In this proposed role, you will support the 647th Civil Engineer Squadron’s mission to deliver safe, reliable, and mission-ready infrastructure. You will help maintain authoritative GeoBase datasets, perform GIS quality assurance and quality control, support the transition of infrastructure information from Navy to Air Force systems, and produce geospatial products used for asset management and long-range investment planning.

As a GeoBase Data Analyst, you will:

- Support GeoBase data management, mapping for Activity Management Plans, SMS integration, and infrastructure planning analysis.
- Assist with transferring real-property and engineering documentation from Navy systems of record to Air Force systems, including ACES and NexGen IT.
- Clean, validate, transform, migrate, and reconcile Navy GeoBase or equivalent GIS datasets for use in Air Force systems.
- Review and reconcile facility identifiers, geographic coordinates, utility records, pavement segment identifiers, and SMS linkages across Navy and Air Force datasets.
- Help ensure spatial data conforms to SDSFIE 4.x, Air Force GeoBase schema, and CEDF rulesets.
- Perform GIS quality assurance and quality control, including topology checks, attribute validation, metadata reviews, and correction of identified data defects.
- Maintain a configuration-controlled GeoBase and SharePoint repository for maps, authoritative layers, Activity Management Plan products, SMS exports, map services, layer packages, and basemaps while applying appropriate version controls and update cycles.
- Support data-import pipelines for pavement, utility, facility, and real-property records among GeoBase, ACES, NexGen IT, and SMS tools.
- Validate TNAP and PAVER segment maps to support accurate PCI calculations and Activity Management Plan inputs.
- Conduct PCI surveys, identify emergent failures, assist with preventive maintenance plans, and support periodic field verification of pavement, drainage, utility, and other infrastructure features.
- Develop and maintain analysis-ready GIS layers, spatial overlays, and map products supporting mission-risk scoring, network analysis, infrastructure prioritization, installation development planning, master planning, and project programming.
- Maintain geospatial datasets for airfields, roadways, utilities, pavements, environmental assets, facilities, and real-property portfolios as assets transition from Navy to Air Force inventory.
- Prepare maps supporting DD Form 1391 packages, project development, siting reviews, compliance documentation, emergency management, flight-line operations, and Civil Engineer Fire and EOD requirements.
- Maintain discrepancy logs and records of data updates, GIS quality-control results, system-integration status, and Activity Management Plan map revisions, and prepare monthly geospatial data-status summaries.
- Coordinate with NAVFAC Hawaii, 647th Civil Engineer Squadron flights, and PACAF A4/A4C stakeholders, and represent GeoBase in Civil Engineer leadership meetings addressing infrastructure conditions, mapping requirements, planning, and project support.

Location and Schedule

This proposed position is expected to be performed on-site at Joint Base Pearl Harbor-Hickam, Hawaii. Current Hawaii residency is preferred. The anticipated schedule is Monday through Friday during normal business hours.

To be successful in this role, you’ll have:

- At least three years of GIS experience.
- Experience managing geospatial data supporting facilities, utilities, pavements, or real-property portfolios.
- Experience performing GIS quality assurance and quality control, topology checks, attribute validation, and metadata management.
- Experience integrating GIS data with asset management, facility management, pavement management, or related systems.

Preferred Education

- A bachelor’s degree from an accredited institution in Geographic Information Systems.

Preferred Qualifications

- A current U.S. Department of Defense Secret security clearance.
- Experience with Air Force GeoBase, SDSFIE standards, feature stewardship, or military installation mapping requirements.
- Experience integrating GIS datasets with Air Force Civil Engineer systems of record, including ACES, NexGen IT, TRIRIGA, BUILDER, or PAVER.
- Experience supporting Navy-to-Air Force data migration, including data transformation, attribute reconciliation, and validation of facility, utility, pavement, or real-property features.
- Experience managing SharePoint repositories, version controls, and structured file-governance processes.
- Knowledge of public works, installation planning, or environmental asset datasets used in Civil Engineer decision-making processes, including IDPs, IPLs, and Activity Management Plans.

Additional Requirements

- The selected candidate must obtain and maintain the required background investigation, credentials, and access to Air Force systems.
- The selected candidate must comply with applicable environmental, safety, operations security, cybersecurity, network-use, and records-management policies.
