About this role

Avid Core is seeking a Vice President of Business Development and Growth to lead the firm's federal growth strategy and convert market insight, partnerships, and disciplined capture into sustainable revenue. This executive will own the business development pipeline, lead priority pursuits, expand relationships across federal agencies and industry, and build the systems and team needed to support Avid Core's next stage of growth.

The Vice President will serve as a hands-on growth leader in a small-business environment. The role combines strategy, relationship development, capture leadership, proposal oversight, and team management. The Business Development Specialist will support the Vice President by monitoring opportunities, maintaining pipeline and capture records, coordinating proposal production, drafting content, and supporting contract and partner documentation.

Salary Range:  $165,000-$205,000, based on experience and qualifications.

Responsibilities:

Growth Strategy and Executive Leadership

- Develop and execute a multi-year federal growth strategy aligned with Avid Core's capabilities, target agencies, contract vehicles, socioeconomic status, financial goals, and delivery capacity.

- Advise the executive team on market priorities, investment decisions, competitive positioning, emerging opportunities, and the risks and resources associated with the growth plan.

- Establish annual business development objectives, budgets, pursuit priorities, and measurable performance targets, and provide clear reporting on progress and forecasted results.

- Translate Avid Core's strategic goals into an actionable account, capture, teaming, and proposal plan for the Business Development Specialist and other contributors.

- Represent the firm's values and capabilities with customers, partners, industry organizations, and prospective employees.

Market Development and Customer Relationships

- Build and maintain trusted relationships with federal customers, acquisition stakeholders, prime contractors, small-business partners, and industry leaders.

- Develop account plans for priority agencies and identify customer missions, pain points, budgets, acquisition timelines, incumbents, decision-makers, and competitive dynamics.

- Create and sustain a qualified pipeline of prime and subcontract opportunities that supports short-, mid-, and long-term revenue goals.

- Lead strategic outreach, capability briefings, industry-day participation, conferences, and other market-shaping activities.

- Identify adjacent capabilities, agencies, contract vehicles, and partnership opportunities that diversify the firm's customer and revenue base.

Pipeline and Opportunity Management

- Own pipeline quality and integrity, including opportunity qualification, stage definitions, probability assessments, value, next actions, decision dates, and forecast accuracy.

- Chair regular pipeline and bid/no-bid reviews and make recommendations based on strategic fit, customer access, competitive position, staffing, past performance, investment requirements, and probability of win.

- Set clear pursuit priorities and ensure resources are concentrated on opportunities that support Avid Core's strategy and offer a credible path to award.

- Review market intelligence and opportunity research prepared by the Business Development Specialist and direct follow-up research and engagement.

Capture and Proposal Leadership

- Serve as capture lead or executive sponsor for priority pursuits from early identification through award, including customer engagement, solution development, competitive analysis, win themes, teaming, and pricing strategy.

- Define capture plans, milestones, decision gates, budgets, and ownership; hold internal and external contributors accountable for timely execution.

- Oversee proposal strategy and development, ensuring submissions are responsive, compliant, persuasive, differentiated, and aligned with evaluation criteria and customer priorities.

- Guide solutioning sessions, storyboarding, color-team reviews, executive reviews, and final bid decisions; resolve issues that threaten proposal quality or schedule.

- Contribute executive-level proposal content and review key technical, management, staffing, past-performance, corporate-experience, and executive-summary narratives.

- Partner with finance and operations leadership on pricing, staffing, risk, profitability, and transition considerations before submission.

Partnerships and Contract Vehicles

- Develop and manage strategic relationships with prime contractors, subcontractors, joint-venture participants, consultants, and other teaming partners.

- Negotiate business terms and workshare positions in coordination with executive leadership and counsel, including teaming agreements, nondisclosure agreements, and subcontract arrangements.

- Build strategies for using existing contract vehicles and pursuing new vehicles that improve access to Avid Core's target customers.

- Support post-award handoff to operations and maintain partner and customer relationships that contribute to recompete readiness, organic growth, and strong past performance.

- Oversee securing and management of certifications and contract vehicles

Team Leadership and Business Development Operations

- Lead, coach, and develop the Business Development Specialist and any additional growth, capture, proposal, consultant, or partner resources assigned to pursuits.

- Set priorities and review the Specialist's opportunity monitoring, pipeline reporting, capture documentation, proposal schedules, compliance matrices, content development, and submission coordination.

- Create scalable business development, capture, proposal, and knowledge-management processes appropriate for a growing federal small business.

- Maintain high standards for data quality, procurement-sensitive information, document control, compliance, and timely executive decision-making.

- Select and manage market-intelligence, customer-relationship-management, proposal-management, and related tools within approved budgets.

- Perform other duties consistent with the responsibilities of an executive growth leader.

Qualifications/Skills:

- 12+ years of progressive experience in federal business development, capture, account management, proposal leadership, or a closely related function, with experience leading growth for a government contractor.

- Demonstrated record of identifying, shaping, capturing, and winning federal prime or subcontract opportunities; candidates should be prepared to discuss their role in relevant pursuits and results.

- Strong understanding of the federal acquisition lifecycle, agency budgeting and procurement practices, contract vehicles, competitive positioning, and small-business contracting programs.

- Established relationships within relevant civilian or defense markets and the ability to develop new customer and partner relationships credibly and ethically.

- Experience leading capture teams and complex proposals involving executives, technical experts, pricing personnel, consultants, subcontractors, and teaming partners.

- Experience building and managing a qualified pipeline, account plans, capture plans, business development budgets, and executive forecasts.

- Excellent executive communication, negotiation, presentation, writing, and relationship-management skills.

- Sound business judgment, financial awareness, discretion, and the ability to balance growth ambition with delivery capacity, profitability, and risk.

- Ability to lead strategically while remaining willing to perform hands-on work in a small, fast-moving organization.

- Proficiency with Microsoft Office and collaborative document-management tools; experience with federal market-intelligence, CRM, and proposal-management platforms preferred.

- APMP, NCMA, Shipley, or related training or certification is a plus.

Education:

- BS/BA in business, communications, public administration, government contracting, or a related field preferred, or an equivalent combination of education and relevant experience.

Location:

This position is based in the Washington, D.C. area. The successful candidate should expect a hybrid schedule with time on-site and remote based on company, customer, and pursuit needs. The role requires comfort working in a small-business environment where priorities may evolve quickly and leaders contribute across functions. Occasional extended hours may be required before proposal deadlines. A computer will be provided; the employee must maintain a reliable internet connection and phone service.
