Internal and external candidates will be considered for this vacancy.

For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), UN Volunteers with at least twelve (12) months of continuous service in IOM, staff on Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Staff members holding a regular, fixed-term or short-term graded contract will not retain their contract type if appointed to an ungraded position.

Organizational Context and Scope

Under the overall supervision of the IOM Libya Chief of Mission (CoM) and the direct supervision of the Head of Programme Development Support Unit (PDSU), the Monitoring and Evaluations (M&E) and Information Management Officer will be responsible for providing information, guidance and support on monitoring and evaluation, learning and information management aspects to Programme Managers in International Organization for Migration (IOM) Libya as well as support of the implementation and reporting within the United Nations Sustainable Development Cooperation Framework (UNSDCF) 2023-2027, the UN Migration Network and the migration related activities of the Sustainable Development Goals (SDGs) in line as well with the IOM Libya and Middle East and North Africa (MENA) Strategic Visions .

Required Qualifications and Experience

Education

- Master's degree in in Political or Social Science, Business Administration, International Relations, Law or a related field from an accredited academic institution with two years of relevant professional experience; or,
- University degree in the above fields with four years of relevant professional experience.

Experience

- Management experience, accompanied by background in operational and field experience in refugee and migration related issues, including technical cooperation, project development and programme implementation and evaluation; and,
- Experience with monitoring and evaluation and results-based management.

Skills

- Sound knowledge of financial and administrative management;
- Capacity to motivate multi-cultural, international staff to higher productivity and good co-operation;
- Demonstrated level of computer literacy, including database applications;
- Excellent report writing skills;
- Excellent analytical skills and demonstrated skills in performing complex analyses on a wide range of factors, requirements, policies and priorities for the assessment and implementation of projects; and,
- Excellent troubleshooting and problem-solving skills.

Languages

For this position, fluency in English is required (oral and written).

Working knowledge of Arabic and another official UN language (Chinese, French, Russian and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
