ICF is a growth-oriented company with revenues of nearly $2B. We seek a Vice President and Treasurer to lead the Treasury team in Reston, VA. Working closely with the Chief Financial Officer (CFO) and with the most senior members of management, you will be responsible for developing and maintaining a capital structure in support of company’s growth, managing interest rate and foreign currency risks, leading global banking operations, managing the company’s insurance programs, ensuring adequate liquidity for current and future operational needs and supporting M&A due diligence, financing and integration. You will be integral to ensuring ICF is positioned to make innovative decisions that optimize capital structure, resource allocation, growth investments, and risk management.
As a Vice President, Treasurer at ICF you will report to the CFO and perform an essential function within the Financial Leadership Team, helping build consensus and commitment necessary to ensure effective implementation of Treasury policies and initiatives across all corporate functions and operating groups. In this role, you will work closely with various external parties such as banks and external counsel, as well as internal stakeholders in FP&A, Accounting, Tax, Legal, and Business Operations. You will manage a team of professional staff and be responsible for garnering direct support from the Operating Groups where specific business expertise and knowledge of the market is needed.
Key Responsibilities:
- Lead efforts to identify strategic financing and working capital needs, perform required analytics, and work with internal partners (including corporate development, tax, accounting, legal and operations) in evaluating financing alternatives, capital structure, capital investments, and cost of capital.
- Own and manage the long-term financial statement and cash flow planning model which is used to evaluate and help optimize the company’s liquidity and capital structure.
- Lead efforts to evaluate financing alternatives, capital structure and capital allocation decisions to lower cost of capital, maintain adequate liquidity, and enhance shareholder value.
- Develop recommendations and manage share buyback and dividend programs.
- Oversee debt management functions, debt covenant compliance and reporting, issuance of Letters of Credit, Guarantees and ensuring the Company meets its obligations and maintains a strong financial position.
- Lead the management of all banking relationships
- Oversee global cash flow forecasting, liquidity planning, and working capital optimization.
- Manage financial risk as it relates to treasury operations. Assess foreign exchange risk, implement hedging strategies/oversee interest rate management.
- Develop and deliver quarterly and ad-hoc presentations regarding treasury related topics to executive management and Board of Directors
- Recommend, develop, and implement short-term cash investment strategies. Manage investment of excess funds.
- Lead the design and implementation of treasury management strategies to ensure the effective operation of the treasury function, to include leading supporting systems evaluation and implementation efforts.
- Establish, maintain, and institutionalize appropriate policies and procedures in support of treasury strategies to ensure an effective control framework.
- Oversee insurance programs and relationships with brokers and underwriters. Manage Surety/Bid/Performance Bonds.
- Assist in developing, implementing, and managing all aspects of our treasury merger & acquisition program, including the related due diligence and financial modeling. Oversee the integration of acquired firms into cash management processes and systems.
Required Qualifications:
- 15+ years of progressively responsible positions in finance and treasury
- Leadership role within the Treasury function
- 5+ years of direct staff management experience and proven ability to effectively lead resources from other parts of the company
- Experience building, leading, and developing a high-performing team of financial professionals
- Demonstrated expertise of financial analysis and corporate finance theory and application
- Demonstrated expertise with financial modeling skills, including experience with sensitivity modeling, long-term planning, and M&A modeling
- Experience creating, communicating, executing, and sustaining strategic initiatives across company
- Bachelor’s degree in accounting or finance.
Preferred Qualifications:
- Master’s in Business Administration (MBA)
- Chartered Financial Analyst (CFA) or Certified Treasury Professional (CTP), preferred.
- Working knowledge of multiple online banking platforms
- Experience working in Federal, Commercial, and International consulting firms preferred.
- Experience pulling reports and building ad hoc analysis on IBM’s Hyperion, Deltek’s CostPoint accounting systems, or other ERP system
- Experience using Bloomberg

The pay range for this position based on full-time employment is :
$232,527.00 - $395,296.00
