Program Manager

Science Applications International Corporation is seeking an experienced senior-level Program Manager to oversee and manage critical technology initiatives for a federal law enforcement agency. The ideal candidate will have a strong background in law enforcement, information technology, project management, and a deep understanding of the unique challenges and requirements within the federal law enforcement domain.

Job Responsibilities:

- Strategic Planning: Develop and execute comprehensive strategies aligned with the goals and objectives of federal law enforcement agencies.

- Project Management: Manage complex projects from initiation to completion, ensuring adherence to timelines, budgets, and quality standards.

- Stakeholder Engagement: Collaborate with federal law enforcement agency leaders and key stakeholders to understand their needs and facilitate effective communication throughout project lifecycles.

- Risk Management: Identify, assess, and mitigate risks associated with projects, ensuring security and compliance requirements are met.

- Resource Management: Work with multiple project teams, including internal and external resources, to optimize project outcomes and ensure efficient resource allocation.

- Technology Evaluation: Stay up to date with emerging technologies and industry trends, advising on the adoption of new tools and systems to enhance operational efficiency.

- Compliance and Security: Ensure that all solutions and initiatives comply with federal regulations and security standards, safeguarding sensitive data and maintaining confidentiality.

- Quality Assurance: Implement best practices and quality control measures to deliver high-quality solutions that meet the specific needs of federal law enforcement agencies.

- Reporting: Prepare and present regular progress reports, status updates, and performance metrics to agency leadership and other stakeholders.

Required:

- Bachelor’s degree with 18+ years of relevant experience as a Program Manager.
- 10+ years of requirements management and program oversight. The candidate will oversee work milestones (end to end). This may also require coordinating & writing technical documents and business process flows as well as providing leadership with weekly updates.

Desired Skills and Experience:

- Master’s degree in a relevant field is a plus
- DHS and CBP experience is a plus
- Experience with federal government program management
- Project Management Professional (PMP) Certification a plus
- Certified Scrum Master (CSM) Certification a plus
- Working knowledge of: Microservice architecture, Cloud services, Java-based web applications using a modern frameworks such as SpringBoot, Angular or React, SQL databases
- Familiar with: Security vulnerability remediation/documentation
- AWS Cloud migration (Cloud Concepts)
- Confluence and Jira documentation and standardization for models and applications

Customer Requirements

- Clearance – Ability to obtain and hold a public trust position and favorable suitability based on a CBP Background Investigation
- Citizenship – Must be a US Citizen
- Location – Hybrid with on-site (Ashburn, VA) presence a minimum of 2 days per week and additional when the mission dictates. All candidates must reside within the GWA/commutable area.
