Security Training Instructor - Airport Screening Operations

Leidos is seeking a Security Training Instructor (STI) to deliver and manage screener training in support of a TSA Screening Partnership Program (SPP) task order at Frederick Douglass Greater Rochester International Airport (ROC), including TSO Basic Training Program (TSO-BTP) instruction, On-the-Job Training (OJT) management, and ongoing certification support for the screening workforce, while also performing screening duties for a portion of scheduled time.

Primary Responsibilities:

- Provide screening instruction within established guidelines and standards in support of TSA-approved training programs (e.g., new-hire TSO-BTP training, On-Screen Alarm Resolution Protocol (OSARP) training, Crossover training); support recurrent training needs and conduct return-to-duty and remediation training.
- Adapt and develop local training materials to meet ROC-specific requirements; conduct local training in accordance with TSA training standards.
- Support training department administrative functions, including Online Learning Center (OLC) entry, training resource room facilitation, roster management, conducting tests, and ensuring evaluations are completed.
- Manage classroom dynamics, resolve routine classroom issues, monitor and evaluate training delivery, and recommend enhancements.
- Maintain communication with the Program Manager and TSA training management concerning any training issues that may reveal security-screening weaknesses or vulnerabilities.
- Provide mentoring/coaching to Assistant Training Instructors (ATIs) and screeners to address identified training needs.
- Administer and score training tests (e.g., job knowledge, image interpretation); support Practical Skills Observations (PSOs) and conduct Level 3 Assessments as needed.
- Manage and report on the number/location of ATIs and the percentage split between their screening vs. training duties.
- Support Level 1 and Level 2 TSO certification pipelines for both Passenger Checkpoint and Checked Baggage functions, including EDS OSARP certification training.

Basic Qualifications:

- High school diploma or equivalent (GED/HiSET/TASC); OR at least one year of full-time work experience in security work, aviation screener work, or X-ray technician work.
- One year of experience functioning as a certified TSO-equivalent screener at a senior/certified level.
- Six months of specialized experience using instructional methods to provide formal training or teach others in a prescribed subject area (e.g., as an Assistant Training Instructor, or in another classroom/laboratory/OJT training setting).
- Candidate must be able to obtain/maintain a TSA Public Trust, which requires US Citizenship
- Able to meet and maintain physical/medical requirements for screening work, including: lifting/carrying up to 50 lbs; physical agility to squat, bend, and lean to inspect individuals and baggage; ability to walk up to two miles and stand for 3-4 hours during a shift; visual acuity, hearing, and color-perception thresholds consistent with TSA screening standards.
- Available to work flexible/varied shifts, given ROC's extended operating hours.

Preferred Qualifications:

- Prior experience as a TSA-certified Security Training Instructor or federal TSO instructor.
- Experience managing Assistant Training Instructors or a multi-site OJT program.
- Experience with the TSO Scorecard / Threat Detection Training Plan (TDTP) methodology (not currently used at ROC, but may be TSA-directed).
- Instructional design certification (e.g., CPLP) or adult-learning credential.

## Pay Range:
Pay Range $52,000.00 - $94,000.00
