Position Overview

The Alternate Project Manager (APM) is a critical leadership position responsible for supporting the uninterrupted, successful performance of the USCG C5ISC food services contract. Working in tandem with the Project Manager, the APM ensures seamless management coverage. During any absence of the Project Manager, the APM will assume full, singular authority to act on behalf of LESCO on all matters relating to work performed under this contract. The APM will be fully supported by robust corporate reach-back for HR, recruiting, payroll, finance, and quality assurance.

Core Responsibilities

- Operational Continuity: Partner with the Project Manager to provide comprehensive oversight of all food service operations at the C5ISC Dining Facility, ensuring continuous compliance with the Performance Work Statement (PWS), FDA, USDA health codes, and federal sanitation requirements.

- Command Authority: Serve as the central point of contact and assume full operational and contractual authority during the Project Manager's absence. Maintain strict availability to the Contracting Officer's Representative (COR) between 6:00 AM and 4:00 PM (EST), Monday through Friday, responding to requests within 2 hours.

- Site Presence: Ensure continuous physical leadership presence. Either the Project Manager or the Alternate Project Manager must be on-site at the Dining Facility during all hours when contract employees are working.

- Quality Control: Assist in the implementation and monitoring of rigorous Quality Control/Quality Assurance (QC/QA) procedures to guarantee high customer satisfaction, safe food handling, and adherence to contract performance metrics.

- Personnel Management: Support the scheduling, training, and leadership of all food service personnel to ensure operations are efficiently executed and allow for sufficient and timely service to all USCG patrons.

Required Qualifications

To be considered for this Key Personnel support role, candidates must demonstrate the capability to act in the capacity of the Project Manager, which requires meeting one of the following two experiential pathways mandated by the Government contract:

Pathway 1: Degree & Experience

- Minimum of a two-year degree in hotel/restaurant management or a related field from an accredited college or university.

- No less than five (5) years of experience beyond the degree program managing or serving as an Assistant Project Manager or Manager for institutional food service programs comparable in size and complexity to the C5ISC dining facility.

Pathway 2: Experience Substitution

- Extensive experience, defined as not less than ten (10) years in progressively more responsible positions within an institutional food service program comparable in size and complexity to the C5ISC.

- A minimum of two (2) of those ten years must have been served directly as an Assistant Project Manager or Manager.

Additional Requirements

- Language Proficiency: Must be fully fluent in reading, writing, speaking, and understanding the English language to carry out all assigned duties and communicate effectively with the Government.

- Clearance/Security: Must be able to pass all required background checks and conform to all security regulations required to enter the Government installation.

- Professional Alignment: Must demonstrate a metrics-oriented, process-driven approach to management, utilizing continuous process improvement and risk-based thinking.
