Senior Systems Engineer (Kill Chains)

Modern Technology Solutions Incorporated (MTSI) is seeking Senior Systems Engineer (Kill Chains) to lead technical projects for OSD Strategic Capabilities Office (SCO).

- Provide analytical and engineering support for the design, development, and prototyping of long-range precision fires weapons systems and associated kill chains
- Serve as a Subject Matter Expert (SME) in Command, Control, Communications, and Battle Management elements of long range kill chain design, engineering, and test supporting rapid technology demonstration projects and advising Program Managers, Chief Engineers, and functional leads.
- Lead project teams supporting development and demonstration of fully integrated weapon kill chain solutions to include sensing, sense-making, decision processing, data transport, effects, and battle damage assessment
- Work with program team and test partners to plan and execute ground and flight test opportunities with fully characterized test objectives and planning products that detail alignment with desired transition state results
- Work directly with Combatant Command and Service Partners to align project development and demonstration activities to identified areas of need and utility

Project Management & Stakeholder Coordination:
- Work closely with the program team, FFRDCs/UARCs, transition partners, and other DoW stakeholders to organize, formulate, execute, and evaluate systems to assess performance and military utility.
- Participate in project reviews, assess contract deliverables, and coordinate with technical review boards on decisions with broad programmatic impact.
- Engage directly with prime contractors and government stakeholders during Technical Interchange Meetings (TIMs), design reviews (SRR, PDR, CDR), and working groups to proactively resolve technical issues.
- Identify technical risks, rigorously assess impacts to cost, schedule, and performance, and provide actionable recommendations to leadership to inform investment and program decisions.
- Support project management by coordinating the development of statements of work, budgets, schedules, and developing robust analysis plans.
- Work with the Program Management team and chief engineer to understand priorities and drive project execution in alignment with those priorities.

Testing, Integration & Communication:
- Create and coordinate laboratory test plans, actively participate in developmental and operational testing activities, review test data, and rigorously document findings (includes travel to test sites and range activities).
- Support weapons and munitions integration activities, including platform interfaces, stores compatibility, and certification considerations.
- Develop and deliver high-quality presentations, recommendations, and written communications to synthesize qualitative and quantitative data and explain complex designs to program management and all stakeholders.
- Interface seamlessly across distributed teams to efficiently collect, organize, and manage programmatic information, technical data, and briefing products throughout the DoW, defense industry, and public distribution channels.

Required Qualifications:
- Active TS/SCI security clearance.
- Bachelor’s degree from an accredited institution in an Engineering discipline, Mathematics, Physics, Chemistry, Data Science, or Computer Science.
- Minimum 15 years of demonstrable experience supporting DoW operations and/or complex defense programs.
- Proven capability to work full-time in office within SCIF/SAPF environments.
- Comfort and proven reliability working in a multi-level security environment supporting highly sensitive activities.

Preffered Qualifications:
- Direct hands-on experience designing, developing, and demonstrating long range kill chains for tactical weapons.
- Experience developing and executing test plans at DOW ranges.
- Direct experience working in or with DAF C3BM and/or USN LRNFO organizations and activities to develop operating capabilities and tools to service long range kill chains.
- Familiarity with Joint Fires Network (JFN) and planned method.

The pay range for this position is $180,000/year to $230,000/year; however, base pay offered may vary depending on established government contract ranges, job‑related knowledge, skills, and experience, and other factors.
