Job Description

The Site Environmental, Health, and Safety (EHS) Manager is responsible for ensuring full compliance with all applicable environmental, health, and safety regulations and Agilent standards at the Carpinteria site. This role serves as the primary safety authority for the site, providing technical expertise, regulatory oversight, and leadership to maintain a safe, compliant, and high-performing work environment.

This position is fully on-site and requires physical presence at the Carpinteria site five days per week. Remote work is not available. Availability for after-hours, weekend, and holiday support may be required to respond to emergencies, critical incidents, and Workplace Services operational needs supporting 24/7 site operations.

Responsibilities:

Regulatory Compliance & Governance

- Ensure full compliance with local, state, and federal EHS regulations.
- Prepare and submit all required regulatory reports and permits.
- Maintain site compliance with ISO 14001, ISO 45001, and Agilent EHS Management System standards.
- Lead audit readiness activities and support internal and external inspections.
- Develop, review, revise, and manage safety-related technical procedures (TPs) within the Agile Product Lifecycle Management (PLM) system.
- Provide technical EHS support to site manufacturing, laboratory, engineering, and business teams/divisions

Safety Leadership & Emergency Response

- Serve as site safety officer and leader for emergency response programs (e.g., CERT/MERTS).
- Act as incident commander during emergencies and critical events.
- Develop, maintain, and test emergency response and preparedness plans.
- Oversee safety programs for specialized risks (biosafety, radiation, laser safety, etc.).
- Coach and advise site EHS contacts, safety committees, engineers, and operational leaders on EHS program implementation and improvement activities.

Environmental & Hazardous Materials Management

- Manage hazardous waste programs, including manifest review and approvals.
- Ensure proper storage, handling, and disposal of hazardous materials.
- Oversee environmental compliance programs (air, water, waste, and chemical management).
- Support sustainability and environmental improvement initiatives.
- Oversee and coordinate safety-related activities performed by support personnel (e.g., ABM, JLL).

Risk Management & Technical Expertise

- Lead hazard identification, risk assessment, and exposure evaluation activities.
- Develop and implement controls to eliminate or mitigate risks.
- Provide expertise in industrial hygiene, ergonomics, and occupational health.
- Support engineering and operational teams with safety design and process improvements.
- Provide EHS review/input for Management of Change activities, new processes, new equipment, and new business/corporate programs.

EHS Management System (EHSMS) Ownership

- Implement and maintain the site EHS Management System.
- Ensure appropriate procedures, training, and documentation are in place.
- Drive continuous improvement of EHS programs and processes.
- Monitor performance metrics and reporting requirements.
- Communicate EHS project and program status, results, risks, and recommendations to site leadership, operational management, and regional EHS

Incident Management & Continuous Improvement

- Lead incident investigations and root cause analysis.
- Develop and track corrective and preventive actions (CAPA).
- Conduct routine inspections, audits, and safety assessments.
- Analyze data trends and recommend improvements to reduce risk.

Training, Communication & Culture

- Assess regulatory and program requirements to identify required EHS training and recommend training assignments for affected employees
- Develop and deliver EHS training and awareness programs.
- Promote a strong safety culture and employee engagement.
- Communicate EHS requirements clearly across all levels of the organization.
- Serve as a trusted advisor to site leadership and employees.
- Provide site communications pertaining to WPS / EHS work activities and announcements.
- Coordinate with Agilent Security during emergencies to initiate site-wide communications via the Everbridge system.

Cross-Functional Leadership

- Partner with Workplace Services, Business Operations, Engineering, Labs, and external vendors.
- Coordinate EHS activities across site functions and projects.
- Support contractor safety management and compliance.
- Interface with global and regional EHS teams to align programs and standards.
- Convey meaning and importance of EHS topics to non-EHS personnel, and influence others to take appropriate action based on such information.

Financial tracking and reporting

- Track and report EHS-related financials.
- Maintain spreadsheets for monthly expenses, blanket purchase orders, and annual budgets.
- Provide monthly accruals, and input to Accounts Payable to verify payment status for services and purchases.
- Manage expense reporting through Concur for credit card transactions.

Sustainability and Health and Wellness

- Promote and implement sustainability initiatives within the organization.
- Identify opportunities for waste reduction, recycling, and energy conservation.
- Collaborate with site leaders to develop and deliver health and wellness events (e.g., blood drives, Earth Day activities, e-waste collection events).

Other Responsibilities:

- Provide remote oversight and support for EHS-related activities at another Agilent sites.
- Review and verify site compliance status.
- Ensure Safety Data Sheet (SDS) libraries are current and accessible.
- Manage and approve purchases of hazardous chemicals.

Qualifications

- Bachelor’s degree in Environmental Science, Safety, Engineering, or equivalent experience
- 4+ years' relevant experience in EHS, Regulatory/Compliance, manufacturing, and laboratory in a Life Science, Pharmaceutical or Chemical analysis company.
- Experience in a high-risk manufacturing or laboratory environment
- Strong knowledge of regulatory frameworks and EHS management systems
- Experience with OSHA, Cal/OSHA, EPA, DTSC
- Experience implementing comprehensive EHS management systems
- Experience conducting hazard and risk assessments

Preferred Qualifications :

- Relevant EHS certifications (e.g., CSP, CIH, CHMM) preferred
- Understanding of engineering control concepts and design and Project Management skills with practical implementation experience
- Experience in a GMP environment

The full-time equivalent pay range for this position is $97,841.00 - $152,876.00/yr plus eligibility for bonus, stock and benefits. Our pay ranges are determined by role, level, and location. Within the range, individual pay is determined by work location and additional factors, including job-related skills, experience, and relevant education or training.
