Thurston County Public Works is recruiting for a Residential Stormwater Inspector to join our dynamic, energetic, and innovative Water Resources team. The successful candidate will independently manage the Residential Stormwater Inspection Program. This program helps ensure the proper maintenance and operation of privately owned stormwater facilities throughout Thurston County. The most successful candidate will have broad knowledge and experience in stormwater management systems, along with excellent communication, collaboration, and negotiation skills. The inspector will work closely with property owners, property management companies, homeowners’ associations, County departments, regulatory agencies, and members of the public.

Essential functions may include, but are not limited to, the following:

- Identifying and inspecting local private stormwater facilities and sites subject to National Pollution Discharge and Elimination (NPDES) regulations and stormwater best management practices

- Contacting stormwater facility owners annually to:

Apprise them of their maintenance and reporting responsibilities

- Provide an annual report form

- Apprise them of the resources available to help them carry out their maintenance responsibilities

- Conducting annual inspections and condition assessments of residential stormwater facilities

- Maintaining databases and asset management software for residential stormwater facilities, inspections, technical assistance, and workshop attendees

- Performing Illicit Discharge Detection and Elimination (IDDE) inspections

- Responding to spills

- This position may be required to respond to unanticipated emergency situations, and be subject to an after-hours pager rotation

Essential Personnel: This position is considered to be an essential worker and may be required to work during non-business hours or closures in order to meet operational requirements and needs.

WORKING CONDITIONS:

- Work Environment – Work is performed in a combination of office and outdoor environments. The position regularly conducts field inspections developments, drainage facilities, stormwater ponds, private roads, and other properties, often under varying weather and site conditions. Work may involve walking over uneven, muddy, wet, steep, or otherwise challenging terrain. Office work includes reviewing plans, inspection records, photographs, reports, complaints, and other documentation; preparing correspondence; maintaining inspection records; and using computer systems for asset management.

- Schedule - Generally works a regular full-time schedule during normal business hours. Following successful completion of probation, a hybrid work schedule may be considered. This position is not designated as a remote position and requires a regular in-office presence. Occasional early morning, evening, or other schedule adjustments may be necessary to accommodate inspections, meetings, site access, or urgent stormwater-related concerns.

- Travel Requirements - Frequent local travel is required to conduct inspections. Travel occurs primarily within the jurisdiction and includes multiple inspection locations during a workday.

- Customer Interactions - Regular and frequent interaction with property owners, residents, developers, contractors, homeowners' associations, property managers, engineers, maintenance personnel, and other members of the public. The position must communicate professionally, clearly, and respectfully while maintaining consistency in the application of regulatory requirements.

QUALIFICATIONS:

- Bachelor’s degree in biology, environmental sciences, engineering, planning, or other closely related field.

- Four (4) years of experience working in water resources, environmental issues, or other related field or other comparable experiences to successfully perform duties and responsibilities of classification. Previous experience with budget management, grant writing, administration is preferred. Or, any combination of education and experience in which the incumbent can successfully perform the essential functions of the position.

- Must have the ability to utilize a personal computer with related software to perform the essential functions of the position.

- Must have a current Washington State Driver’s License or have requested and obtained an appropriate accommodation.

- Will be required to obtain all of the following certifications within the first (1st) year of employment:

Pipeline Assessment Condition Program/Manhole Assessment Condition Program (PACP/MACP) certification

- Certified Erosion Sediment Control Lead (CESCL) certification

- Traffic Control/Flagging certification

- Confined Space certification

- It is a requirement that these certifications be maintained.

DESIRED SKILLS:

- Ability to communicate effectively both orally and in writing with all levels within the organization.

- Ability to organize and prioritize work and maximize the utilization of computer resources.

- Ability to read and understand construction plans and evaluate constructed facility compliance with the design.

- Ability to establish and maintain effective working relationships with a variety of individuals and groups including customers in high stress situations.

- Ability to prioritize work, meet deadlines, and manage many projects simultaneously.

- Experience using; asset management, GIS, SQL, or other database software.

- Knowledge of relevant local, state, and federal regulations.

- Knowledge of the materials and methods used in stormwater construction, maintenance, and repair.

- Knowledge of illicit discharge detection.
