JOB DESCRIPTION:
This position performs advanced level managerial work serving as the Chief of Bureau of Educator Certification and works under the Executive Staff Director – DOE (Deputy Chancellor for Educator Quality). Position is responsible for overseeing the operations of the Operations Sections, Evaluations Section, and the Policy Development Section and provides guidance and support to management staff over those sections. Provides direction in the planning and goal setting in relation to the mission of the Department of Education.
DUTIES & RESPONSIBILITIES:

The Florida Department of Education (FDOE) has an open position that is responsible for executing the following functions:
- Establishes a budget that reflects the goals of the bureau to meet the needs of the education community
- Provides direction to the agency and the legislature in defining certification policy
- Provides leadership in defining the role of automation in the certification office
- Assumes full administrative responsibility for operation of the entire certification process thereby ensuring that every applicant is issued the appropriate certification as efficiently and accurately as possible
- Evaluates the administrative system by which certificates are issued and constantly strives a more efficient process
- Evaluates staffing and organizational patterns within the Bureau to determine the most efficient use of human resources
- Evaluates the use of technology in the certification process to create a more efficient data processing system for use by Bureau personnel
- Supervises and administers a certification information system which is electronically accessible by affected agencies
- Evaluates the use of technology in the archival and retrieval of hard copy documents
- Interacts with other entities in representation of educator certification standards
- Coordinates the functions of the bureau with other agency offices, district school systems, and institutions of higher learning
- Consults with the Education Practices Commission and Professional Practices Services regarding disciplinary proceedings against holders of Florida certificates
- Represents the agency as a member of the National Association of State Directors of Teacher Education and Certification
- Performs other duties as assigned
MINIMUM QUALIFICATIONS:
Required Licensure/Registration/Certification/Experience or Education:
- Four years of professional experience
- Experience with Florida State Board of Education rules and procedures governing issuance of Educator’s Certificates and renewal of certificates
- Ability to travel
- Ability to communicate effectively including verbal and written communication.
- Experience with public speaking
EDUCATIONAL SUBSTITUTIONS:
F.S. 112.219 – Substitution of work experience for postsecondary educational requirements.
- A bachelor's degree from an accredited college or University can substitute for 4 years of direct experience.
Related work experience may not substitute for any licensure, certification, or registration required by an agency and indicated in the advertised job description.

LEAVE INFORMATION: SMS/SES
- Annual Leave: Employees in Senior Management Service and Selected Exempt Service positions are credited with 176 hours of annual leave upon appointment. In subsequent years, the annual allotment is credited on the anniversary date of the initial appointment.
- Sick Leave: Employees in Senior Management Service and Selected Exempt Service positions shall be credited with 104 hours of sick leave upon appointment. In subsequent years, the annual allotment is credited on the anniversary date of the initial appointment.
BACKGROUND SCREENING REQUIREMENT
It is the policy of the Florida Department of Education that applicants for employment/volunteer undergo Level 2 Background screening in accordance with the requirements of Chapter 435, Florida Statutes, as a condition of employment or being permitted to serve as a volunteer.
