Summary

The Carrier Engineering Maintenance Assist Team is seeking a full‑time Program Manager in Virginia Beach, VA to lead complex aircraft carrier maintenance programs, coordinate key stakeholders, and ensure cost, schedule, and technical objectives are met.
## Essential Job Responsibilities

- Responsible for the profit and loss of complex programs and for providing comprehensive program management oversight across planning and execution.

- Directs all phases of assigned programs from inception through completion, ensuring cost, schedule, and technical performance objectives are met.

- Coordinates program and maintenance requirements with company employees, subcontractors, Government personnel, ship’s force, and other supporting organizations to ensure integrated and effective execution.

- Serves as the primary customer contact, leading program review sessions and developing strong relationships with fleet stakeholders to understand requirements, address emerging needs, and improve program performance.

- Demonstrates initiative in developing new business opportunities and expanding services with existing customers.

- Establishes program milestones and monitors adherence to master plans and schedules. Identifies and resolves resource, schedule, technical, maintenance, and contractual issues, implementing solutions that maintain program stability and satisfy customer requirements.

- Directs the work of employees assigned to the program to ensure alignment with objectives and standards.

- Provides leadership and oversight for complex aircraft carrier maintenance efforts performed aboard ship, at Navy maintenance facilities, and at other fleet locations.

- Leads cross-functional and geographically dispersed teams supporting carrier maintenance planning and execution.

- Integrates competing maintenance priorities and resource demands to produce executable solutions that support fleet operational needs and customer timelines.

Minimum Qualifications

- 6 years relevant progressive experience with Bachelors in related field; 4 years relevant progressive experience with Masters in related field; or High School Diploma or equivalent and 10 years relevant progressive experience.

- Demonstrated experience in program management, engineering, maintenance management, or technical oversight of U.S. Navy shipboard maintenance and repair.

- Strong knowledge of aircraft carrier departmental operations and the Navy maintenance enterprise, including ship’s force, Type Commanders (TYCOMs), Regional Maintenance Centers (RMCs), Naval Shipyards, and other supporting maintenance organizations.

- At least 10 years combined experience in program management, engineering, technical oversight, maintenance management, and/or shipboard maintenance and repair.

- Minimum 5 years of experience supporting aircraft carrier maintenance or repair in program management, engineering, or maintenance management roles.

- Experience leading multidisciplinary teams in shipboard maintenance and repair, including planning, troubleshooting, work execution, testing, quality assurance, and system/equipment restoration.

- Proven ability to plan and execute complex maintenance projects involving financial management, resource planning, scheduling, forecasting, and cost/schedule performance.

- Experience interfacing directly with Government technical and contractual customers to report status, resolve execution issues, manage evolving requirements, and support contractual changes.

- Detailed understanding of quality and safety requirements for industrial work in ship repair and shipboard maintenance environments.

- Ability to coordinate requirements and execution across geographically dispersed teams and locations.

- Must be able to obtain a Department of Defense (DoD) Secret Security Clearance and a Common Access Card (CAC).

- Must be a U.S. citizen.

Preferred Requirements

- 15 years of progressive experience in Navy maintenance, engineering, technical, or program management roles.

- Bachelor’s degree in Engineering, Engineering Management, Business, Program Management, or a related technical discipline.

- Extensive knowledge of aircraft carrier maintenance operations, including planning and execution for aircraft carriers (CVN).

- Experience supporting maintenance across multiple CVN classes, maintenance activities, geographic locations, or availability types.

- Experience planning or executing Chief of Naval Operations (CNO) availabilities, depot level maintenance periods, or comparable Navy ship maintenance projects.

- Demonstrated success leading cross-functional or cross-organizational teams to resolve complex shipboard maintenance or program execution issues.

- Experience coordinating maintenance activities among company personnel, subcontractors, Government organizations, ship’s force, and Navy maintenance entities.

- Experience managing geographically dispersed personnel and activities supporting multiple ships, customers, or locations.

- Ability to balance competing maintenance priorities, workforce demands, schedules, and resources to support operational fleet requirements.

- Experience coordinating organic Navy capabilities, ship’s force teams, company resources, and subcontractor efforts to execute maintenance requirements.

- Experience supporting shipboard modernization, alterations, or installations.

- Project Management Professional (PMP), Defense Acquisition Workforce Improvement Act (DAWIA)/Back to Basics credentials, or equivalent program, acquisition, engineering, or technical management certification.

- Current DoD Secret Security Clearance or higher preferred.

Physical Requirements

May be required to visit job site in an industrial or shipboard environment. Normally not required to lift more than 40 pounds higher than three feet above feet/floor level.
