Job Description:

Amentum is seeking a Senior Operations Manager in support of the International Criminal Investigative Training Assistance Program (ICITAP) in the mission solutions business area. The Senior Operations Manager primary responsibilities will consist of leading and managing the program’s Firm Fixed Price Portfolio. Task orders consist of but are not limited to major procurement, construction, and training programs. This position will include managing task orders cradle to grave from capture, proposal development, execution, financial management and closeout. Will manage a small but seasoned team of professionals.

The selected candidate must be comfortable working with autonomy, in a dynamic and high-energy environment that mirrors a start-up mentality. This individual should be capable of simultaneously managing multiple projects with demanding schedules that include travel to locations that may be considered austere. Will ensure the safety and well-being of its employees, safeguarding company funds and property, and generally represents the company with respect to the customer.

Job Duties and Responsibilities:

- Manage simultaneous projects across several Firm Fixed Price (FFP) and cost reimbursable (CR) task orders. Responsible for ensuring that all performance is delivered on time and within budget.
- Working under the supervision of a program manager and providing project leadership to Amentum personnel and subcontractor staff in their area of responsibility.
- Identify potential project problems or opportunities, analyze the issues using all appropriate resources, develop alternatives, and arrive at the most optimum approach to mitigate problems or exploit opportunities.
- Ensures development and adherence to the project Work Breakdown Structure, Asset Management, and Workflow Management elements.
- Establish, track and report status against key performance indicators or contractual metrics on a routine basis.
- Participate in the establishment of project organizational structure in support of proposal efforts.
- Demonstrates command of the schedule goals, key milestones, and approach to the work embodied in the schedule.
- Ensure that a firm scope-based schedule baseline is established and properly resourced.
- Demonstrates knowledge of the schedule tools, procedures, and work process.
- Manages performance and progress against the plan and ensures accurate forecasts with commensurate action plans.
- Reviews, reports and manages key performance measures defined within the contract. Implements corrective measures when measures are outside service levels or bandwidths.
- Consistently meets or improves upon the established schedule and financial goals in their area of responsibility.

- Establishes annual operating budgets in cooperation with business manager or group financial department.
- Provides accurate monthly forecasts of cost, schedule, and resource utilization.
- Works with program capture and business manager to increase scope of services on existing contracts.
- Manage BD and group management in contract negotiations with customers.
- Will serve as the proposal manager of small and medium sized project. For larger projects will serve as central programs operation POC for corporate capture and BD resources.
- Supports or conducts formal presentations to clients and/or management.
- Performs all other position-related duties as assigned or requested.

Minimum Position Knowledge, Skills, and Abilities Qualifications:

Bachelor’s degree in Engineering, Construction, Project, Facility Management or other relevant discipline or demonstrated equivalent and 10-12 years relative experience.  Project Management Professional (PMP) certification is recommended. Good oral and written communication skills, working knowledge of word-processing and integrated software applications, organizational skills, and ability to perform detail-oriented work are required. Position requires the ability to pass and maintain a Security Clearance (MRPT).

Requires well developed analytical and communication skills, knowledge of finance and accounting principles, as well as broad-based experience in procurement and the FAR. Experience working in Costpoint preferred.

Work Environment, Physical Demands, and Mental Demands:

Typical office environment with no unusual hazards, occasional lifting to 20 pounds, constant sitting while using the computer terminal, constant use of sight abilities while reviewing documents, constant use of speech/hearing abilities for communication, constant mental alertness, must possess planning/organizing skills, and must be able to work under deadlines.

Position will require an in-person presence in the Washington D.C. office at least on a quarterly basis, though this is subject to change based on program needs. The position will require travel, including construction site visits per program needs.

Additional construction site visits will require actions in an outdoor environment with exposure to weather; walking on uneven ground; lifting; carrying; griping; constant use of sight abilities while reviewing documents; constant use of speech/hearing abilities for communication; constant mental alertness; must possess planning/organizing skills; and must use required personal protective equipment.

Compensation and Benefits:

HIRING SALARY RANGE: $152,000.00 to $157,000.00 (Salary to be determined by the education, experience, knowledge, skills, and abilities of the applicant internal equity, and alignment with market data.)

Compensation Details:
$152,000 - $157,000
