Position Summary

The General Manager, Devens is the senior leader accountable for the end-to-end performance, compliance, and strategic direction of BMS’s large-scale commercial biologics Global Business Unit (GBU) operations at Devens, and serves as the Campus Lead for the full Devens site, spanning both the GBU Biologics organization and the Cell Therapy business unit.

This role oversees all GBU Biologics site operations at Devens – from cell culture and manufacturing sciences & technology (MS&T) to large-scale commercial drug substance production – with full accountability for talent development, safety, quality, regulatory compliance, supply reliability, and cost management across the Biologics organization.

As Campus Lead, the General Manager also owns end-to-end site services and shared infrastructure – Site Engineering, Environmental Health & Safety, Security, and Facilities – that support both the GBU Biologics and Cell Therapy business units operating on the Devens campus, ensuring both organizations have the capacity, capabilities, and infrastructure to deliver on their respective missions.

A defining focus of this role over the next several years is leading the transformation and integration of the GBU Biologics and Cell Therapy business units at Devens – building a single, unified campus operating model, governance structure, and culture that harmonizes site services, talent, and ways of working across both modalities. This includes championing innovative, digitally enabled and AI-driven transformation – advanced analytics, automation, digital twins, and other Industry 4.0 capabilities – to reimagine site processes, accelerate integration, and establish Devens as a “smart campus” that delivers sustainable competitive advantage.

The General Manager also serves as the primary representative of the Devens campus both within the global manufacturing network (driving adoption of world-class standards and sharing best practices across BMS’s network of manufacturing sites) and externally (engaging with regulatory authorities, government officials, industry partners, and the local community to uphold the Company’s reputation and advance strategic initiatives).

This position is pivotal in ensuring that the Devens campus remains a world-class, innovative biologics and cell therapy manufacturing hub that reliably delivers life-saving medicines to patients while successfully transforming into a single, integrated, future-ready campus.

Key Responsibilities

In this role, the General Manager will provide strategic, technical, and operational leadership across a broad range of functional domains and both business units at Devens. Key responsibilities include:

- Strategic & Enterprise Leadership: Develop and execute Devens’ long-range strategy in alignment with BMS’s global manufacturing network, GBU pipeline plans, and Cell Therapy growth objectives. Ensure the site’s capabilities evolve in step with enterprise needs, including readiness for new biologics modalities and Cell Therapy platform expansion. Represent Devens in Product Development and Supply (PDS) and Cell Therapy governance forums, and in enterprise-wide manufacturing network forums (e.g., Factory Level Optimized Work (FLOW), best practice standardization). Anticipate industry trends and build site-level strategies and contingency plans that maintain a competitive edge for both business units.

- Biologics Manufacturing Operations & Technical Excellence: Oversee all GBU Biologics drug substance manufacturing operations at Devens, ensuring reliable supply of high-quality biologics to meet commercial demand and clinical pipeline needs. Maintain rigorous standards for safety, quality, and efficiency across cell culture, purification, and manufacturing sciences & technology (MS&T) operations. Drive effective technology transfer and scale-up of new processes, enabling rapid industrialization of new biologic therapies while minimizing risk and optimizing time-to-market.

- Campus Leadership & Cross-Business Unit Governance: Serve as the Campus Lead for the full Devens site, with end-to-end accountability for shared infrastructure and services – Site Engineering, EHS, Security, and Facilities – that enable both the GBU Biologics and Cell Therapy business units to operate safely, reliably, and efficiently. Establish and chair a unified campus governance model and leadership forum that brings GBU Biologics and Cell Therapy leadership together to align priorities, resolve cross-business unit resource and capacity trade-offs, and represent one Devens voice to the enterprise.

- Site Transformation & Business Unit Integration: Lead the multi-year transformation and integration of the GBU Biologics and Cell Therapy business units at Devens into a single, unified campus operating model. Design and execute the integration roadmap – covering organizational structure, ways of working, shared services, talent, and culture – in close partnership with GBU and Cell Therapy senior leadership. Serve as the primary change agent for the transformation, building momentum, managing risk, and ensuring business continuity for both business units throughout the integration period.

- Quality, EHS & Regulatory Compliance: Champion a world-class safety and quality culture across the full Devens campus. Ensure full compliance with global GMP standards, EHS regulations, and all regulatory requirements across biologics and cell therapy manufacturing processes. Serve as the site’s executive sponsor during regulatory inspections and audits, maintaining a state of constant inspection readiness. Model and enforce behaviors that prioritize patient safety, product quality, and a safe working environment, aiming for zero safety incidents and the highest levels of regulatory confidence.

- Digital Transformation & AI-Driven Innovation: Lead Devens’ journey toward becoming a smart, digitally enabled campus. Drive the adoption of AI/ML, predictive analytics, automation, robotics, and other Industry 4.0 technologies to improve manufacturing efficiency, agility, and reliability, and to accelerate the site’s transformation and integration agenda. Champion AI and advanced analytics for predictive maintenance, yield optimization, and proactive deviation management. Partner with BMS Digital and IT teams to pilot and scale enterprise digital initiatives, ensuring the workforce is trained and adaptable to new digital tools.

- Capital Projects & Operational Excellence : Spearhead the planning and execution of major capital projects and technical upgrades at the Devens campus, integrating modular facility design, single-use technologies, and automation to increase flexibility and throughput for both business units. Oversee operational readiness for new facilities and equipment – from commissioning to validation and ramp-up. Continuously improve operational processes through a Lean and Six Sigma approach, driving productivity improvements, cost reduction, and waste elimination while protecting product quality and supply consistency.

- Talent & People Leadership: Foster a high-performance, inclusive culture that attracts, develops, and retains top talent across both business units. Lead and mentor the site’s multi-disciplinary leadership team, ensuring all functional areas work toward common goals. Build a future-ready workforce with strong technical expertise in biologics and/or cell therapy and digital proficiency. Act as a role model for BMS’s values and leadership behaviors, promoting cross-functional collaboration and a culture of innovation, especially through the integration period.

- Financial & Business Accountability: Manage the site’s P&L and financial performance for GBU Biologics operations, and oversee the shared campus services budget supporting both business units. Develop and oversee annual operating budgets and long-range financial plans, setting ambitious yet achievable targets. Rigorously track the return on investment (ROI) for capital projects, digital innovations, and integration initiatives, ensuring robust financial controls and forecasting.

- External Engagement & Stakeholder Management: Serve as the key liaison between the Devens campus and external stakeholders, including government officials, regulatory agencies, industry associations, and the local community. Proactively engage with health authorities to build trust and ensure open communication. Champion BMS’s reputation in the community by supporting corporate social responsibility initiatives and upholding high standards of environmental stewardship and ethical operation.

Qualifications & Experience

- Education: Bachelor’s degree in Engineering, Life Sciences, Pharmacy, Biochemistry, or a related field is required. An advanced degree (M.S., Ph.D., or MBA) is strongly preferred, especially with specialization in biotechnology, pharmaceutical sciences, or business management.

- Experience: Approximately 15+ years of progressive experience in pharmaceutical/biopharmaceutical manufacturing, with significant leadership in large-scale biologics drug substance operations. Experience introducing and scaling up new modalities from late-stage development into full commercial production is highly desirable; experience with cell therapy or other advanced/complex therapy manufacturing is a strong plus. A track record of leading large-scale organizational transformations or business unit integrations (e.g., site consolidations, combining business units, network integrations) is required.

- Technical & Compliance Knowledge: Deep knowledge of Good Manufacturing Practices (GMP) and regulatory requirements (e.g., FDA, EMA, and other global health authorities) is essential, as is familiarity with EHS regulations and best practices for biologics and cell therapy manufacturing environments. Proven experience hosting or leading regulatory inspections and interacting with regulatory agencies is expected. Experience with large capital project planning and execution, including facility expansions or introduction of new production lines, is required, as well as strong understanding of financial management processes and P&L responsibility for a manufacturing site or business unit.

- Digital & AI-Driven Transformation: Demonstrated expertise leading innovative, digitally and AI-driven transformations, including AI/ML implementation in manufacturing operations, digital twins and/or simulation technologies, predictive analytics, automation, and robotics. A proven ability to reimagine ways of working through emerging technology, and to build the organizational capability needed to sustain a digitally enabled site.

- Leadership: Demonstrated ability to lead cross-functional, multicultural teams and develop well-integrated, high-performing organizations across multiple business units. Excellent leadership qualities are needed, including strategic thinking, results-driven decision making, and the ability to influence across executive levels and functions. Exceptional communication skills and stakeholder management capabilities (including engagement with external partners, government officials, and regulatory bodies) are critical. The ideal candidate will have experience managing multi-site or large, complex sites and a strong grasp of the legal, cultural, and organizational nuances of leading in a global, matrixed environment. Compensation Overview:
$330,690 - $400,722

The starting pay range(s) listed above is for full-time employees (FTE). You may also be eligible for additional discretionary incentive cash and stock opportunities. We determine starting pay thoughtfully – carefully considering the nature of the role, required skills, work location, schedule and the knowledge and experience you bring. Final compensation is guided by pay equity principles and applicable employment laws. Compensation programs are reviewed on an ongoing basis and may be adjusted over time to reflect evolving market factors, and individual, team or Company performance.

U.S.-based exempt employees are eligible for Flexible Time Off (FTO), which provides paid time off without a set accrual limit, subject to manager approval, along with 11 paid company holidays each year.

Non-exempt employees, RayzeBio employees, and employees located in Puerto Rico receive 160 hours of paid vacation annually for new hires (subject to manager approval), 11 paid company holidays, and 3 optional holidays.

Depending on eligibility, employees may also have access to additional time-off benefits, including paid sick leave, up to two paid volunteer days per year, summer hours flexibility, and leaves of absence for medical, personal, parental, caregiver, bereavement, or military needs. Eligible employees also enjoy an annual Global Shutdown between Christmas Day and New Year's Day.
