Job Description – SCM Procurement Engineer

Responsibilities

- Review Project BOQ, SOR, Purchase Requisition (PR), Approved Vendor List (AVL), and Project Schedule.
- Prepare Procurement Plan based on Project Priorities and Delivery Milestones.
- Identify Long Lead Items and initiate procurement activities accordingly.
- Coordinate with the Project Team to finalize procurement schedules.
- Monitor Procurement Progress against Project Milestones and ensure timely execution.
- Ensure Material Availability at site without affecting Project Execution.
- Float RFQs to approved vendors and obtain competitive quotations.
- Perform Technical & Commercial Evaluation in coordination with Engineering and Project Teams.
- Negotiate pricing, delivery schedules, payment terms, and commercial conditions with vendors.
- Prepare and release Purchase Orders (POs) in accordance with company procedures.
- Follow up with suppliers to ensure timely manufacturing, inspection, dispatch, and delivery.
- Coordinate with QA/QC teams for material inspection, testing, and compliance.
- Coordinate with Logistics for transportation, dispatch, and delivery of materials.
- Work closely with Stores and Inventory teams for material receipt and stock availability.
- Ensure procurement activities comply with project specifications, quality standards, and contractual requirements.
- Maintain procurement documentation, vendor records, purchase order status, and procurement MIS.
- Support cost-saving initiatives through strategic sourcing and vendor development.

Required Skills

Mechanical

- Knowledge of Piping Materials (CS, SS, GI, HDPE, CPVC, etc.)
- Understanding of Pipe Fittings, Flanges, Gaskets, Valves, and Fasteners.
- Pumps, Compressors, Pressure Vessels, and Pressure Equipment.
- Structural Steel and Mechanical Equipment Procurement.

Electrical

- Power, Control, and Instrumentation Cables.
- Switchgear (MCB, MCCB, ACB, VCB, Isolators).
- Cable Trays, Cable Glands, Cable Lugs, and Earthing Systems.
- Motors, Control Panels, MCC Panels, and Electrical Accessories.

Instrumentation

- Pressure, Temperature, Flow, and Level Instruments.
- Control Valves, Solenoid Valves, and Instrument Tubing.
- Gas Detection Systems.
- Fire & Gas Systems.
- Fire Alarm Systems (FACP, MCP, Detectors, Hooters, Beacons).
- Hazardous Area Instrumentation (Weatherproof & Explosion Proof).

Desired Competencies

- Strong Vendor Management and Negotiation Skills.
- Knowledge of Procurement Processes in EPC / Oil & Gas Projects.
- Ability to interpret BOQ, SOR, P&ID, GA Drawings, and Technical Specifications.
- Good communication and coordination skills with Project, Engineering, QA/QC, and Stores Teams.
- Proficiency in MS Excel, ERP/SAP, and Procurement Documentation.
- Strong analytical, planning, and commercial acumen.
- Ability to work under project timelines and handle multiple procurement activities simultaneously.
