Why We Need You:

This position is responsible for leading PEMCO's Project Management Office (PMO) within Digital, AI & Technology, including portfolio management and governance, institutionalizing PMO standards, best practices and leadership of the PMO team. The role manages the intake and prioritization process, maintains portfolio health and reporting, supports resource and capacity alignment, and ensures strategic initiatives, regulatory programs, technology transformations and operational projects are delivered consistently, efficiently and in alignment with PEMCO’s business strategy and risk appetite. This position partners with other stakeholders to create a consistent operating model for how PEMCO evaluates, approves, governs and delivers work across the enterprise.

What You’ll Be Doing:

- Lead the PMO team and provide day-to-day direction, coaching, support and performance guidance for Project Managers and Program Managers.
- Manage the enterprise project portfolio, including intake, portfolio health, prioritization visibility, delivery status, risks, issues, dependencies, capacity considerations and executive-ready reporting.
- Maintain and continuously improve PMO governance routines, delivery standards, templates, tools, reporting practices and decision forums to support consistent execution across projects and programs.
- Partner with Data, AI & Digital Product Managers to ensure product briefs, business charters, roadmaps, quarterly planning inputs and prioritization recommendations are clear enough to transition into PMO intake and approved delivery execution.
- Support Quarterly Increment Planning (QIP) and related portfolio planning routines by coordinating intake readiness, delivery feasibility, capacity inputs, dependency visibility and portfolio-level tradeoff discussions.
- Assign approved work to the appropriate delivery role based on scope, complexity, dependencies, business impact, risk, capacity and strategic priority.
- Oversee enterprise portfolio reporting and ensure PMO systems of record are maintained with accurate, timely and actionable information.
- Partner with business and technology leaders to support resource and capacity alignment across approved projects, programs and portfolio priorities.
- Identify and report portfolio-level risks, issues, dependencies, decisions and tradeoffs; escalate appropriately with clear options and recommendations for leaders and executive sponsors.
- Promote consistent project and program delivery practices across the PMO, including management of schedule, scope, risk and readiness planning, change enablement, closeout.
- Provide direct leadership and support for escalated project or program delivery issues, helping remove obstacles and align stakeholders toward decisions.
- Partner with finance, procurement, vendor management and business leaders to support budget visibility, vendor engagement, SOW coordination, spend tracking and vendor delivery oversight where applicable.
- Partner with architecture, security, risk, legal, compliance, data governance, business continuity and change management partners to ensure appropriate cross-functional impact review and delivery readiness.
- Develop PMO metrics and insights that help leaders understand portfolio demand, throughput, delivery health, capacity constraints, value realization and continuous improvement opportunities.
- Lead PMO process improvement efforts that simplify intake, improve transparency, increase predictability and strengthen the partnership between product-led planning, business prioritization and delivery execution.
- Coach and mentor Project Managers and Program Managers on planning, stakeholder communication, executive reporting, risk management, dependency management, governance, delivery routines and continuous improvement.

What You'll Bring:

- B.A. or B.S. degree or equivalent work experience (Business Administration, Information Systems, Computer Science, Data Science, Engineering, Analytics or equivalent)
- 8+ years of experience in project management, program management, portfolio management, PMO leadership, technology delivery, business operations or related roles required
- 5+ years of experience leading, managing, coaching or formally supervising project, program, portfolio or delivery professionals required
- Experience managing enterprise portfolio governance and reporting, prioritization routines, executive readouts, PMO systems of record and delivery standards required
- Experience leading cross-functional stakeholders, business leaders, technology partners, vendors and delivery teams to support project, program or portfolio outcomes required
- Experience with quarterly planning, product-led demand shaping, business charters, product briefs, resource/capacity alignment, portfolio tradeoff discussions and delivery governance is preferred
- Experience supporting business, IT, ,data, AI, analytics, reporting, architecture, security, risk, compliance, vendor or operational initiatives is preferred
- Experience in an Insurance industry preferred
- Working knowledge and demonstrated experience with Agile project methodologies is required
- Project Management Professional (PMP), Program Management Professional (PgMP), Portfolio Management Professional (PfMP), Agile certification or equivalent is preferred
- MS Office: Skilled proficiency in Excel, Word, PowerPoint, Outlook is required
- Job specific: Advanced proficiency in MS Project, Smartsheet or comparable project, program and portfolio management tools is required
- People Leadership: Coaches, develops and leads Project Managers and Program Managers; sets clear expectations and supports consistent delivery practices across the team
- Portfolio Management: Understands how to evaluate demand, portfolio health, capacity constraints, delivery risk, dependencies and enterprise prioritization tradeoffs
- Business Environment: Has a thorough understanding of the relevant business landscape, insurance environment, enterprise priorities and digital, data, AI and technology delivery considerations

- Domain Acumen: Applies strong understanding of business process, technology, digital, data, analytics, reporting, governance, security, privacy, compliance, AI enablement and operational readiness to manage the PMO effectively

Compensation:

The pay range for this role is shown below. Compensation decisions are determined based on an individual’s qualifications, job-related knowledge, skills, and experience.

- Greater Seattle area target pay range: $170,330 - $208,181. The full pay range is $141,941 - $236,569.
- Outside Greater Seattle area target pay range: $150,319 - $183,723. The full pay range is $125,266 - $208,777.

Greater Seattle Area is defined as working within approximately 100 miles of Seattle.
Outside Greater Seattle is defined as working approximately 100 miles or more from Seattle.

Benefits:

Regular part-time PEMCO employees working at least 24 hours per week and regular full-time PEMCO employees are eligible to elect coverage under medical, dental, and vision plans for themselves and their eligible family members with generous employer premium cost shares.
