We are seeking a Senior Director of Business Development – Electronic Warfare & Spectrum Dominance to lead growth across Department of War customers, with particular focus on the U.S. Army and U.S. Navy .
This leader will operate at the intersection of mission, technology, customer engagement, and growth —helping identify emerging requirements, shape solutions, build long-term customer and industry relationships, and position the company to win strategic opportunities.
What You’ll Do
Develop and Execute Growth Strategy
- Develop and execute market and account strategies for Electronic Warfare (EW), Spectrum Operations, Electromagnetic Spectrum Operations (EMSO), and related mission technologies .
- Translate customer priorities, operational gaps, technology trends, and investment plans into actionable growth strategies.
- Identify whitespace opportunities and new mission areas where differentiated capabilities can create customer and mission value.
- Build and maintain a qualified pipeline aligned with strategic growth objectives.
Find the Next Programs Before They Become Programs
- Identify RDT&E, prototype, experimentation, demonstration, and pilot opportunities with the potential to transition into larger production, deployment, and sustainment programs.
- Develop strategies to move successful prototypes and technologies across the transition gap into operational adoption and production.
- Understand and leverage traditional and non-traditional acquisition pathways, including rapid prototyping and rapid fielding approaches.
- Connect emerging customer requirements with internal technologies, products, solutions, and strategic industry partners.
Shape and Win Strategic Opportunities
- Lead the front end of the Shipley business development lifecycle , including long-term positioning, opportunity identification, qualification, customer engagement, competitive assessment, and capture transition.
- Identify and shape large, strategic, competitive opportunities well ahead of formal acquisition.
- Develop customer value propositions, competitive positioning, win themes, teaming strategies, and investment recommendations.
- Partner closely with capture, technical, program, product, and executive leadership to transition qualified opportunities into disciplined capture campaigns.
Engage the Mission and the Market
- Build trusted relationships with Army, Navy, DoW, acquisition, operational, S&T, laboratory, and program office stakeholders .
- Maintain an active customer engagement strategy focused on understanding mission challenges and desired operational outcomes, not simply responding to requirements.
- Develop relationships across the defense industrial base, non-traditional defense companies, technology providers, and small businesses.
- Represent the company at industry engagements, technical forums, exercises, conferences, and customer events.
- Develop a strong understanding of the competitive landscape and anticipate where customers, competitors, technologies, and acquisition strategies are heading.
What You Bring
We are looking for a leader who combines mission credibility, business acumen, technical understanding, and a competitive growth mindset .
Successful candidates may come from business development, program management, operational/mission leadership, acquisition, engineering, or technical leadership backgrounds and will ideally bring:
- Demonstrated experience supporting Electronic Warfare, Spectrum Dominance, EMSO, CEMA, SIGINT, RF, sensing, targeting, or adjacent mission areas .
- Strong understanding of Army and/or Navy missions, organizations, acquisition environments, and customer communities .
- Experience identifying, shaping, capturing, or executing complex DoW programs.
- Understanding of the path from RDT&E and experimentation → prototype → operational demonstration → production and fielding .
- Experience developing customer relationships and engaging senior government, military, and industry leaders.
- Ability to translate complex technical capabilities into compelling mission outcomes and customer value .
- Experience with strategic opportunity qualification and the early stages of the Shipley business development and capture process .
- Strong communication, collaboration, executive presence, and strategic thinking skills.
- Ability to operate effectively across technical, operational, program, product, capture, and executive teams.
Prior business development experience is highly valued, but we are equally interested in proven program leaders and mission experts who understand the customer, know how programs are created and funded, and have the competitive drive to build and win new business.

Security Clearance Requirement:
An active Top Secret security clearance is required for this position.

Salary Range: $176,900.00 - $332,400.00
This position is eligible for incentive compensation.
