Overview

The Human Resources Director of Organizational Effectiveness is a trusted leader responsible for advancing PCC Community Markets' organizational capability, culture, leadership effectiveness, and talent development strategies. This role oversees organizational development, learning and development, talent management, workforce planning, succession planning, employee engagement, and leadership development initiatives that enable PCC to achieve its strategic objectives.

The Director serves as a strategic partner to the Chief People Officer, Leadership Team, department leaders, and store leadership to assess organizational needs, design people-focused solutions, and build a high-performing, learning-centered culture. This role leads the development and execution of programs that strengthen organizational effectiveness, enhance leadership capability, drive change management initiatives, support team performance, and create meaningful career growth opportunities for staff.

The Director is responsible for aligning talent, culture, structure, processes, and development programs to support business priorities while ensuring human resources practices reflect PCC's mission, values, and commitment to being an employer of choice. As a key member of the Human Resources leadership team, the Director serves as an expert advisor on organizational development, change leadership, performance management, succession planning, workforce capability, and employee development.

Main Job Responsibilities

Essential Functions and Duties

- Partners with the Chief People Officer, the Leadership Team, and all staff to deliver a human resources program that covers all the necessities required to be considered an “Employer of Choice” in the grocery business.

- Builds and executes a superior Human Resources service and support model that grows and sustains the principles of PCC.

Organizational Development & Effectiveness

- Develops and implements an enterprise-wide organizational effectiveness strategy that aligns talent, leadership, culture, and organizational design with PCC's business objectives.

- Leads organizational assessment efforts to identify opportunities for increased effectiveness, engagement, collaboration, productivity, and staff development.

- Partners with leaders to design organizational structures, clarify roles and responsibilities, and improve team effectiveness during periods of growth and change.

- Facilitates strategic planning, workforce planning, team development, and change management initiatives across the organization.

- Utilizes employee feedback, engagement surveys, workforce data, and organizational metrics to identify trends and recommend solutions that improve organizational performance.

Learning, Leadership Development & Talent Management

- Establishes and oversees PCC's leadership development framework, including frontline leader, manager, and executive development programs.

- Creates and maintains a comprehensive learning strategy that supports onboarding, professional development, leadership readiness, compliance training, and career growth.

- Designs and implements succession planning and talent review processes to strengthen leadership pipelines and organizational continuity.

- Builds competency models, career pathways, and development programs that support staff growth and internal mobility.

- Evaluates learning and development programs using measurable outcomes and organizational performance metrics.

- Partners with business leaders to identify skill gaps and implement development plans that strengthen workforce capability and readiness.

- Ensures training and development programs support a culture of continuous learning, innovation, accountability, and inclusion.

Change Leadership & Culture

- Leads change management initiatives related to organizational transformation, process improvement, technology implementation, and workforce evolution.

- Partners with leaders to strengthen employee engagement, team effectiveness, communication practices, and organizational culture.

- Serves as an internal consultant and facilitator for leadership teams addressing organizational challenges, performance improvement opportunities, and workforce planning needs.

Qualifications and Skills

Required Qualifications:

- 15+ years of progressive Human Resources, Organizational Development, Talent Management, Leadership Development, or Learning and Development experience, including leadership responsibility.

- Demonstrated experience designing and implementing organizational effectiveness initiatives that improve business and workforce outcomes.

- Experience leading leadership development, succession planning, talent management, workforce planning, and employee engagement programs.

- Strong background in organizational design, change management, facilitation, and team effectiveness.

- Experience building scalable learning and development programs, leadership curricula, and career development frameworks.

- Demonstrated ability to influence and coach leaders at all organizational levels.

- Experience utilizing workforce analytics, engagement data, and performance metrics to drive organizational decision-making.

- Proven ability to lead complex organizational change initiatives affecting large employee populations.

- Strong consulting, facilitation, relationship-building, and executive communication skills.

- Passion for developing people, strengthening organizational culture, and fostering continuous learning.

- Respect for and alignment with co-op values.

Preferred Qualifications:

- Master's degree in Human Resources, Organizational Development, Industrial-Organizational Psychology, Business Administration, or related field.

- SHRM-SCP, SPHR, CPTD, Prosci, or other relevant professional certification.

- Experience in retail, grocery, cooperative, multi-site, or unionized environments.

- Demonstrated success leading enterprise learning, leadership, and organizational effectiveness functions.

Starting Wage Range: $135,000-$155,000/year, depending on experience. Bonus Eligible
