About this role
The Branch Pre-Construction Manager is responsible for leading and optimizing the estimating function, overseeing a team of estimators supporting approximately $30M to $50M in annual sales. This role ensures the delivery of accurate, competitive, and profitable bids while driving consistency, efficiency, and strategic alignment.
The Pre-Construction Manager plays a critical role in achieving company revenue targets by improving bid quality, increasing win rates, protecting margin, and building a strong, sustainable pipeline of opportunities. They are instrumental in the Bid/No Bid process to assure we are spending estimating resources on projects that meet the branchs ideal project type.
This role is also accountable for improving estimating accuracy by minimizing variance between bid margin and final project margin while increasing bid-to-win conversion rates through disciplined cost modeling, scope alignment, and risk evaluation.
Key Responsibilities
Direct Estimating
- Self-perform all Estimating Functions for select high value opportunities
- Engage with Engineers, Specifiers & Owners throughout process
- Perform field takeoffs and quantity verification
- Build cost model
- Participate in client discussions
- Participate as required to close the business
Leadership & Team Management
- Lead, mentor, and develop a team of estimators in the branch
- Ensure/establish standardized estimating practices, tools, and processes within the branch
- Monitor individual and team performance, workload balance, and productivity
- Drive a culture of accountability, collaboration, and continuous improvement
Estimating Strategy & Execution
- Oversee all bid activity to ensure accuracy, completeness, and competitiveness
- Implement bid selection strategies to improve win rates and profitability
- Ensure alignment between estimating, sales, and operations teams
- Approve high-value or strategic bids
Financial Performance & Margin Integrity
- Ensure estimates align with company margin targets and financial goals
- Analyze variance between estimated and actual project margins
- Implement corrective actions to improve forecasting accuracy
- Drive continuous improvement in estimating accuracy by reducing variance between bid margin and final margin, while increasing overall bid win rate through enhanced cost modeling, bid strategy, and post-bid analysis
Pipeline & Workload Management
- Ensure sufficient pipeline coverage to support revenue targets
- Partner with sales leadership to maintain a healthy and balanced opportunity funnel
- Monitor bid volume, timing, and resource allocation
