JD: Technical Executive in Integrated Facility Management (IFM)
Position Overview
The Technical Executive supports the planning, execution, and monitoring of hard services and technical facility management operations including HVAC, electrical, plumbing, fire safety systems, building automation, and civil maintenance within an integrated facility management environment. This role ensures optimal performance of building systems and infrastructure while maintaining compliance with safety and regulatory standards.
Key Responsibilities
Technical Operations Support Assist in daily monitoring and operation of critical building systems including HVAC, electrical distribution, fire alarm, plumbing, and BMS (Building Management Systems). Coordinate preventive maintenance schedules for mechanical and electrical equipment. Support breakdown maintenance activities and ensure timely resolution of technical issues. Monitor utility consumption patterns and identify anomalies requiring attention.
Maintenance Coordination Schedule and coordinate preventive maintenance (PPM) activities with technical teams and vendors. Track work order completion and ensure adherence to maintenance calendars. Coordinate corrective maintenance for equipment failures and building defects. Liaise with MEP contractors, OEM service providers, and specialist technicians for technical jobs.
Documentation & Record Management Maintain accurate records of equipment maintenance history, service reports, and AMC documentation in CAFM/CMMS systems. Update asset registers with equipment specifications, warranty details, and service schedules. Prepare daily, weekly, and monthly technical reports on system performance and maintenance activities. Maintain logbooks for critical equipment including chillers, generators, transformers, and fire pumps.
Compliance & Statutory Requirements Ensure compliance with statutory requirements for electrical safety, fire safety, lift operations, and pressure vessels. Coordinate statutory inspections, load testing, and certification renewals with authorized agencies. Maintain up-to-date permits, licenses, and compliance certificates. Support internal and external audits related to technical operations.
Vendor & Contractor Management Coordinate with technical vendors and contractors for scheduled maintenance and breakdown repairs. Monitor vendor performance against SLA commitments and quality standards. Verify service completion certificates and approve vendor invoices for technical work. Maintain vendor contact database and escalation matrices for emergency support.
Energy & Utility Management Monitor daily energy consumption through BMS and utility meters. Track electricity, water, DG fuel, and other utility usage patterns. Assist in preparation of utility consumption reports and variance analysis. Support energy conservation initiatives and identify opportunities for efficiency improvements.
Health, Safety & Risk Management Ensure safe work practices during technical operations and maintenance activities. Coordinate Permit-to-Work (PTW) system for high-risk technical activities. Conduct pre-job safety briefings with technical teams and contractors. Support incident investigation and root cause analysis for technical failures.
Project & Improvement Support Assist in minor capital projects, retrofits, and building improvement initiatives. Coordinate with project teams for new installations and system upgrades. Support condition assessments and technical surveys for planned works. Participate in continuous improvement projects focused on reliability and efficiency.
Client & Stakeholder Communication Respond to technical queries and concerns from facility occupants and clients. Coordinate planned shutdown activities with advance communication to stakeholders. Provide technical updates during breakdowns and emergency situations. Support technical presentations and client review meetings.
Emergency Response Support Provide technical support during emergency situations including power failures, water leaks, HVAC breakdowns, and fire alarm activations. Coordinate with emergency response teams and ensure business continuity. Maintain emergency contact lists and escalation procedures for critical systems.
Required Qualifications
Education & Experience
- Diploma or Bachelor's degree in Mechanical Engineering, Electrical Engineering, or related technical discipline
- 2-4 years of experience in technical facility management, building operations, or MEP maintenance
- Experience in commercial buildings, corporate offices, or large-scale facilities preferred
- Background in IFM or multi-disciplinary facility environment is advantageous
Technical Knowledge
- Sound understanding of HVAC systems (chillers, AHUs, FCUs, VRV/VRF systems)
- Working knowledge of electrical distribution systems (HT/LT panels, transformers, DG sets, UPS)
- Familiarity with fire detection and suppression systems
- Basic understanding of plumbing, sanitary, and water treatment systems
- Knowledge of Building Management Systems (BMS) and automation
- Understanding of energy management principles and utility metering
Technical Skills
- Proficiency in CAFM/CMMS systems (Maximo, SAP PM, Planon, or similar)
- Ability to read and interpret technical drawings, P&IDs, and electrical schematics
- Working knowledge of AutoCAD (preferred)
- Strong MS Office skills, especially Excel for data analysis and reporting
- Familiarity with technical measurement instruments and diagnostic tools
Regulatory Knowledge
- Understanding of statutory compliance requirements (electrical safety, fire safety regulations)
- Knowledge of local building codes and authority requirements
- Awareness of HSE regulations applicable to technical operations
- Familiarity with ISO standards (ISO 50001 Energy Management preferred)
