Northrop Grumman is seeking a Manager Programs 2 to support the International portfolio within the II&S Operating Unit. This position will be responsible for the leadership and execution of international programs supporting aircraft survivability and related mission capabilities.

The Program Manager will have responsibility for program performance across cost, schedule, technical performance, quality, and customer commitments. The selected candidate will work across a highly integrated team including Engineering, Logistics, Global Supply Chain, Manufacturing/Operations, Quality, Contracts, Business Management, Global Trade, and other functional organizations to ensure successful execution and delivery.

This role requires a leader who can manage near-term execution while maintaining focus on customer relationships, financial performance, risk management, and long-term program and portfolio growth.

Roles and Responsibilities

The successful candidate will:

- Lead and manage assigned international programs with accountability for cost, schedule, technical performance, quality, and contractual performance.
- Establish program objectives and provide clear direction to program team members and supporting functional organizations.
- Develop and maintain integrated program plans, schedules, financial forecasts, risk and opportunity plans, and execution strategies.
- Manage program financial performance including sales, margin, cash, forecasts, Estimate at Completion (EAC), and Estimate to Complete (ETC).
- Ensure program execution is aligned with contractual requirements, Statements of Work, customer commitments, and internal business objectives.
- Manage programs utilizing multiple contract structures, including Firm-Fixed-Price (FFP), Cost Plus, and Time & Materials (T&M) contracts.
- Lead program reviews and provide clear assessments of program health, including performance, risks, opportunities, corrective actions, and required leadership decisions.
- Identify program risks early, establish actionable mitigation plans, and drive issues to closure.
- Partner closely with Contracts and other functions in the execution of international contracts, including applicable commercial terms and Incoterms®.
- Develop and maintain strong relationships with international customers, prime contractors, partners, suppliers, and internal stakeholders.
- Coordinate effectively across geographically dispersed and cross-functional teams.
- Support customer negotiations, contract changes, proposals, Requests for Information, and other program-related business activities.
- Support development of program growth strategies, follow-on opportunities, and long-range business planning.
- Drive disciplined execution while balancing customer requirements, contractual commitments, affordability, schedule, and business performance.
- Establish accountability across the program team and ensure actions, commitments, and decisions are documented and driven to closure.
- Communicate program status, issues, risks, and recommendations clearly and concisely to customers and senior leadership.
- Promote a culture of collaboration, ownership, ethical conduct, continuous improvement, and operational excellence.

Basic Qualifications

- Bachelor’s degree with eight (8) years of relevant professional experience or a Master’s degree with six (6) years of experience consistent with Northrop Grumman requirements for a Manager Programs 2 position.
- Minimum of 3 years of program management experience.
- Demonstrated experience managing program cost, schedule, technical performance, risk, and customer commitments.
- Experience managing or supporting programs utilizing Firm-Fixed-Price (FFP), Cost Plus, and Time & Materials (T&M) contract types.
- Demonstrated experience working within and leading cross-functional teams.
- Experience with program financial management, forecasting, risk and opportunity management, and program performance reporting.
- Demonstrated ability to communicate effectively with customers, program teams, functional organizations, and leadership.
- Ability to travel domestically and internationally as required.
- Must possess an active Secret clearance to be considered.

Preferred Qualifications

- Minimum of 3 years of program management experience
- Master’s degree.
- Experience managing international programs and contracts.
- Working knowledge and experience with Incoterms® and international contractual/commercial requirements.
- IPRS program experience.
- Experience supporting Direct Commercial Sales (DCS) and/or Foreign Military Sales (FMS) programs.
- Experience within aerospace, defense, aircraft survivability, electronic warfare, or related mission systems.
- Demonstrated experience managing complex programs involving multiple internal functions, suppliers, customers, and international stakeholders.
- Experience developing and executing program growth strategies, proposals, contract changes, and follow-on opportunities.
- Experience presenting program performance, risks, financial outlook, and recommended courses of action to senior leadership and customers.

Leadership Expectations

This position requires a Program Manager who takes ownership of outcomes and creates clarity for the broader team. The successful candidate is expected to understand the details necessary to manage execution while maintaining the broader business perspective required to lead an international program.

The Program Manager should be able to clearly articulate:

- Where the program is today
- Where the program needs to be
- What is preventing the team from getting there
- What actions are required, by whom, and by when
- What decisions or support are required from leadership or the customer

The individual will be expected to lead with accountability, establish disciplined program-management rigor, anticipate problems rather than simply report them, and build strong relationships across both the customer and Northrop Grumman organizations.

Primary Level Salary Range: $153,800.00 - $230,800.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
