Job Description Summary
As the Programme Director, the incumbent will provide strategic leadership and delivery oversight for complex, large-scale technology and transformation programmes, align diverse stakeholders, lead multidisciplinary teams, and ensure programmes are delivered with strong governance, financial discipline and operational excellence while creating sustainable value for the public sector.

Key Responsibilities
Programme Leadership & Delivery
- Lead the end-to-end planning and delivery of complex technology and digital transformation programmes comprising multiple concurrent workstreams.
- Establish programme strategy, governance, delivery plans, milestones and reporting mechanisms to provide senior leadership with clear visibility of programme progress, risks and key decisions.
- Apply appropriate programme management approaches, combining traditional governance and budgeting disciplines with agile delivery practices to achieve programme outcomes.
- Manage programme dependencies, risks, issues and change requests, ensuring timely resolution and informed decision-making.
Financial & Resource Management
- Own programme budgets, financial planning and resource management, ensuring funding and capacity are effectively allocated across workstreams.
- Monitor programme financial performance, identify emerging risks and trade-offs, and provide clear recommendations to stakeholders.
- Partner finance and procurement teams to ensure sound financial governance throughout the programme lifecycle.
People Leadership
- Lead, develop and inspire multidisciplinary teams comprising engineering, product management, design, programme management and change management professionals.
- Foster a high-performing and collaborative team culture through coaching, capability development, performance management and continuous improvement.
- Build organisational capability by setting high standards of ownership, accountability and delivery excellence.
Stakeholder & Change Leadership
- Build strong partnerships across agencies, business stakeholders, technical teams and senior leadership to drive alignment and successful programme outcomes.
- Lead organisational change initiatives by managing stakeholder engagement, addressing resistance constructively and supporting effective adoption of new systems and ways of working.
- Facilitate programme governance forums, steering committees and cross-agency engagements to enable effective decision-making.
Commercial & Vendor Management
- Lead commercial engagements with external vendors, including contract management, performance management and commercial negotiations where required.
- Ensure vendors deliver contractual outcomes, maintain productive partnerships and achieve value-for-money outcomes aligned with public sector objectives.

REQUIREMENTS
Qualifications and experience
- Degree and above in IT and related areas
- Minimally 12-15 years of relevant experience in programme or project management, with a proven track record of leading large-scale technology, digital or business transformation programmes.
- Demonstrated experience delivering programmes involving multiple stakeholders, cross-functional teams and external partners in complex environments.
- Experience managing programme budgets, financial planning, resource allocation and programme governance.
- Proven experience leading and developing multidisciplinary, high-performing teams.
- Experience driving organisational change and transformation initiatives.
- Experience managing commercial relationships, vendor performance and contract negotiations.
- Experience working within the Singapore Public Service or similarly regulated environments will be an advantage.

- Strong appreciation of the governance, compliance and operational considerations associated with delivering technology programmes within an embedded government environment.
