Program Manager

Analytica is seeking an experienced Program Manager to serve as the primary strategic and delivery lead for a high-profile, public-facing CMS engagement. This individual will be responsible for directing all aspects of program execution, stakeholder engagement, Agile delivery, governance, and platform modernization efforts. The Program Manager will oversee cross-functional teams, drive alignment between technical delivery and business objectives, and provide executive-level guidance to CMS leadership while ensuring successful task order performance.

Job Responsibilities

- Serve as the primary point of contact for CMS stakeholders and provide overall program leadership.
- Lead program strategy, execution, delivery management, and contract performance.
- Manage Agile product delivery, including sprint planning, execution, release management, and continuous improvement initiatives.
- Coordinate stakeholder engagement across CMS Centers, Offices, data owners, and user communities contributing to the platform.
- Oversee data governance activities, platform operations, modernization initiatives, and website consolidation efforts.
- Ensure alignment between user needs, CMS mission objectives, technical solutions, governance requirements, and business outcomes.
- Manage program risks, dependencies, resource allocation, staffing plans, and performance metrics.
- Monitor project timelines, deliverables, budgets, and quality standards to ensure successful program outcomes.
- Facilitate communication and collaboration among technical teams, business stakeholders, and executive leadership.
- Provide executive reporting, strategic recommendations, and program status updates to CMS leadership.
- Lead cross-functional teams of 15-25 personnel in support of mission-critical CMS initiatives.
- Ensure compliance with federal regulations, CMS policies, and organizational governance requirements.

Required Qualifications

- Master's degree in Management, Public Administration, Information Technology, or a related field.
- Minimum of 10 years of program or project management experience.
- Minimum of 4 years of experience supporting open data initiatives.
- Minimum of 4 years of experience working directly with CMS programs, CMS data, or related healthcare data initiatives.
- Demonstrated expertise with DCAT-US 1.1 standards and metadata management practices.
- Experience managing and leading cross-functional teams of 15-25 personnel.
- Deep understanding of Agile product management principles, frameworks, and delivery methodologies.
- Experience overseeing all aspects of task order management, including planning, reporting, sprint execution, resource management, and risk mitigation.
- Experience facilitating stakeholder engagement across multiple CMS organizations, data owners, and user communities.
- Experience supporting public-facing digital platforms, enterprise data products, or large-scale data initiatives.
- Proven ability to align technical delivery with user needs, governance requirements, and strategic business objectives.
- Strong written and verbal communication skills, including executive-level briefing and presentation experience.
- Proven success leading complex modernization efforts within highly regulated federal environments.
- Hands-on experience with collaboration and project management tools such as Jira, Confluence, Slack, GitHub, or similar platforms.
- Ability to manage multiple priorities and deliver successful outcomes in a fast-paced federal consulting environment.

Preferred Qualifications

- Project Management Professional (PMP), Certified Scrum Master (CSM), SAFe, or related Agile certification.
- Prior experience supporting CMS digital transformation, open-data, or data modernization initiatives.
- Experience working with federal data governance, open-data policies, and public-facing data platforms.
