JOB OVERVIEW:
Under the general guidance and direction of the County Clerk/Auditor, the Division Director of Tax Administration and Budgeting manages the County’s annual budgeting process, tax administration functions, and coordination with redevelopment agencies. This position is responsible for compliance with Utah’s budgeting and truth-in-taxation laws, tax relief programs, and managing the Board of Equalization. The position ensures transparency and accuracy in all public-facing budget and tax documents and provides key leadership in intergovernmental tax coordination.

ESSENTIAL FUNCTIONS:

Coordinates the development and administration of the County’s annual budget, including multi-year projections and policy recommendations.

Oversees public hearing processes required for budget adoption and tax changes.

Leads development and implementation of payroll budgeting tools and strategies.

Prepares budget reports, analyses, and presentations for elected officials, department heads, and the public.

Oversees tax relief programs and support for the Board of Equalization, including reviewing applications, appeals and hearings.

Coordinates the financial tracking and projections of CRAs, RDAs, PIDs, IFDs, and other similar programs, working closely with the County’s economic development personnel.

Calculates and certifies property tax rates in coordination with the State Tax Commission and local taxing entities.

Communicates and educates the public, media, and internal stakeholders on budget and tax-related issues.

Trains and supports departments in budget preparation, compliance, and monitoring.

SUPERVISORY RESPONSIBILITIES:

Select, hire, train, mentor, and retain tax administration and budgeting staff. Identify, evaluate, and resolve personnel concerns. Evaluate performance and conduct frequent performance appraisals. Administer disciplinary action in accordance with county policy and procedure. Supervise, plan, coordinate, and direct the work of personnel in assigned functional areas. Schedule workload and delegate assignments. Foster cross-training and professional development. Ensure work is completed accurately and efficiently. Review for accuracy and approve staff time sheets.

EDUCATION/EXPERIENCE:

Education: Bachelor’s degree in Finance, Public Administration, Accounting, Economics, or related field; or equivalent experience.

Experience: Seven (7) years of experience in government budgeting, tax administration, procurement, or related fields, with at least three (3) years in a managerial capacity. Experience in governmental budgeting or accounting is required.

Any equivalent combination of education and experience.

KNOWLEDGE, SKILLS, AND ABILITIES (KSA):

Knowledge of: Working knowledge of the principles and procedures of accounting, including fund accounting and governmental financial reporting. Knowledge of laws, codes, regulations, and processes related to state and county tax functions. Knowledge of Utah’s budget and tax regulations, including truth-in-taxation. Understanding of budgeting, IFDs, PIDs, CRAs, RDAs, etc., and Board of Equalization processes. Working knowledge of accounting systems, research methods, financial analysis, and statistical analysis. Strong public presentation, analytical, and communication skills Advance skills in Microsoft Excel. Working knowledge of retrieving information from relational databases. Working knowledge of modern office methods, practices, procedures and equipment.

Skills and Abilities to: Ability to effectively apply general principles to specific conditions. Keep complex financial records and prepare financial reports. Analyze legislative language and determine how it impacts county and associated organization finances. Communicate effectively verbally and in writing.

YOUR SPECIAL QUALIFICATIONS:

Preference will be given to candidates who have at least one of the following certifications: Certified Public Accountant (CPA) or similar designation, such as CGFM, CPFO, CMA, CGMA, CIA, CISA, CFE, CA, CFA, CGAP. CPA, CGFM, and CPFO designations are the most relevant and preferred.
