About this role

The Manager, Information Technology (Change Management & Product Strategy) leads the Product & Program Management team within the Transformation & Change Office, providing leadership across technology delivery, product lifecycle management, portfolio governance, and strategic change initiatives. This role directly supervises IT Product Owners while overseeing transformation programs, product roadmaps, and delivery execution to ensure technology investments align with business priorities and deliver measurable value.

The Manager partners with business and technology leaders to strengthen governance, optimize resource utilization, manage risk, support organizational readiness, and promote continuous improvement across projects, products, and strategic initiatives. The position works hybrid and reports to Oriental Center in San Juan, Puerto Rico.

MAIN DUTIES & RESPONSIBILITIES:

- Lead, mentor, and develop Program Managers, Project Managers, and IT Product Owners by establishing clear expectations, coaching plans, performance standards, and professional development opportunities.
- Provide day-to-day leadership, workload management, performance feedback, and capacity planning for the Product & Program Management team.
- Oversee execution of the transformation portfolio, ensuring alignment with strategic priorities, approved objectives, funding, scope, and expected business outcomes.
- Manage portfolio governance activities, including executive reporting, resource allocation, dependency management, risk escalation, decision tracking, and delivery recovery planning.
- Partner with Change Management teams to support stakeholder engagement, business readiness, user adoption, and value realization efforts.
- Provide leadership oversight for IT Product Owners responsible for product vision, roadmaps, backlogs, release planning, prioritization, and lifecycle management.
- Ensure business objectives are translated into clear requirements, user stories, acceptance criteria, measurable outcomes, and prioritized delivery plans.
- Establish and maintain product governance standards, including roadmap reviews, backlog health assessments, release readiness activities, user acceptance testing support, and outcome measurement.
- Promote collaboration among business leaders, Architecture, Information Security, Operations, Compliance, Digital Banking, vendors, and delivery teams to ensure successful solution delivery.
- Drive continuous improvement by implementing governance standards, delivery frameworks, controls, templates, and best practices while ensuring compliance with regulatory, audit, risk, and organizational requirements.
- Support strategic planning, investment prioritization, and portfolio decision-making through analysis of delivery performance, product health, capacity, risk, and business value metrics.
- Other duties may be assigned.

MINIMUM REQUIREMENTS:

- Bachelor’s degree in Business Administration, Information Systems, Computer Science, Engineering, or a related field required.
- Eight (8+) years of progressively responsible experience in Program Management, Project Management, Portfolio Management, Product Management, Product Ownership, Business Analysis, or enterprise technology delivery required.
- Previous people leadership experience, including coaching, mentoring, performance management, and development of delivery, product, or technology professionals required.
- Minimum education and experience requirements may be substituted with an equivalent combination of education, training, and relevant experience.
- Demonstrated experience leading enterprise transformation initiatives, strategic technology programs, and cross-functional delivery efforts.
- Strong knowledge of Agile and Scrum methodologies, product roadmaps, backlog prioritization, requirements management, release planning, delivery governance, and product lifecycle management.
- Experience in portfolio management, capacity planning, prioritization, dependency management, business case development, and value realization activities.
- Strong executive communication, stakeholder engagement, vendor management, negotiation, governance, risk management, and decision-making skills.
- Knowledge of regulatory, audit, compliance, risk, and control requirements applicable to technology and banking environments.
- Financial services or banking experience preferred.
- PMP certification preferred; PgMP, Agile, Scrum, Product Owner, Product Management, Change Management, or related certifications are highly desirable.
- Strong leadership, strategic thinking, talent development, collaboration, and continuous improvement skills, with the ability to influence stakeholders and drive organizational change across all levels of the institution.

WORK AUTHORIZATION & ELEGIBILITY:

- Legally authorized to work in the US is required. This position is of indefinite duration and requires candidates to have permanent or ongoing work authorization.
