Description: ACT1 Federal is seeking an experienced Senior Data & Analytics Engineer to provide senior-level data-engineering, data-architecture, analytics-engineering, and business-intelligence support to the Director of Data Management and Performance Assessment, Office of the Deputy Assistant Secretary of the Navy for the Defense Industrial Base (DASN (DIB)). The engineer supports Department of the Navy (DON) efforts to develop governed data products and analytic capabilities supporting assessment of defense-industrial-base performance, production capacity, supply-chain risk, investment activity, and program outcomes.

The primary mission application is wartime production planning within the defense-industrial-base portfolio. The engineer develops documented data pipelines, models, semantic layers, datasets, and analytic products that support Government assessment of industrial capacity, supplier readiness, manufacturing constraints, delivery timelines, workforce trends, material availability, and surge potential.

This position requires a senior technical subject matter expert with demonstrated experience in enterprise data engineering, analytics engineering, data-platform architecture, and governed business-intelligence products. The engineer shall be capable of transforming complex, incomplete, inconsistent, or delayed source data into well-documented, analytic-ready datasets and products while clearly distinguishing verified data, analytical assumptions, limitations, confidence levels, and judgments.

Responsibilities:

- Provide data-engineering, data-architecture, analytics-engineering, data-modeling, and business-intelligence support for DASN (DIB) data-management and performance-assessment initiatives.

- Design, develop, test, document, maintain, and support data pipelines, data transformations, data models, application programming interfaces, data services, semantic models, and analytic products.

- Develop governed data products and documented analytical inputs supporting Government assessment of industrial capacity, supplier readiness, supply-chain risk, manufacturing constraints, delivery timelines, workforce trends, material availability, investment activity, and surge potential.

- Integrate data pipelines and analytic products with Government-designated source systems, enterprise data platforms, and approved data environments, as authorized by the Government.

- Develop and maintain extract, transform, load; extract, load, transform; data-integration; data-orchestration; and application programming interface workflows using SQL, Python, and other Government-approved tools and technologies.

- Design and maintain dimensional models, semantic models, data marts, analytic datasets, and governed data-product artifacts supporting dashboards, reporting, advanced analytics, machine-learning applications, and executive decision support.

- Develop and maintain the governed semantic layer supporting Power BI and other Government-approved business-intelligence and visualization products.

- Prepare clean, documented, validated, and analytic-ready datasets for use in performance assessment, market analysis, supply-chain analysis, production planning, forecasting, optimization, simulation, artificial intelligence, machine learning, and related analytics.

- Develop draft data-quality, reconciliation, validation, lineage, provenance, metadata, documentation, and data-governance standards for Government review and approval.

- Implement data-quality checks, reconciliation processes, validation routines, exception reporting, metadata documentation, data lineage, provenance tracking, and repeatable data-engineering practices.

- Identify data gaps, data-quality issues, source-system limitations, assumptions, dependencies, confidence considerations, and analytical limitations for Government review.

- Develop Power BI semantic models, dashboards, reports, visualizations, and other analytic products in accordance with Government-approved governance, access, data-management, and reporting requirements.

- Support integration with DON and Department of War enterprise data environments (e.g., Advana, Jupiter), Azure Government, Flank Speed, DON enterprise-cloud services, and other Government-approved data environments, as directed and authorized by the Government.

- Prepare technical memoranda, architecture diagrams, data dictionaries, data-model documentation, implementation plans, executive briefings, decision packages, and status reports for senior technical and nontechnical stakeholders.

- Coordinate technical products and supporting information with DASN (DIB) directorates, ASN (RD&A) offices, DON acquisition organizations, DON enterprise service providers, Department of War stakeholders, and other Government-approved points of contact, as directed by the Government.

- Support time-sensitive taskers, technical reviews, executive engagements, and approved working groups associated with industrial-base data, analytics, performance assessment, and wartime production-planning initiatives.

Requirements:

- Bachelor's degree from an accredited institution in data science, statistics, mathematics, economics, operations research, engineering, computer science, business analytics, or a related quantitative discipline.

- 10+ years’ experience in data engineering, data architecture, analytics engineering, data-platform engineering, business intelligence, or related technical fields.

- Demonstrated proficiency with SQL, Python, or comparable data-engineering languages and technologies.

- Demonstrated experience with extract, transform, load; extract, load, transform; data-pipeline orchestration; data integration; application programming interface integration; data transformation; and enterprise data workflows.

- Demonstrated experience with dimensional modeling, semantic modeling, data marts, data warehousing, governed analytics-product development, and business-intelligence or reporting environments.

- Demonstrated experience with data-quality controls, reconciliation, validation, lineage, provenance, metadata, documentation, and repeatable data-engineering practices.

- Demonstrated experience developing Power BI semantic models, Power BI dashboards, Power BI reports, or comparable enterprise business-intelligence products.

- Demonstrated ability to transform complex, incomplete, inconsistent, or delayed source data into documented, analytic-ready datasets and clear executive-level findings.

- Demonstrated ability to document data limitations, assumptions, confidence considerations, analytical judgments, and potential effects on data-product interpretation.

- At least one relevant data-engineering, data-architecture, business-intelligence, cloud-data, or data-governance certification.

- The position may require support outside normal business hours to meet time-sensitive transaction, interagency, executive, or industrial-base requirements.

- Current Top Secret. Sensitive Compartmented Information (SCI) eligibility required.
