furnishings, and facility assets.
11. Continuously evaluates customer satisfaction with facility maintenance services and implements improvements to enhance responsiveness, quality, and communication.
12. Serves as the primary Facilities Manager for the organization's Behavioral Health division.
13. Oversees facilities operations, maintenance, and capital needs for all assigned rural clinic locations while collaborating with the Senior Facilities Manager, who oversees urban locations, to ensure consistent operational standards throughout the organization.
14. Coordinates and ensures the timely completion of all required inspections, testing, preventive maintenance, and regulatory compliance activities for fire and life safety systems.
15. Manages vendor relationships for fire protection systems, including fire alarm systems, sprinkler systems, fire extinguishers, kitchen suppression/vent hood systems, and other required life safety equipment, ensuring all inspections and maintenance are completed on schedule and documentation is maintained.
16. Oversees elevator maintenance, inspections, repairs, testing, vendor performance, and regulatory compliance to ensure safe and reliable operation.
17. Monitors contractors and vendor performance to ensure work is completed safely, on schedule, within contract requirements, and in compliance with organizational standards.
18. Directs departmental employees on day-to-day assignments as delegated by the Director and assists in operational planning and departmental decision-making.
19. Reviews and approves PTO requests, maintains staff schedules and calendars, manages employee call-ins, and adjusts staffing assignments to meet operational needs.
20. Maintains a flexible work schedule, participates in an on-call rotation, and responds to facility emergencies, including nights, weekends, and holidays as necessary.
21. Ensures all functions under assigned responsibility are effectively managed, compliant with applicable federal and state laws, accreditation standards, and organizational policies, while proactively identifying and reporting risks related to safety, compliance, security, ethics, fraud, waste, abuse, and operational effectiveness.
22. Demonstrates integrity, professionalism, adaptability, sound judgment, accountability, and leadership while fostering a collaborative, service-oriented culture within the Facilities Department and throughout the organization.
23. Performs other duties as assigned.

Qualifications

Requirements, Special Skills or Knowledge:
1. High school diploma or General Educational Development (GED) certificate.
2. Possess and maintain a valid Oklahoma driver's license with an acceptable driving record.
3. Self-motivated, dependable, and able to work independently with minimal supervision.
4. Thorough knowledge of commercial building systems, building maintenance, life safety systems, equipment, and construction practices.
5. Knowledge of the safe operation of power tools, maintenance equipment, and building trade practices.
6. Ability to effectively supervise staff, manage vendors, prioritize multiple projects, and maintain regulatory compliance.

Preferred Requirements, Special Skills or Knowledge:
1. Certified Healthcare Facilities Manager (CHFM) certification.
2. Skilled or semi-skilled commercial maintenance experience.
3. Knowledge of Joint Commission, CMS, OSHA, EPA, NFPA, state and local building codes, and other healthcare regulatory requirements.
4. Previous supervisory or management experience.
5. Experience supporting behavioral health or crisis intervention facilities.

Essential Functions:
1. Must be able to lift 80 pounds occasionally.
2. Must be able to lift 25 pounds frequently.
3. Maintain excellent concentration, organizational, and problem-solving abilities.
4. Perform physical activities including standing, walking, bending, kneeling, climbing, reaching, crawling, and lifting as required to perform job duties safely.
5. Travel between multiple facilities, including rural locations, as required.
