Job Description:

Parsons is seeking a skilled and experienced Construction Subject Matter Expert . Parsons will provide Owner’s Agent Construction Management services, including program management, construction management, scheduling, cost estimating, risk management, quality assurance, safety, progress reporting, and related technical support. The Construction Subject Matter Expert will provide senior-level construction expertise during site assessment, design, procurement, construction, and closeout.

What You’ll Be Doing

- Provide construction expertise and technical leadership across multiple projects and task orders.

- Support site assessments by evaluating construction feasibility, constructability, access, logistics, site conditions, utility requirements, cost drivers, and schedule constraints.

- Review construction documents, drawings, specifications, design-build proposals, submittals, schedules, quality-control plans, safety documents, and other technical information.

- Perform constructability reviews and identify design conflicts, coordination issues, material concerns, and potential impacts to cost, schedule, quality, and safety.

- Support post-award construction management from mobilization through project closeout.

- Conduct site inspections and verify that construction progress, materials, workmanship, and completed work comply with contract documents, approved submittals, applicable codes, and project requirements.

- Attend preparatory meetings, initial inspections, follow-up inspections, and other meetings required for definable features of work.

- Verify implementation of the contractor’s quality-control and safety programs, including the three phases of control.

- Identify deficiencies, document findings, and verify that corrective actions are completed.

- Review and provide recommendations on RFIs, submittals, shop drawings, material data, testing documentation, proposed changes, differing site conditions, and field issues.

- Provide technical input for contract modifications, including scope development, constructability, cost and schedule impacts, and negotiation support.

- Coordinate with Government Contracting Officers, Contracting Officer’s Representatives, design managers, construction managers, contractors, installation personnel, utilities, and other stakeholders.

- Support construction access, installation security, utility outages, logistics, and site coordination requirements.

- Monitor and report construction progress, work in place, quality, safety, schedule status, and other key performance indicators.

- Coordinate with schedulers and cost estimators to evaluate schedule delays, cost impacts, recovery plans, and potential time extensions.

- Support review of contractor schedules, critical milestones, long-lead equipment, major construction phases, and final completion activities.

- Provide technical recommendations to resolve construction, contractual, safety, quality, and coordination challenges.

- Support project meetings, progress reviews, governance meetings, partnering sessions, and technical workshops.

- Prepare clear technical reports, inspection reports, status updates, meeting minutes, recommendations, and briefing materials.

- Assist with project closeout, including final inspections, testing, certifications, as-built documents, operation and maintenance manuals, and final archiving.

- Provide guidance and mentorship to Construction Managers, Engineering Technicians, inspectors, and other project personnel.

- Support multiple concurrent projects and geographically dispersed project teams.

What Required Skills You’ll Bring

- Active Secret security clearance
- Bachelor’s degree in Engineering, Architecture, Construction Management, or a related field.

- 15+ years of broad construction management experience

- Extensive experience supporting major construction, civil works, infrastructure, design-build, or federal construction programs.

- Experience with construction oversight, inspections, constructability reviews, quality assurance, safety, submittals, RFIs, schedules, contract modifications, and project closeout.

- Certified Construction Manager certification.

- USACE/NAVFAC Construction Quality Management certification.

- Proficiency with Primavera P6 and construction estimating or project management software.

- Strong knowledge of construction means and methods, contract documents, drawings, specifications, applicable codes, and construction quality requirements.

- Strong understanding of construction safety requirements, including EM 385-1-1 and OSHA standards.

- Excellent written, verbal, organizational, analytical, and interpersonal communication skills.

- Ability to lead technical teams, coordinate multiple stakeholders, and resolve complex construction issues.

- Ability to manage competing priorities and perform effectively in a fast-paced, matrixed organization.

- Must be a U.S. citizen and able to pass required federal background checks.

- Ability to obtain and maintain required Government site-access credentials and security eligibility.

What Desired Skills You’ll Bring

- Professional Engineer or Registered Architect license. This requirement may be waived for candidates with more than 20 years of relevant experience.

- Project Management Professional certification.

- Experience supporting USACE, NAVFAC, Department of Defense, Department of War, or other federal construction programs.

- Experience with military, medical, industrial, historic-structure, transportation, utility, and infrastructure projects.

- Experience with design-build and fast-track construction delivery.

- Experience reviewing contractor schedules, Time Impact Analyses, cost proposals, change orders, and recovery plans.

- Experience with Procore, Kahua, USACE RMS, NAVFAC eCMS, or comparable project management information systems.

- Experience with construction estimating software and independent cost or technical analyses.

- Experience with quality-control documentation, testing, commissioning, and closeout requirements.

- OSHA 10- or 30-hour training completed within the past five years.

- Experience managing and mentoring Construction Managers, inspectors, engineering technicians, and other field personnel.

- Experience establishing and maintaining standardized construction management processes across multiple project sites.

- Demonstrated ability to build and maintain effective client, contractor, and stakeholder relationships.

- Strong leadership, integrity, work ethic, judgment, and decision-making skills.

Additional Position Expectations

- The role may require frequent field presence, site inspections, and coordination with Government and contractor personnel.

- Employees must comply with applicable safety, quality, environmental, cybersecurity, security, confidentiality, and information-safeguarding requirements.

- Contractor personnel will provide technical analysis, recommendations, oversight, and construction management support but will not perform inherently governmental functions, direct Government employees, obligate Government funds, or make commitments on behalf of the Government.
- The IDIQ scope requires construction management personnel to support the full project lifecycle, conduct inspections, verify compliance with contract requirements, review submittals and RFIs, monitor progress and quantities, support quality and safety oversight, coordinate access and security requirements, and assist with project closeout.

Security Clearance Requirement:
An active Secret security clearance is required for this position.​

Salary Range: $125,100.00 - $225,200.00
