Description:

The Aeronautics Strategic Planning organization is seeking a Strategic Planning L5 to lead a team responsible for New Business Funds (NBF) investment planning, allocation, execution, and portfolio performance management across the Aeronautics enterprise. This position sits within the centralized Aeronautics Strategic Planning organization and supports the Aeronautics Senior Leadership Team (SLT), Lines of Business, and Functional organizations.

This role leads the execution and continuous improvement of established investment management processes while providing strategic resource and portfolio decision support to senior leadership. Responsibilities include translating investment performance and business data into executive-level insights, identifying portfolio risks and opportunities, and supporting strategic investment decisions.

The role operates across Finance, Strategy, Business Development, Program Management, Engineering, Operations, and the Aeronautics Lines of Business to drive alignment, resolve issues, and execute enterprise investment priorities.

Investment Planning & Portfolio Management:

* Lead the Aeronautics NBF allocation and execution processes on behalf of the Aeronautics Senior Leadership Team.
* Oversee execution-year management of the NBF portfolio, including performance monitoring, risk and opportunity identification, and escalation of issues requiring leadership attention.
* Develop portfolio-level insights that integrate NBF with other funding sources and business performance indicators to inform strategic resource decisions.
* Prepare executive-level investment portfolio reporting, presentations, and messaging.
* Lead execution and ongoing management of the Key Investment portfolio, including performance monitoring, governance cadence, and identification and escalation of risks and opportunities to support leadership decision making.

Process & Tool Optimization:

* Lead continuous improvement of NBF planning, allocation, and execution processes to improve speed, transparency, accountability, and decision quality.
* Establish efficient and repeatable standard work that enables reliable execution while creating capacity for higher-value strategic activities.
* Identify data vulnerabilities, process inefficiencies, and opportunities to automate, simplify, or improve analytical outputs.
* Support development, stabilization, and adoption of the 1LMX OppHub tool to meet NBF allocation and execution requirements.

Leadership & Talent Development:

* Lead, coach, and develop a team of strategic planning and investment analysts through clear expectations, feedback, career development, and Full Spectrum Leadership behaviors.
* Build a culture of accountability, ownership, collaboration, and continuous improvement.
* Develop analysts' ability to independently identify opportunities, initiate work, solve problems, and engage stakeholders.
* Provide direction and escalation support for issues requiring judgment, cross-functional coordination, or executive engagement.

Cross-Functional Leadership:

* Build effective relationships across Finance, Strategy, Business Development, Program Management, Engineering, Operations, and Lines of Business.
* Lead through influence to establish alignment across organizations with competing priorities.
* Identify issues, establish paths to resolution, and coordinate stakeholders to drive closure.
* Represent Strategic Planning in cross-functional forums and enterprise initiatives.

Basic Qualifications

* Bachelor's degree or higher from an accredited college
* Experience in strategy, finance, program management, business operations, or a related discipline.
* Experience leading teams, projects, or cross-functional initiatives.
* Experience managing significant workloads with competing priorities and interdependencies.
* Experience developing executive-level presentations and communicating complex information to senior leadership.
* Strong analytical, problem-solving, and critical-thinking experience.
* Experience influencing across organizational boundaries.
* Experience prioritizing, delegating, and driving work to closure.
* Strong written and verbal communication experience.
* Experience Operating effectively in an ambiguous, rapidly changing environment.

Desired Skills

* Experience with New Business Funds, IRAD, Capital, or other discretionary investment planning and execution processes.
* Financial modeling, forecasting, business case development, or investment analysis experience.
* Strong financial and business acumen.Experience with portfolio management, resource allocation, or strategic planning.
* Experience leading continuous improvement, process transformation, or organizational change.
* Experience developing performance reporting and translating data into actionable insights.
* Experience with data visualization and analytical tools such as Tableau, Power BI, or similar platforms.
* Experience supporting executive governance and senior leadership decision making.
* Experience with enterprise transformation initiatives or implementation and stabilization of business systems and tools.
* Familiarity with 1LMX or similar enterprise transformation initiatives.
* Knowledge of Aeronautics Lines of Business, Functions, and business operations.
* MBA or advanced degree in Business, Finance, Economics, Operations Management, or related field.

Pay Information

Full-Time Salary Range: $129000.00 - $239600.00

* Annual short-term and/or long-term incentive compensation programs may be offered depending on the position. Payments under these annual programs are not guaranteed and can vary from year to year and are tied to a range of performance metrics.
* For (Washington state applicants only) Non-represented full-time employees: accrue at least 10 hours per month of Paid Time Off (PTO) to be used for incidental absences and other reasons; receive at least 90 hours for holidays. Represented full time employees accrue 6.67 hours of Vacation per month; accrue up to 52 hours of sick leave annually; receive at least 96 hours for holidays. PTO, Vacation, sick leave, and holiday hours are prorated based on start date during the calendar year.
