Summary

The Clinical Program Director is responsible for the clinical oversight and quality of care within the YCCS program, in collaboration with the Medical Director. Additional supervision/support will come from the main office staff in the areas of personnel, finance, programming, and development.

YCCS is a short-term, staff-secure crisis stabilization program for youth experiencing behavioral health crises who require a structured, supervised setting as an alternative to inpatient psychiatric hospitalization or as a step-down from a higher level of care. The program provides 24/7/365 crisis stabilization, active treatment, therapeutic intervention, safety planning, family and natural support engagement, and discharge planning to support stabilization and timely return to the youths home, school, community, or other clinically appropriate setting.

$1 per hour Language Differential! (eligible languages include: Cape Verdean Creole, Haitian Creole, Portuguese, Spanish or ASL)

Job Responsibilities & Essential Functions

- Responsible for the clinical oversight and the quality of care within the YCCS program, in collaboration with the medical director

- Ensure the provision of all YCCS service components

- Available for consultations regarding emergency or urgent situations

- Program Development

- Oversee staff recruitment and training/Utilize hiring procedures that promote EEO/AA

- Responsible for oversight of budget and maintaining relationships with funding sources and community resources

- Ensure adherence to policies and regulations

- Provide administrative and clinical supervision to assigned YCCS staff, including Family Support staff, Case Managers, clinical staff, mental health counselors, and other staff as indicated; support staff development, monitor performance, and ensure supervision is documented in accordance with agency policy and applicable program requirements with partnership of the Assistant Program Director.

- Monitor program compliance with applicable CBHC/YCCS performance specifications, licensing, accreditation, payer, agency, and regulatory requirements; participate in quality assurance, risk management, utilization review, and Continuous Quality Improvement activities.

- Work within management to participate in Risk Management meetings

- Address complaints of guardians and collaterals as needed

- Develop and maintain a positive relationship with other human service agencies

- Completes performance evaluations for all subordinates

- Supports and guides staff in daily roles

- Promotes high staff morale and intervenes when there is an employee complaint, grievance, or incident

- Participate as part of each youths multidisciplinary treatment team within required program timeframes; review the comprehensive assessment and psychiatric assessment; and, in collaboration with the youth, caregiver/family, natural supports, Medical Director, and other team members, develop and update the initial and ongoing treatment plan consistent with program specifications.

- Participate in trainings as specified in performance specifications, (for example, UMass Clinical Assessment and Intervention training, dialectical behavioral therapy skills training, and cognitive behavioral therapy skills training)

- Utilize established information systems for meeting program standards established by Child & Family Services, Inc., the Dept. of Mental Health, DPH, EEC, COA, and funding sources or other applicable accrediting bodies

- Observe youths in structured milieu, provide supportive interventions to youths, and assist in behavioral de-escalation techniques, and/or supervision of youths as needed

- Participate in the rotation of on-call responsibilities

- Work collaboratively within Acute Care Services to cross train and provide coverage as needed.

- All members of clinical team have shared responsibility for all youth on unit. Cases will be divided as needed to meet individual youth needs

- Maintain a high quality of work at all times.

- Maintain a positive working relationship with agency staff, supervisors, and community contacts.

- Maintain a level of professionalism

- Maintain regular and timely attendance.

- Participate in regularly scheduled supervision, staff meetings, staff development and training curricula

- Coordinate with CBHC, YMCI/MCI, emergency departments, inpatient units, outpatient providers, schools, state agencies, caregivers, and other collateral supports to facilitate timely admissions, transitions, discharge planning, and continuity of care.

- Ensure clinical operations support 24/7/365 access to YCCS services, including timely admission, assessment, treatment planning, stabilization, discharge planning, and coordination with referral sources.

- Ensure youth and family-centered care by engaging caregivers, family members, and natural supports in assessment, treatment planning, stabilization, safety planning, and discharge planning, consistent with youth and family needs and applicable confidentiality requirements.

- Ensure clinical programming addresses co-occurring behavioral health and substance use needs, including screening, intervention, referral, and coordination with appropriate providers for substance use treatment and withdrawal-management-related needs when clinically indicated.

Physical Demands:

Employee may be required to physically manage youths, if necessary, using methods and techniques approved and certified through the YCCS Program. All YCCS employees need to complete the programs de-escalation and physical management certification training.

All 24-hour/Acute Care Services program staff are considered essential. Essential staff are defined as personnel who are expected to report to work as scheduled, regardless of holidays and/or during any emergency situation and/or agency closing (i.e., inclement weather) to ensure the ongoing operations of the program.

Due to the type of work and client needs, this position may need to work beyond a forty-hour work week. Additionally, essential staff may be required to remain on shift or work an additional shift until relief staff are available.

For overnight positions, staff are required to stay awake for the entirety of their shift.

Qualifications

Required Education and Experience

A completed Masters degree in Clinical Social Work, Clinical Mental Health Counseling or Clinical Psychology or other clinical licensure eligible degree program is required. This individual must be independently licensed with an LICSW, LMHC or LMFT in the state of Massachusetts with three years of full-time or the equivalent part-time post licensure experience in a mental health setting, preferably working with children and/or families. This individual must also have one to two years of supervisory or program management experience.

Travel Required

Must have a valid drivers license and reliable transportation that meets CFS Driver Policy. Travel is required to provide services in different settings and to attend agency meetings, events, and trainings
