Overview of the job

The Partnership & Stakeholder Lead is responsible for the development of the systems capability to build senior stakeholder relationships between the NPS, CRCs and other partnerships.

NPS has a diverse range of programme and policy areas, most of which are delivered with other partners – this diversity can make it challenging for us to co-ordinate our activities and to avoid confusion. The job holder will not ‘control’ NPS partnership and stakeholder activities, but will act as adviser to Deputy Directors and their Divisions, helping them to target their input and find the best routes through.

The role is also responsible for delivering business change partner support to NPS Divisions and Deputy Directors at a regional level as directed by the System Integration Senior Manager

Summary

The System Integration team will be responsible for ensuring the NPS works as effectively as possible with CRCs and other delivery partners. The roles will include identifying and coordinating delivery to improve effectiveness of operations. In Wales these roles will go further than Probation – they will also include Prison / Probation integration.

Responsibilities, Activities & Duties

The job holder will be required to carry out the following responsibilities, activities and duties:

Partnerships & stakeholder development

• Provide key strategic insight, to enable ministerial briefing, on effecting change and engaging key stakeholders

• Lead NPS’ work on developing a professional approach to managing networks and key stakeholders in order to provide a key delivery mechanism for the NPS and its relationships with Partners

• Take an authorship and commissioning role to establishing new and effective partnerships for the NPS

• Develop a relationship management approach for the NPS, in line with HMPPS approaches

• Experiment with new relationship management ideas and processes across the NPS

• Coordinate other Divisions’ developments related to relationship management

• Co-ordinate NPS’ input into cross-Whitehall processes and systems.

Implementing associated change management

• Plan and design the change required to make partnerships with delivery partners as effective as possible

• Coordinate operational input to HQ projects to improve the interfaces between stakeholders and partners

Use communication effectively

• Providing information, feedback and advice

Additional Information

Background; An exciting opportunity has arisen, offering a successful candidate the opportunity to develop their skills and expertise within the Regional Electronic Monitoring Team. This will be a fast paced, high priority project with significant interest at Ministerial level. The preferred candidate will have operational experience in either a prison or probation setting, ideally with knowledge of Offender Management work such as risk assessments, performance management and collaborative working at both operational and strategic levels. We need motivated, driven staff who are committed to supporting the operational line, delivering the organisation’s vision, effecting change at pace, influencing where necessary, and working independently as well as within our team. Overview; Accountable to the SW EM Partnership and Stakeholder Engagement Strategic Lead, the Electronic Monitoring Partnership and Stakeholder Strategic Manager will work across the South West Probation region and support the Electronic Monitoring lead. You will work at a regional and strategic level, providing management and leadership to the Electronic Monitoring Regional Team with the aim of establishing assurance processes to embed the Electronic Monitoring strategy and the anticipated uplift of electronic monitoring under the Sentencing Act 2026, across the South West region. You will represent the Region at a senior level across multiple external agencies and stakeholders involved in electronic monitoring. Equally, you will deliver skilled leadership within the Probation Service to influence the electronic monitoring agenda, including improving performance, quality, and outcomes. You will work across the region, with the expectation that post holders will travel as and when required, including regular visits into selected Courts and Probation offices.

This post is open to candidates on lateral transfer as a loan / detached duty.

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Standard full time working hours are 37 hours per week excluding breaks which are unpaid.
